Summary: The House opened with a prayer, pledge, quorum call, and several personal privileges recognizing guests and special observances, including Junior League Day, Renewable Energy Day, Wholesalers Day, and Sin Law Day. Members also introduced and adopted a number of commemorative resolutions, including condolences, recognitions of schools and community figures, and resolutions related to LSU, ALS Awareness Month, and local festivals. Several Senate and House measures were referred or laid over, and the chamber announced upcoming scheduling changes for House and Senate bills. The most extensive debate centered on House Bill 385, which would require certain TOPS scholarship recipients to repay one semester of aid if they fail to meet academic requirements, subject to listed exemptions and an option to avoid repayment by entering certain high-demand career and technical programs. Opponents questioned the bill’s impact on students, its possible constitutional issues, administrative costs, lack of a fiscal note and implementation details, and whether it would worsen brain drain or convert a merit scholarship into a loan. The motion to recommit the bill to Appropriations failed 34-16, but after continued questioning and criticism, the author later moved to return the bill to the calendar, and that was agreed to. The House then passed House Bill 55, which restricts public disclosure of juror information, after adopting an amendment clarifying that juror interviews are still allowed if jurors choose to participate. The chamber also passed House Bill 394 extending the conditional parole programming period from nine months to 24 months, House Bill 396 making autopsy photographs admissible in criminal proceedings, House Bill 406 directing the Department of Education to study whether it should supervise interscholastic high school athletics, House Bill 622 aligning state criminal history record handling with federal requirements, and House Bill 676 creating the crime of fraudulent patient referrals, or body brokering, with amendments clarifying lawful marketing arrangements. House Bill 1030, concerning reimbursement for non-emergency medical transportation for certain mental health-related services, was taken up with amendments and then temporarily returned to the calendar.

Summary: The Senate Commerce Committee met on April 20, approved the prior meeting minutes, and then heard a series of bills and resolutions. It first advanced H. CR 66, which directs Louisiana Economic Development, working with the Governor’s Office of Rural Development, to study rural parish economic assets, infrastructure, workforce, and development opportunities. The committee also moved HB 387, a clarification allowing the fire marshal to review architectural and engineering plans equally, and HB 1223, which seeks to promote clinical trials in Louisiana by having LED market the state’s research capacity and by adjusting internal review board procedures. HB 1228, a cleanup bill for hearing aid dealers that updates definitions, contracts, testing periods, licensing, and related requirements, was also reported favorably, as was HB 950, which would create an elderly consumer perception program through the Office of Elderly Affairs to help seniors recognize scams and fraud. The committee spent the most time on HB 617, a broad “hidden fees” consumer transparency bill. The author and supporters said it would require mandatory fees to be included in upfront pricing so consumers can make informed choices, while opponents from grocery, restaurant, hotel, housing, retail, and business groups argued the bill was vague, overly broad, and likely to create compliance burdens and litigation risk. Housing advocates objected to the bill’s housing exemption, warning it could weaken renters’ ability to bring claims over undisclosed fees. After extensive debate over variable pricing, sales taxes, enforcement, and the scope of the bill, Senator Morris moved to defer HB 617, and the committee agreed without objection. The committee also heard HB 797, which would create a “Bayou Gold” certification program for certain gold vendors and transactional gold products. The sponsor said the program would encourage vendors to keep gold insured, segregated, and closer to Louisiana consumers, with the Treasury administering the certification through participant fees. Several senators and an outside witness raised concerns that the state seal could be mistaken for an endorsement, could create liability or consumer confusion, and would favor a narrow set of vendors. Despite opposition, the committee reported HB 797 favorably, with members noting it still had to go to Finance. Later, the committee advanced HB 1186, which would create a more uniform statewide building code and licensing system for inspectors, add disciplinary authority, and impose a small permit fee to support the program, and HB 1222, which would let LED develop a grocery initiative to address food deserts and food insecurity. The meeting concluded with the committee hearing HB 1256 on abandoned digital assets, which would require dormant digital assets to be held in original form for three years so owners can reclaim them.

Summary: The Senate Committee on Transportation and Public Works met with five members present and approved the April 29, 2026 minutes. The committee then heard and favorably reported several bills, including HB 1233, which lowers the contract threshold for hospital service districts to use the Seymours program for certain hospital construction projects, and HB 715, which requires aerial applicators operating from public airports to have a transponder and radio; an amendment removing language about airport use of ADS-B data for fees was adopted after sponsors said the issue would be handled in another bill. HB 999 was reported favorably to allow impoundment of out-of-state vehicles operated in Louisiana without liability insurance, and HB 692 was amended to let parishes and municipalities use group purchasing organizations, with a narrowing amendment limiting one-source procurements and assurances that local bidders would not be disadvantaged. The committee also advanced HB 511, creating a grant program for pursuit intervention technology in response to officer safety concerns, and HB 590, which would let OMV issue specialized envelopes or notices for drivers with autism or other disabilities so officers are alerted during traffic stops. HB 503 was reported favorably after a local cleanup change to a golf cart bill for Golden Meadow, and HB 655 was approved to let DOTD use cost-plus contracts for operation and maintenance of state-owned ferries. HB 748 clarified that school board-owned or leased vehicles are exempt from tolls, and HB 860 would allow fillable electronic bids for local government procurement. Later, the committee approved HB 896, a major tolling-related cleanup bill for Plaquemines Parish that addresses customer service center access, administrative fees, and exemptions, with members and local officials criticizing the toll structure and its impact on the parish. HB 1000 was reported favorably as a cleanup measure tied to highway priority program reporting and local district contract limits. HB 887 established a more consistent scoring and ranking process for Seymour projects, with an amendment to avoid conflict with changing FAA grant rules. HB 888, a cleanup bill on temporary tags, was amended with added security features and then reported favorably. HB 1086, a broad electronic title and registration modernization bill, received a lengthy amendment set but was voluntarily held over for a week so members could review the new language. The committee also advanced HB 776 to expand the Port Priority Program to larger projects, with amendments clarifying flexibility and removing private projects from the bill. HB 707 was reported favorably to let the Department of Agriculture and Forestry handle promotional activities for the liquefied petroleum gas commission through a cooperative endeavor agreement. HB 868, a farm safety bill requiring safety chains or other manufacturer-specified equipment on trailers, was reported favorably after testimony about a fatal accident and assurances it would not change engineering standards beyond existing manufacturer requirements. Finally, HB 856 was amended to authorize indefinite delivery/indefinite quantity contracting for DOTD maintenance and construction work, then reported favorably, and the committee later corrected the record on HB 856 by reconsidering and withdrawing one technical amendment set so further floor cleanup could be made. The meeting adjourned without objection.

Summary: The committee first considered House Bill 3552, which would let child care providers bridge the gap between subsidy reimbursement rates and tuition rates. An amendment was adopted unanimously to make the bill subject to approval by the Administration for Children and Families, with the author explaining it was intended to protect federal DHS funding. The bill then passed on a 4-1 vote. Members then heard several child welfare and human services measures. House Bill 3380, on foster care reform and DHS transparency, passed 5-0 after questions about how public input and scoring would be documented. House Bill 3502, the parental rights and child welfare bill, passed 4-1 after debate over whether the bill addressed a real problem and whether resources would be better spent recruiting foster parents. House Bill 3849, updating and broadening a mentoring program for children and youth, passed 5-0, and House Bill 3886, requiring Health Department personnel to remain on site after an immediate jeopardy finding at a nursing home until a removal plan is accepted, also passed 5-0. The committee also approved House Bill 3907, which would prohibit certain facilities serving vulnerable juveniles and adults from being staffed through temporary staffing agencies, on a 5-0 vote. House Bill 4201, changing master teacher requirements in licensed child care from license capacity to actual enrollment, passed unanimously after discussion of how staffing ratios would work in practice. House Bill 4302, as amended, passed unanimously after removing subpoena language and instead allowing the Office of Juvenile System Oversight to disclose a complainant’s identity to law enforcement when needed to protect safety. House Bill 3448, requiring umbrella insurance coverage for certain child care caregivers, and House Bill 3409, streamlining recertification for five-star child care providers, both passed unanimously. House Bill 4095, reauthorizing and clarifying the 211 collaborative as the state lead entity for hotline services, also passed 6-0. The most extensive debate came on House Bill 3131, which would establish statewide baseline standards for transparency, public safety, and health safety in homeless shelters and create an advisory board. Members raised concerns about local control, rural county burdens, agency workload, and whether the bill duplicated existing requirements, while the author said he was open to further changes, including strike title and possible population-based exceptions. Despite objections, the bill advanced to the Oversight Committee on a 4-3 vote. Before adjournment, the chair said the committee would begin a deeper review of OCCY multidisciplinary teams and CAC child advocacy groups in upcoming meetings.

  • Let me just kind of give you the history of it. Well, first of all, what the purpose of it is.
  • of Last session, we passed this same bill out of this committee by a vote of 10 to 1 and it was passed
  • And again, the price of a vehicle—your first purchase of a vehicle and the purchase of a vehicle today—there's

Summary: The Senate Committee on Business and Commerce heard testimony on HB 149, the Artificial Intelligence Governance Act. Senator Schwertner described the bill as an outcomes-based AI framework that would require disclosure when people interact with AI, prohibit manipulative or social-scoring systems, address biometric capture, discrimination, and deepfake child exploitation, and give the Attorney General enforcement authority. It would also create an AI Sandbox and AI Council. Witnesses from the Texas Public Policy Foundation, a Houston attorney, TechNet, and the Texas Association of Business strongly supported the bill, praising its stakeholder process and pro-innovation approach, while Texas Appleseed suggested regulators should have more examination authority over sandbox participants. The bill was left pending. The committee then heard SB 229, which would prohibit motor vehicle dealers from conditioning a sale on dealer-offered financing or charging more because a buyer uses outside financing or cash. Senator West said the bill is meant to stop forced financing and bait-and-switch pricing, and he noted the bill passed the committee and Senate in the prior session. The Texas Automobile Dealers Association opposed the bill, arguing it would force dealers to accept any third-party lender or cash transaction on terms they cannot control. The Texas Credit Union Association supported the bill, saying consumers should be able to choose outside financing without hidden fees or pressure. After questions about cash purchases and dealer practices, the bill was left pending. The committee also took up SB 2566, which would clarify legislators’ access to information from executive agencies, including confidential information, by setting response deadlines, limiting confidentiality agreements to statutory terms, requiring a standard AG form, and creating a complaint and penalty process for noncompliance. No witnesses testified, and the bill was left pending. Finally, SB 1749, as substituted, would let certain court-related employees and judicial conduct commission personnel keep personal information such as home addresses and phone numbers confidential, with work addresses used in place of home addresses for certain purposes. District clerk and judicial conduct commission witnesses described threats and harassment as the reason for the bill, and a court administration witness answered questions about how the address protections would work with voter registration and precinct records. That bill was also left pending, and the committee recessed without further business.

Summary: The committee first took up House Bill 9, which would create oversight for Medicaid-related policy through a board modeled after the Public Pension Oversight Board. Sponsor Rep. Adam Bowling said the measure was intended to bring legislative, executive, and stakeholder voices together to vet issues and make better-informed Medicaid policy. Members generally supported the concept, though some questioned the proposed board’s party breakdown and whether the language should be updated now rather than later. After discussion, the committee voted 19-0 to pass HB 9 favorably. The committee then heard House Bill 495, which Rep. Hail said would protect mental health care professionals, institutions, and ordained ministers from discrimination when providing what the bill calls protected counseling services. He described the bill as a parental-choice measure that would allow counseling aligned with family values and said it also creates a civil cause of action for harmed parties. Opponents argued the bill would shield conversion therapy, with Dr. Eric Russ, Brandon Long, Dr. Brandon Creech, Brenda Rosen, Chris Hartman, and Dr. Bobby Glass testifying that conversion therapy is discredited, harmful, and associated with depression, anxiety, self-harm, and suicide risk. They said professional medical and counseling organizations oppose such practices and urged rejection of the bill. During questions, Rep. Layman pressed the sponsor on whether the bill would protect therapies even if a child was not in distress and on whether the committee should be endorsing a practice discredited by professional organizations. Rep. Hail responded that he viewed the issue as a parental choice and said he believed the bill protects providers offering those services. The transcript ends during continued discussion of HB 495, with no final vote shown on that bill.
