Summary: The Senate Committee on Economic Development and Tourism and Higher Education heard HB 1494, relating to sports facilities. Testimony was largely in opposition to the bill as drafted from the Stadium Authority, the Department of Accounting and General Services, and the Department of Business, Economic Development and Tourism, with several other written comments also opposing; each asked that if the measure advances, Senate language from related stadium bills be incorporated instead. The University of Hawaiʻi testified in support of the Nāʻid project and said it wants the project delivered at Halawa so the university can have a football facility, though members pressed the university on whether it was effectively supporting both the project and the bill’s current approach. A substantial portion of the hearing focused on the stadium project’s financing, schedule, and oversight. DAGS and Public Works discussed a consultant contract that had grown to about $28 million and an audit that recovered $441,000 after improper travel and expense reimbursements, including first-class airfare and other personal expenses; officials said the audit exposed weak internal controls and led to revised reimbursement policies. Members questioned whether the problems would have been found without media reporting and whether stronger oversight should have been in place earlier. The committee also discussed the current Ching Field setup for UH football, with witnesses describing it as less than ideal and temporary until the new stadium is built. Stadium Authority representatives said the current preferred offeror is Aloha Halawa Development Partners, negotiations have recently accelerated, and the goal remains a contract this summer and a fall 2028 opening. They said the state is committed to $350 million in general obligation bonds, with the overall project expected to cost more, and that the developer is exploring other financing sources such as TIF or CFD while the state and city work to expedite permits and demolition. No vote or final action on the bill was taken in the portion provided.

Summary: The committee met to review education audit reports and adopted the minutes. Legislative Audit reported 103 education audits total, with 89 having no findings and 14 containing findings. The committee first heard from Camden Fairview School District, which had findings for spending operating funds on an end-of-year employee banquet and for unauthorized credit card charges. District officials said they had implemented stronger internal controls, stopped using the affected card, and would limit future events to comply with state law and constitutional requirements. Members questioned the district about prior practices, donated funds, and how teacher appreciation could continue without using operating funds; the report was filed as reviewed. The committee then reviewed Forest City School District, which had a finding for spending $33,000 in operating funds on an off-campus end-of-year celebration and entertainment event. District representatives said the money came from a long-standing Pepsi-related donation fund, but acknowledged confusion over whether it should be treated as operational funds and said they would stop using it that way and provide training to staff and the board. Members discussed whether the funds were private donations or operating funds, the lack of a formal board vote, and whether the event was intended to recognize staff and growth; the report was filed as reviewed. The committee also received notice of more serious findings that were referred to the prosecuting attorney and attorney general, including Conway School District for misuse of district funds and resources by former maintenance employees, Magnolia School District for undeposited activity funds, Westside School District for undocumented and personal credit card charges, and Boonville School District for paying a board member’s son in excess of the statutory limit without an approved exemption. The remaining eight reports with findings were filed en masse as reviewed, and the 89 reports with no findings were also filed en masse. The committee adjourned after noting that most districts reviewed had no findings.

Summary: The committee met to review education audit reports, beginning with approval of the minutes and then hearing several school districts with findings. Camden Fairview School District addressed two findings: use of operating funds for an end-of-year employee banquet and unauthorized credit card charges that resulted in a small loss. District officials said they had changed credit cards, increased monthly review and reconciliation, stopped using operating funds for off-campus celebrations, and would limit future meals and events to district business. Members questioned whether the prior administration was still involved, whether the charges were from an outside hacker, and how the district would continue teacher appreciation without violating state law. Forest City School District then discussed a $33,000 off-campus staff celebration funded through what the district described as long-standing Pepsi-related funds. The district said it believed the money was discretionary private donation revenue, but audit staff said the funds were treated as operating funds because they were in a general fund account and subject to constitutional limits. The district said it would stop using the fund that way, provide staff and board training, and ensure future expenditures comply with the law. Members also asked about the lack of a formal board vote, the amount remaining in the account, and whether the event was meant to recognize staff growth and service. The committee next reviewed additional findings: Conway School District’s former maintenance employees allegedly misused district funds and resources, with a separate investigative report still pending; Magnolia School District had undeposited activity funds totaling more than $21,000; Westside School District had about $9,500 in credit card charges that could not be substantiated, along with weak internal controls and some personal charges; and Boonville School District paid a board member’s son more than $5,000 for groundskeeping without the required exemption, which DESE later denied. The committee filed the reports as reviewed, including eight other findings not referred for prosecution and 89 audits with no findings, and then adjourned.

Summary: The Higher Education Institutions Committee met on the Minot State University campus for presentations on campus operations, enrollment, and new academic initiatives. President Shirley reviewed recent audits, noting mostly clean results with only minor technical findings, and highlighted MSU’s broad academic offerings, specialized accreditations, athletics, and partnerships with Minot Air Force Base and the MSU Development Foundation. Members asked about declining interest in teacher education, tuition waivers for athletes, dual credit incentives, and how MSU decides when to launch new programs and avoid duplication within the university system. Shirley also discussed several workforce-focused initiatives supported by the Legislature’s Workforce Education Innovation Funds, including the purchase of the Trinity Health Center West building for a downtown health sciences hub, a new daycare/preschool partnership near campus, the Aspire program to recruit rural students into teaching, and a paraprofessional-to-special-education degree pathway. Enrollment data showed overall headcount was flat at just under 2,750, but full-time equivalent enrollment rose slightly and new student numbers increased, including the largest freshman class in 15 years. The committee also discussed Minot State’s in-state tuition rate for all students, its dual credit “Emerging Scholars” scholarship, and concerns about the share of high school graduates who do not immediately pursue postsecondary education. Faculty then presented two new programs funded in part by WEAF: an Innovation Engineering degree and a master’s program in counseling with an integrated addiction studies focus. The engineering program was described as industry-driven, designed with broad early coursework, hands-on learning, and local employer input to prepare students for western North Dakota workforce needs; officials said it had already drawn more applicants than expected and would use renovated library space and donated or grant-funded equipment. The counseling program will be mostly face-to-face with hybrid options, aims to address shortages in mental health and substance use providers, and is structured to help students meet licensure requirements. Committee members asked about startup costs, licensure supervision hours, and whether the programs would be on campus rather than online, and presenters said both programs had recently received required approvals and were moving forward.

Summary: The Senate convened with a quorum present, received the invocation and pledge, and then dispensed with reading the journal, committee reports, and bill titles. Several guests and pages were introduced, including junior pages, a doctor of the day, Farm Bureau representatives, and other visitors in the galleries. The chamber also recognized a birthday and welcomed a House member to the Senate. On the calendar, the Senate took up several bills and mostly adopted strike-all amendments before passing them, often by morning roll call. These included HB 1646, which increased disaster trust fund transfer limits for declared and non-declared disasters; HB 1649, which authorized additional state fund transfers for Main Street revitalization projects and increased the total authorized expenditure; HB 1653, which kept a local improvements project fund bill alive for possible repurposing of funds, including a Mississippi Valley State residence hall project; and HB 669, which allowed patrons to bring wine into licensed premises with a corkage fee and changed wine shipment reporting from quarterly to semiannual. HB 1620 created an economic zone around the Chevron refinery in Jackson County, and HB 2787 changed school district gas-piping inspection requirements from annual testing to a two-year cycle, with funding support from gas companies. The Senate also handled several concurrence and conference motions on House and Senate bills, including SB 2263 on probable-cause requirements for Marine Resources officers boarding or stopping vessels, SB 2524 establishing the Postsecondary Attainment Council, and SB 2597 involving the ABC warehouse transfer in Madison County, with the chamber choosing not to concur and to invite conference on those items. SB 2368 made technical changes to the higher education legislative plan grant program, and SB 2526 on the Rural Water Oversight Committee returned with changes removing a reverse repealer and shifting administration of some duties to a nonprofit using rural water revolving loan funds. The Senate also tabled motions to reconsider on some items, and one nomination-related motion drew extended remarks about the role of the capital post-conviction counsel office and respect for crime victims.

Members discussed whether those funds were private donations or operational funds, and staff said the district’s accounting treatment made them subject to the constitutional restriction at issue. The committee also reviewed several other findings. Conway School District was referred for an ongoing investigative report involving misuse of district funds and resources by former maintenance employees. Magnolia School District had undeposited activity funds totaling more than $21,000, tied to a resigned high school secretary and sponsor receipts not deposited. Westside School District had about $30,000 in credit card charges lacking documentation or business purpose, including charges by the superintendent, personal purchases, and items shipped to personal addresses; the matter was referred to the prosecuting attorney. Boonville School District was cited for paying a board member’s son more than the statutory limit for seasonal groundskeeping without the required exemption, and DESE later denied the exemption request. After discussing those cases, the committee filed the remaining eight findings en masse and then filed the 89 reports with no findings. Members noted that most school districts audited had clean reports and encouraged districts to continue good practices while learning from the findings discussed.

Summary: The Senate convened with 32 members present, heard a guest prayer from Pastor Dr. Michael Linton, and proceeded through routine journal approval and legislative bureau reports. The chamber received numerous House messages on passed Senate bills and House bills, introduced several resolutions and concurrent resolutions, and recognized Former Legislators’ Day with remarks honoring deceased former members and welcoming back past legislators and other officials. The Senate also adopted SCR 63, which asks the Legislative Auditor to review how fiscal notes are developed and prepared, after an amendment clarifying the study’s scope and a 33-0 vote. The body then took up a series of Senate bills returned from the House. It concurred in House amendments to SB 106 (crime scene recordings/public records), SB 206 (blood pressure testing in schools, narrowed to athletes), SB 248 (polling place closures for very small precincts), SB 104 (highway memorial designation), SB 122 (bridge preservation), SB 180 (disabled veterans’ homestead exemption transfer language), SB 260 (youth athletics safety training/Coach Safely Act), and SB 476 (garnishment service wording). It rejected House amendments to SB 441 on pre-kindergarten programs. SB 57 on nutrition cleanup, SB 414 on medical debt protection, SB 525 on unclaimed property purchases, SB 501 on postsecondary health information postings, and SB 276 on bail bond producer affidavits all advanced or passed, with SB 57 and SB 414 ultimately passing and SB 525 and SB 501 also receiving final passage. The Senate also adopted SCR 30, a resolution urging Congress to ensure accountability and release of Epstein-related files, and later took up SB 513, a pilot program involving average bid/design-build contracting for certain airport-related projects, which passed 25-10 after extended questioning about its purpose and safeguards. SB 484, revising higher education governance and removing LUMCON language in favor of a study commission, passed 36-1. In personal privilege remarks, senators recognized Louisiana Arts Day and introduced guest Ed Tillman. The chamber then began a long series of House bills, including HB 462 on the Capital Area Road and Bridge District board composition, HB 547 on photographing voter registration information, HB 613 on marking driver’s licenses with citizenship status, HB 691 on voter-roll verification through the federal SAVE system, and HB 712 waiving certain OMV fees for homeless individuals; several of these bills were explained and moved toward final passage as the session continued.
