Summary: The Appropriations Committee on Higher Education heard two bills and then moved through a series of confirmations for university and college boards of trustees. Senate Bill 176, by Senator Polsky, would require public postsecondary institutions to have clear, publicly available safety policies and reporting procedures for threats to students, faculty, staff, and visitors. An amendment clarifying the bill’s scope was adopted without objection, there was no public testimony against it, and the committee reported the bill favorably. Members spoke in support, emphasizing campus safety and the need for clear reporting paths. The committee also heard Senate Bill 116, by Senator Bradley, which would establish the University of Florida Diabetes Institute in statute to advance research, prevention, care, education, collaboration, and outreach on diabetes. Testimony included support from AARP and others, and members praised the institute’s research role and the growing public health importance of diabetes. The bill was reported favorably. The remainder of the meeting focused on confirmations for trustees at FIU, UNF, UCF, USF, and Miami Dade College. Nominees and reappointees described their backgrounds and priorities, including student success, research growth, workforce development, engineering, health care, cybersecurity, and fiscal stewardship. Committee members asked several nominees about nursing NCLEX scores and university performance, and one public commenter raised concerns about campus climate and student safety. The committee then voted to report the confirmations favorably in a block and adjourned.

Summary: The Arizona Senate convened with prayer, the Pledge of Allegiance, attendance, and approval of the journal. The chamber then recognized several guest groups and proclamations, including Alzheimer’s Association advocates, Arizona Society of CPAs members, the Arizona Airports Association, and students from Onyose Day Academy. A proclamation was read declaring January 26, 2006, as Arizona Aviation Day, highlighting the economic and public-safety importance of Arizona’s aviation sector and its airports. The bulk of the meeting consisted of points of personal privilege and floor statements, many focused on condemning recent deaths and injuries involving federal immigration enforcement actions in Arizona and other states. Senators called for investigations, transparency, due process, and an end to what they described as excessive force and warrantless enforcement. One senator also read a resolution supporting human rights and the people of Iran, condemning state violence and supporting secular protections and international accountability. The chamber also handled routine business, including gubernatorial nominations, which were referred to the appropriate committees, and the introduction and first reading of numerous bills and resolutions covering topics such as taxes, education, immigration, elections, health care, water, labor, housing, firearms, and appropriations. After committee announcements, the Senate adopted a motion to adjourn and recessed/adjourned until Tuesday, January 27, 2026, at 1:15 p.m.

Bills: SB23 , SB73 , SB210 , SB234 , SB243 , SB244 , SM16
Summary: The committee first heard Senate Bill 23, which would require school districts and charter schools to adopt and implement policies prohibiting student use of wireless communication devices during the school day, with exceptions for medical needs, assistive technology, emergencies, and educator-approved instructional use. The sponsors and PED/Broadband officials said the bill builds on last year’s law, responds to classroom distraction and cyberbullying concerns, and pairs the mandate with access to the Education Technology Infrastructure Fund for implementation support. Supporters included NEA-NM, AFT-NM, Teach Plus, New Mexico Kids Can, higher education, ECED, and others, who said the bill would improve focus, classroom culture, and student readiness. Some members questioned the three-year phase-in, local control over consequences, effects on recess/lunch and after-school programs, charter and virtual school enforcement, and whether statewide mandates were necessary; the committee ultimately advanced the bill on a 6-3 vote, with Senators Pope and Soules voting no. The committee then heard Senate Bill 73, which would add a requirement that driver education include instruction on vulnerable road users such as pedestrians, bicyclists, and others outside vehicles. The sponsor and supporters from APS, NEA-NM, AFT-NM, PED, Albuquerque city officials, cycling and pedestrian advocates, and individuals affected by traffic violence said New Mexico’s high pedestrian and bicyclist fatality rates make the training necessary and that better education could improve safety and awareness. Some testimony connected the bill to broader public health, climate, and Vision Zero efforts, while several speakers shared personal stories of crashes and losses. Committee members asked about the three-hour requirement, whether it would apply to existing drivers, how it would be implemented by DOT and MVD, and whether the bill should also address training for vulnerable road users themselves; concerns were also raised about rural road conditions and the limited behind-the-wheel training currently required. The committee passed SB 73 on a 6-3 vote, with Senator Thornton voting no. Finally, the committee began hearing Senate Bill 234, an appropriation of $1.2 million to Albuquerque Public Schools for transportation of students in foster care. The sponsor and an expert witness, a former CYFD caseworker, described serious transportation failures after contracts were terminated, saying caseworkers were forced to drive children themselves and that missed or late rides disrupted schooling and overburdened staff. APS, New Mexico Child First Network, and CYFD all supported the bill, saying it would clarify responsibility, relieve caseworkers, and ensure continuity of transportation for foster youth. Committee questions focused on why the appropriation was limited to APS rather than other districts with transportation shortfalls, whether $1.2 million would be enough, who would provide the rides, and what safety/background-check standards would apply if contractors were used. The bill was still under discussion when the transcript ended.

Summary: The task force met on October 14, confirmed a quorum, and adopted the September 16, 2025 minutes. Members then received a Kentucky Air National Guard 101 briefing from Brigadier General Bruce Bancroft, commander of the Kentucky Air National Guard, who described the Guard’s structure, missions, and statewide role. He emphasized that Kentucky is a single-wing state centered at Louisville’s 123rd Airlift Wing and highlighted several unique capabilities, including the Contingency Response Group, critical care air transport teams, medical detachment for chemical environments, explosive ordnance disposal, fatality search and recovery, and special tactics personnel. General Bancroft also discussed staffing and readiness, saying the Guard has 1,273 authorized positions, with a mix of AGR, Title 32, and Title 5 personnel. He noted that AGR positions are funded at about 96 percent, while technician positions are funded at about 53 percent, leaving the organization to operate at roughly 75 percent of authorized manpower overall. He said the wing converted from the C-130H to the C-130J in 2021 and completed the transition in about 2.5 years, ahead of the original three-year timeline. The briefing further covered the Guard’s operational tempo and community role. Bancroft said the unit has earned 21 Air Force Outstanding Unit Awards, has deployed about 500,000 days since 9/11 across 45 countries, and routinely supports federal and domestic missions. He described the C-130J’s tactical airlift, airdrop, and blacked-out operations as directly useful for disaster response in Kentucky, and he pointed to strong ties with UPS and other aviation employers. No votes or formal actions were taken beyond approval of the prior minutes.

Summary: The House convened with a quorum, approved the journal, received messages from the Senate and governor, and moved several enrolled bills and memorials through routine referral and signing actions. The chamber concurred in Senate amendments to House Bills 494, 728, and 703, and later concurred in Senate amendments to House Bills 825 and 788. Committee reports also advanced multiple measures, including House Bill 939 from Resources and Conservation, House Bills 940-942 for printing or referral, and House Bill 892 to second reading. House Resolution 29, changing call-of-the-House procedures, and House Joint Memorial 21, urging faster permitting for a tungsten mine in Lemhi County, were also taken up and passed. On the floor, the House passed Senate Bills 1266, 1316, 1288, and 1339. Senate Bill 1266 made technical foster-care corrections, removed extended foster care language, and expanded expedited placement to include kinship caregivers. Senate Bill 1316 updated newborn screening consent language so parents may simply decline certain newborn procedures without stating a medical or religious reason. Senate Bill 1288 created a funding mechanism for high-need special education students, drawing from driver’s education funds and interest from the Idaho Career Readiness Fund; supporters framed it as necessary to meet federal and constitutional obligations, while opponents argued it would create an ongoing spending commitment and reduce funds for other programs. Senate Bill 1339 replaced continuous improvement planning with longer-term strategic performance planning for public schools, with supporters emphasizing accountability and reduced reporting burdens. The House also passed House Bills 706, 888, 894, and 927. House Bill 706 allowed a single stairwell in certain four- to six-story condo and apartment buildings, with added fire-safety requirements, to reduce housing costs; supporters cited affordability and housing supply, while some raised safety concerns. House Bill 888 revised the state IT procurement framework to bring more agency technology purchases under the Office of Information Technology Services, with some agencies exempted. House Bill 894 required open meetings to allow recording, photography, and video with exemptions for corrections, parole, and executive sessions. House Bill 927 restored consequences for unpaid traffic infractions, including license-related enforcement after notice and a 60-day cure period, and was presented as a public safety and fiscal responsibility measure. The House then recessed and later resumed to continue the calendar and committee business.
