HB 1532, concerning importation of large cigars and pipe tobacco, was announced as deferred at the request of the bill’s author so it could be refined with proponents and the Attorney General. Finally, the committee heard HB 2209, which would require insurers to honor a patient’s written assignment of benefits to a substance use disorder treatment provider. The Insurance Division and HMSA opposed the bill as drafted, arguing it would create a special class of providers, raise fraud and litigation concerns, and potentially increase premiums. Treatment providers and advocates strongly supported the measure, saying insurers often refuse direct payment even when patients assign benefits, forcing families to front large sums and delaying access to residential treatment; they argued the bill would improve access and help keep care in Hawaii. A psychiatrist testified that he had not seen fraud in Hawaii and that the bill could help address long wait times for life-saving treatment.
