Committee members then debated whether the bill was too broad and whether it should be narrowed to data centers; supporters responded that the issue extends beyond data centers to other forms of economic development. Opponents, including the Florida Association of Counties, 1,000 Friends of Florida, and the Florida League of Cities, argued it would function as a statewide zoning code, reduce local planning authority, and create infrastructure and litigation concerns. The bill was amended and then laid over for further consideration after extensive debate and public comment.
