Summary

HF4077 would prohibit Minnesota municipalities from entering into nondisclosure agreements or other contracts that prevent them from publicly disclosing information about certain land development, economic development, and publicly financed projects. The restriction applies to projects or programs funded in whole or in part with municipal tax revenues, financial obligations, or taxing powers, including proposed tax increment financing districts, economic development abatements, and municipal bonds or other debt obligations, unless disclosure is otherwise required by state or federal law.
