PUC and TCEQ resource witnesses explained that compensation is handled case by case through appraisal and can include stranded costs, planning, design, construction, and some legal fees, but members noted the statute is unclear and discussed possible committee substitute language. Public testimony was closed with the bill left pending. Both bills were laid out, received no public opposition in the hearing, and were left pending.
