SB 1610, addressing civil commitment facility safety, sex offender registration, and penalties for assaults on staff, drew strong opposition from civil commitment residents, family members, and civil rights advocates who argued it was punitive and raised due process concerns; the resource witness said assaults had increased and explained the civil commitment process and existing legal safeguards. Finally, HB 4764 would require TDCJ to report detailed annual data on restrictive housing; supporters said the bill would improve transparency around solitary confinement, and the committee left it pending before adjourning.
