The committee on Education met on February 17 and announced it would limit public testimony to one minute because more than a thousand testimonies were expected on one measure. The first bill heard was HB 1934, relating to the Imagination Library of Hawaii. The state librarian and Friends of the Library supported the bill, saying the program is a proven, cost-effective way to improve early literacy and should be expanded statewide for children ages 0 to 5. Friends of the Library said the current 50/50 match requirement would be too difficult to meet immediately and asked for state funding for the first few years to help launch the expansion. Testimony included eight supporters and one opponent, and members asked whether the proposal was an expansion of an existing program; the state librarian said it would expand service beyond currently targeted communities.
The committee then heard HB 20004, which would extend the floating librarian pilot program. The state librarian, Department of Education, HSTA, and several individuals testified in support. Supporters said the program helps address staffing needs and improves student readiness, especially for college and information literacy. One retired community college librarian said school librarians help students prepare for college and are increasingly important in teaching critical evaluation of misinformation and AI-generated content. Members asked about implementation of the existing pilot, including recruitment of certified librarians for neighbor island and Oahu complex areas; DOE said those positions had been identified and recruitment was underway, and existing funds remained intact.
The final major discussion was HB 2398, which clarifies the library system’s role in RNMSP-related projects and public library construction on or near school land. The state librarian and public library system supported the bill, while the Department of Education and Attorney General’s office raised concerns about vague language, especially the phrase “land controlled by the board,” and suggested amendments. In questioning, the state librarian explained that the bill was prompted by conflicts on shared or adjacent school/public library sites, including traffic, pickup and drop-off access, and other operational issues. DOE described significant disruption from one project’s traffic changes and said planning for such projects should involve early coordination and formal agreements. The state librarian responded that the new bill would clarify oversight and help avoid delays and disputes over property control and future renovations.

He said Churchill Downs and other operators have long been active in New Hampshire, but the state’s lack of a specific statute has created a gray area. Bragdon said Churchill Downs stopped its own New Hampshire online operations in 2022 after discussions with the Lottery Commission and attorney general, while competitors continued operating, and he framed the bill as a fairness and consumer-protection measure that would clarify the law going forward. He also said the bill would not affect historic horse racing machines and would not create cannibalization of charitable gaming.
Lottery Director Charlie McIntyre said the Lottery Commission and attorney general had identified the issue as similar to the earlier fantasy sports situation, where legislation was used to regulate an activity rather than pursue enforcement. He said the commission requested the bill, would serve as the regulator, and would address violations through rulemaking and penalties. McIntyre said operators would maintain customer and transaction records, with the commission reviewing them as needed, and he noted that three operators are currently active in the state and not paying the proposed 1.25% rate. No vote was taken during the hearing.

Several bills were finally passed, including measures on obstructing public passages with motorized vehicles, class six injection well hearings, arson of religious buildings, wearing masks while committing felonies, professional board attorney fees, bulletproof vests for peace officers, critical infrastructure protection from foreign adversaries, debit card surcharges, electronic stock certificates, watershed restoration funding, and innovation economic development pilot hubs. The innovation hub bill drew extensive debate over no-bid contracting, transparency, and the role of elected versus unelected bodies; an amendment to limit contracting authority to parish governing authorities was withdrawn, and the bill later proceeded to final passage after extended floor discussion. The House also took up and passed or concurred in multiple other bills and resolutions, with recorded votes ranging from unanimous to divided on a few measures.

Early business included adoption of a large batch of Bureau reports and numerous committee reports, along with several personal privilege recognitions for guests and observances, including Aviation Day at the Capitol, Safe Boating Week, and recognition of a student’s educational achievements. The chamber also received messages from the House on several Senate concurrent resolutions and conference committee reports, including House Bill 842, the omnibus election bill, which was taken up and adopted after discussion of changes to Louisiana election procedures, congressional primary timing, ballot order, and related qualifying and public-records provisions. The Senate also adopted or concurred in several resolutions, including measures on community action, early education, condolences, and a blockchain and digital innovation task force.
A major portion of the meeting focused on floor debate and final passage of several bills. Senate Bill 250, dealing with comprehensive weight management services through the Office of Group Benefits, was amended to remove GLP-1 and compounded-therapy provisions and then passed. Senate Bill 348 authorizing local law enforcement to contract for administrative and logistical support for motor vehicle regulatory enforcement passed, as did Senate Bill 405 creating a statewide quality oversight initiative for nursing facilities. Senate Bill 444 and Senate Bill 485, both relating to the new city of St. George’s expropriation and taxing authority, passed after amendments and questions about their local impact. Senate Bill 25, on compensation for registrars of voters and staff, also passed unanimously. Senate Bill 132, requiring exterior master key boxes and school mapping integration for public schools, passed as a school safety measure.
The Senate then considered a series of House bills, many of them local or regulatory in nature. These included HB 649 on dual enrollment, HB 665 on hoop nets in North Pass and Manchac Pass, HB 681 on the Lakeview Crime Prevention District, HB 721 on night shrimping in parts of Vermilion Bay, HB 746 on statewide oversized vehicle permits, HB 781 on fleet vehicle registration, HB 835 on charter guide wildlife management area access permits, HB 857 on commingled seafood labeling, HB 872 and HB 886 on menhaden fishing radios and harvest reporting, HB 889 on bulk oyster tagging, HB 892 creating the West End Economic Development District, HB 982 naming memorial highways, HB 987 consolidating LSU energy-related programs, HB 1037 and HB 1072 on DOTD operational reforms, HB 1068 on garbage collection contracting authority, HB 1078 on tuition and fees for distance education, HB 1085 repealing private vehicle inspection sticker requirements, HB 1132 on lab school funding under the University of Louisiana system, HB 1137 limiting adverse employment action against state employees over pronoun use, HB 1167 naming memorial roadways, and HB 1174 recreating DOTD through 2031. Most of these measures passed, often after brief debate and occasional amendments; HB 1085 drew opposition over the loss of inspection-related jobs and concerns about unsafe vehicles, but it still passed. One notable bill, Senate Bill 500 on medical malpractice and the Patient Compensation Fund, was not brought to a vote; after extensive debate about the medical review panel system, claims costs, and proposed certificate-of-merit changes, the author said he would turn it into a study resolution instead.

Most of these bills passed the Senate unanimously or near-unanimously and were moved to reconsider, while SB 513 on public works average-bid contracting was amended and returned to the calendar.
The Senate also took up many House bills, passing measures on voluntary portable benefits for independent contractors (HB 301), memorial highway and terminal designations (HB 358, HB 384, HB 428, HB 657, HB 675, HB 716, HB 972), insurance and health-related changes (HB 413, HB 450, HB 631, HB 680), workforce development (HB 680), and a seafood research authorization near Grand Isle (HB 669). Several bills were amended before passage, including HB 359 on election qualifying rules and HB 675 with an added memorial corridor for crossing guard Katie Wells. The House convened with a quorum, opened with prayer and the pledge, and then spent much of the day on personal privileges and resolutions recognizing groups and individuals. The House then took up a long series of introductions and committee reports on bills, with many measures referred to committees and several resolutions adopted without objection. Among the more notable floor actions, the House adopted resolutions for Tulane University, physical therapy, landscape architecture, and the Liftoff Louisiana team, while other resolutions expressing condolences or commending individuals were either adopted or laid over. The chamber also received a large number of House and Senate bills on second reading for referral, covering topics such as education, health care, insurance, transportation, criminal justice, natural resources, taxation, and government administration.
During floor consideration of bills, the House passed a number of measures, including a government clean-up bill removing inactive boards and commissions, an oyster tagging measure for alternative cultivation, a naloxone immunity bill, and a Secretary of State fee bill that drew some opposition but passed.
