House nonpartisan staff and members suggested the DOC provisions should be reconciled with existing law before moving forward, and some suggested narrowing the bill to focus more specifically on jails.
Sheriff Brad Wise of the Minnesota Sheriffs Association testified in support, saying contraband in jails threatens staff, inmates, visitors, and administrators and that current penalties are not enough to deter smuggling. Commissioner Paul Schell of Corrections also testified, noting that DOC already has a separate statute with a higher felony penalty for certain contraband, described the department’s mail-scanning contractor process, and said it has reduced suspected drug incidents by about two-thirds. An A2 amendment tied to medication intake practices was offered by Representative Curran but then withdrawn after discussion, with members agreeing the issue of medication access in facilities should be handled separately.

Most bills were described as support measures, often with bipartisan backing and no opposition, and passed by wide margins.
A few bills drew more discussion, especially AB 1751, a housing/townhome bill that sparked extended debate over wages, prevailing wage, stakeholder engagement, and whether the measure could depress pay for construction trades; despite concerns and an opposition speech, it ultimately passed 44-0. AB 1793, which would allow symmetrical rounding of cash transactions to the nearest nickel in light of the penny’s phaseout, also drew light debate and passed 47-1. AB 1932, an urgency measure expanding community-based crisis response, passed with one no vote on both the urgency and the bill. Several urgency or 54-vote bills, including AB 1534 and AB 1932, required later roll calls or calls to be lifted, but all measures described in the transcript were ultimately approved.

The commission accepted the agreement and stated that the matter before it was concluded.
After the settlement, the chair noted that pending motions related to the case were dismissed and thanked the witnesses for attending, even though they did not have to testify. The chair and Representative Gber each made brief remarks about the long and difficult process, the complexity of the case, and the hope that it would serve as a learning experience. The commission said signed copies of the agreed order and public reprimand would be available, and then moved to adjourn.
