The audit recommended that the Office of the Insurance Commissioner help educate insurers by adding information to its website and sharing insurer contact contacts with DCS, and also recommended that the Legislature amend the law to create monitoring and enforcement authority. The auditor said neither DCS nor OIC currently has authority to monitor compliance or take action against noncompliant insurers, though other states use insurance regulators or market conduct exams for this purpose. Committee members asked about possible coordinated enforcement between DSHS and OIC, which the auditor said was beyond the scope of the audit but could be considered by the Legislature.
An OIC representative said the commissioner is willing to help educate insurers, post information on the OIC website, and share contact information with DSHS, and that the agency is open to further discussion. No public testimony was offered, and no votes or formal committee actions were taken at the hearing.

A major portion of the meeting focused on SB 700, the Department of Agriculture and Consumer Services bill, which included technical updates, restrictions on certain additives in public water systems, limits on ESG practices in farm lending, drone-related penalties, truth-in-labeling provisions for meat, milk, poultry, and eggs, charity registration requirements, agricultural worker housing, and support for FFA and 4-H. The most contentious debate centered on fluoride provisions in the bill: multiple amendments by Senators Berman and Polsky to remove the fluoride language, require targeted fluoride assistance, or order an OPAGA study were all defeated, while a technical amendment by Senator Truenow was adopted. The bill remained on the calendar for third reading after extensive debate and questioning. At the end of the session, the Senate adopted motions to certify passed bills to the House, retain postponed bills on the special order calendar, and return CS for SB 7016 to second reading, then adjourned until April 16.

Finally, SB 480, as amended, allowed boats to anchor in Oyster Bayou so long as they are not within an oyster lease and someone remains on board; the committee adopted the amendment and reported the bill favorably before adjourning.

The bill would bar state and local governments from using state resources to implement or enforce rules or policies of international organizations, and the amendment added restrictions on Arizona public universities’ dealings with certain foreign entities, with ABOR given review authority. Supporters framed it as a sovereignty and anti-foreign-influence measure, while the amendment’s removal of rulemaking authority was cited as important to the vote in favor.
