Creates the District Energy and Thermal Energy Storage Parity Act. Provides that the Illinois Commerce Commission, in consultation with Environmental Protection Agency, shall establish an optional certification process for Qualified District Energy Infrastructure. Requires the Environmental Protection Agency to establish a grant program to support certain projects. Provides that, within 180 days after the effective date of the Act, the Commission shall initiate a docketed proceeding to develop standardized thermal service agreement templates, suitable for developer financing and underwriting, and minimum requirements for customer rate stabilization options. Provides that a developer shall obtain a District Energy Feasibility Assessment from a qualified preparer for certain projects. Sets forth requirements for the content of the District Energy Feasibility Assessment. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to develop and make available to units of local government a municipal alignment toolkit to facilitate the development and expansion of district energy systems. Requires the Department to establish and administer a district energy expansion program to support the development expansion, modernization, and decarbonization of district energy systems in the State. Amends the Illinois Finance Authority Act. Provides that the Authority may provide loans, credit enhancements, interest rate buydowns, loan loss reserves, or other financial assistance for the development, construction, expansion, or operation of the Qualified Energy Infrastructure and Dispatchable Thermal Energy Storage. Amends the Illinois Power Agency Act. Creates the Thermal Energy Storage Credit procurement program. Sets forth requirements for the program. Amends the Illinois Procurement Code. Sets forth provisions concerning district energy evaluation in State procurements. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Makes changes in provisions concerning exemptions. Amends the Property Tax Code. Defines "commercial energy storage system". Amends the Public Utilities Act. Sets forth provisions concerning district energy enabling measures and heat recovery incentives. Makes other changes.

Resolves that the Secretary inform the House of Representatives that the Senate has organized by the election of a President and other permanent officers and is ready to proceed with the business of session.

Amends the Illinois Procurement Code. Provides that a company of concern is ineligible to, and shall not, bid on or submit a proposal for a contract, directly or through a third-party seller, with a State agency for goods, services, or the procurement or purchase of computers, printers, or interoperable videoconferencing services needed for an office environment in which the manufacturer, bidder, or offeror, or any subsidiary or parent entity of the manufacturer, bidder, or offeror, of the equipment is an entity, or parent company of an entity, in which the People's Republic of China has any ownership stake. Provides that the prohibition also applies in cases in which a State agency has contracted with a third party for the procurement, purchase, or expenditure of funds on any of the equipment described in the provision. Provides that a State agency shall require a company that submits a bid or proposal with respect to a contract for goods or services to certify that the company is not a company of concern. Provides that, if the Department of Central Management Services determines that a company has submitted a false certification, (1) the company shall be liable for a civil penalty in an amount that is twice the amount of the contract for which a bid or proposal was submitted; (2) the State agency or the Department of Central Management Services shall terminate the contract with the company; and (3) the company shall be ineligible to, and shall not, bid on a State contract. Defines "company of concern" as a company in which the government of China has an ownership stake.

Urges Illinoisans to celebrate Little Palestine Day by supporting businesses and cultural initiatives in Little Palestine and attending or hosting events showcasing the contributions of the Arab American community to the United States. Urges local schools and educational institutions to incorporate lessons about the history and contributions of the Arab American community into their curricula, promoting inclusivity and understanding.

Amends the Video Gaming Act. Provides that each licensed establishment, licensed truck stop establishment, licensed large truck stop establishment, licensed fraternal establishment, or licensed veterans establishment at which video gaming terminals are available shall have a payout device approved by the Illinois Gaming Board. Provides that no cash award for the maximum wager on any individual hand shall exceed the W-2G reporting requirements set by the Internal Revenue Service (rather than $1,199). Provides that cash awards shall be awarded in denominations rounded to the nearest 5 cent credit, with rounding conducted upward or downward as applicable. Sets forth circumstances under which a sales agent or broker may not be compensated. Provides, with exceptions, that a terminal operator shall not enter into any contract or agreement for the sharing, splitting, or payment of net terminal income with any other person. Sets forth prohibitions for sales agents and brokers in relation to current or potential licensed establishments, licensed truck stop establishments, licensed large truck stop establishments, licensed fraternal establishments, and licensed veterans establishments. Provides that no current or potential licensed establishments, licensed truck stop establishments, licensed large truck stop establishments, licensed fraternal establishments, and licensed veterans establishments shall accept anything of value from a terminal operator or sales agent and broker, as any incentive or inducement to locate video gaming terminals in that establishment and licensed establishments, licensed truck stop establishments, licensed large truck stop establishments, licensed fraternal establishments, and licensed veterans establishments. Provides that no public officer may be granted a license under the Act. Sets forth investigation provisions. Makes other changes.

Amends the Election Code. Provides that the date of the general election on the first Tuesday after the first Monday of November in even-numbered years shall be a State holiday known as General Election Day and shall be observed throughout the State. Requires the State Board of Elections, in conjunction with election authorities, to implement a secure, free access system available to voters by January 1, 2026. Provides that the system shall allow a voter to track receipt of the voter's vote by mail ballot and check the ballot's status with the election authority. Provides that an election authority shall allow any voter who is in line to vote at the time an early voting polling place closes to cast a ballot. Makes other changes. Amends the Illinois Procurement Code, School Code, and State Universities Civil Service Act making conforming changes. Effective immediately.

Amends the Department of Early Childhood Act. Provides that beginning July 1, 2026, the authority and responsibility to conduct a fingerprint-based criminal history check on providers of day care at day care centers, part day child care facilities, day care homes, and group day care homes shall transfer to the Department of Early Childhood from the Department of Children and Family Services. Provides that the Department shall require that each day care license applicant and each applicant, employee, and volunteer of a licensed day care facility to authorize an investigation to determine if such applicant, employee, or volunteer has ever been charged with a crime and if so, the disposition of those charges. Contains provisions on the submission of such persons' fingerprints to the Illinois State Police to be checked for a fee against State and federal criminal history record databases. Provides that any conviction information obtained during the criminal history records checks shall be provided, upon request, to the applicant, employee, and volunteer. Contains provisions on the probationary hiring of employees or volunteers authorizing a criminal background investigation. Makes conforming changes to the Child Care Act of 1969. Effective July 1, 2026.

Creates the 340B Integrity Act. Defines terms. Provides that, beginning January 1, 2027, 340B covered entities shall not bill any medical assistance fee-for-service or medical assistance managed care programs under the Illinois Public Aid Code for 340B drugs. Provides that, beginning July 1, 2026 a 340B covered entity shall use 80% of 340B profits from the prior year to decrease at the point of sale, including at the 340B contract pharmacy, the out-of-pocket costs paid for 340B drugs that are dispensed or administered to low-income patients of the 340B covered entity. Provides that, on or before September 1, 2026, and on or before September 1 of each year thereafter, each 340B covered entity shall annually report to the Department of Insurance, with respect to the 340B covered entity and separately for each offsite outpatient facility associated with the 340B covered entity, the specified information about the prior year. Provides that, on or before December 31, 2026, the Department of Central Management Services shall submit a report to the General Assembly on any impact to the State employee health plan arising from 340B covered entity purchases, 340B contract pharmacy arrangements, and general practices related to 340B drugs, regardless of whether the 340B drugs were self-administered or provider-administered. Provides that the report shall include, but not be limited to, an analysis of foregone rebates, the impact on premiums, and the impact to State employee out-of-pocket costs. Provides that, on or before December 31, 2026, the Department of Healthcare and Family Services shall report to the General Assembly on certain items for total aggregated covered outpatient drug units dispensed or administered in the State for the prior calendar year in connection with the medical assistance program under the Illinois Public Aid Code, broken out by fee-for-service and by each managed care plan. Makes other changes. Effective immediately.

Amends the Township Code. Provides that, in addition to all townships, all road district officers shall be subject to the Public Officer Prohibited Activities Act. Provides that, in addition to all requirements of specified provisions of the State Officials and Employee Ethics Act and specified provisions of the Public Officer Prohibited Activities Act, all townships shall adopt ordinances or resolutions that include the appointment or designation of an individual, commission, or committee to serve as the auditing entity that is responsible for receiving, hearing, investigating, adjudicating, and disposing of all complaints and allegations of improper governmental action, ethical misconduct, either under State or local laws, rules, ordinances, or policies by any official or employee of the township or any official or employee of a road district within the township. Provides that, if the township does not appoint an auditing entity, then the auditing entity shall be the State's Attorney of the county in which the unit of local government is located. Provides that the township's auditing entity shall have jurisdiction over any township assessor's or road district's offices, including all officials and employees of the township assessor's or road district's offices. Provides that, beginning in 2026, each officer, member, and employee of each township and road district must complete, at least annually, an ethics training program that equals or exceeds the minimum ethics training set forth in the model ethics training program developed by the Attorney General. Provides that, instead of enacting an ordinance, resolution, or policy, a township or road district, may, with the consent of the county board in which the township or road district is located, subject itself to the jurisdiction of that county's ethics officer or inspector general and all ethics laws applicable thereto, including all ethics policies, rules, regulations, and ordinances adopted by the county. Effective Immediately.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides legislative intent that the misuse of artificial intelligence involves the fabrication of evidence that can be fake, manipulated, or non-existent that can have a profound effect in family law cases. Provides that its misuse can be particularly harmful in family law proceedings because of the emotion involved. Requires that on the request of either party, the court must review evidence under Supreme Court Rule 901 to evaluate proposed evidence that may have been generated by artificial intelligence as that term is defined in the Illinois Human Rights Act.
