Amends the Responsible Outdoor Lighting Control Act. Provides that all new luminaires purchased or installed after June 30, 2032, must have a correlated color temperature less than or equal to 2,700 Kelvin. Provides that the act does not apply if it is necessary to use uplighting for statuary lighting and historical façade lighting. In cases where uplighting is the only viable solution for these items, the lighting should have a color corrected temperature of no more than 2,700 degrees Kelvin, must be minimized to no more than 25% above ANSI/IES standards, must exceed an illuminance of one lux as measured at ground level both horizontally and vertically at the property boundary, and must be extinguished every night no later than 12:00 a.m. Provides that, after January 1, 2027, any new placement or replacement of uplighting of State historic statuary and State historical façade lighting shall be approved by the State Historic Preservation Office. Makes other changes.

Amends the Illinois Municipal Code. Provides that a municipality shall complete its initial plan review within (1) 15 business days after receipt of a complete application for a one-family residential project or 2-family residential project or (2) 30 business days after receipt of a complete application for any multifamily, mixed-use, or commercial project. Provides that, if a municipality fails to complete its plan review within the deadlines established under the provisions, then the applicant may retain a qualified third-party plan reviewer. Provides that a municipality shall accept any plan review submitted by a qualified third-party plan reviewer as meeting the municipality's requirements if the review demonstrates compliance with the applicable building codes. Provides that, if a municipality fails to conduct a required inspection within 2 business days, then the applicant may retain a qualified third-party inspector. Provides that a municipality may require reasonable documentation demonstrating that a qualified third-party plan reviewer or qualified third-party inspector meets the qualification requirements, including proof that the qualified third-party plan reviewer's or qualified third-party inspector's licensure or certification is current and active. Provides that a municipality may not charge plan review or inspection fees for any portion of the review process or inspection process performed by a qualified third-party plan reviewer or qualified third-party inspector. Provides that a qualified third-party plan reviewer or qualified third-party inspector shall disclose any potential conflict of interest to the applicant and the municipality before accepting an engagement. Limits home rule powers.

Creates the Children's Social Media Safety Act. Provides that, no later than January 1, 2028, an operating system provider shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date, age, or both; (2) provide an operator who has requested a signal with respect to a particular user a signal that identifies the user's age by category; and (3) send only the minimum amount of information necessary to comply with the provision. Provides that an operator shall not offer a platform in the State without conducting age verification as required under the Act to determine whether a user is a minor. Provides that, for all users that the operator has actual knowledge to be a minor, the operator shall use specified default settings for the minor. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Supports work being done towards the creation of the U.S. Great Lakes Waterfront Trail. Urges Illinois state agencies to continue to coordinate with other states on a shared identity for this regional trail.

Amends the Wholesale Drug Distribution Licensing Act. Defines "virtual wholesale distributor". Provides that every virtual wholesale distributor that engages in virtual drug distribution of prescription drugs shall be licensed by the Department of Financial and Professional Regulation. Provides that a virtual wholesale distributor shall only contract with entities licensed under the Act to take physical possession of prescription drugs if the prescription drugs are being shipped into the State. Sets forth requirements for applicants for a virtual wholesale distributor license. Provides that a virtual wholesale distributor shall ensure that any licensed entity providing distribution services to the virtual wholesale distributor complies with certain requirements. Provides that a virtual wholesale distributor shall not operate out of a location that is a residence or personal dwelling. Makes conforming changes in provisions concerning definitions; unlicensed practice; the expiration of a license; rules and regulations; inspection powers of a pharmacy investigator; restrictions on transactions; wholesaler licensing complaints; violations of the Act; temporary suspension of a license; home rule preemption; and drugs in storage. Makes other changes. Effective immediately.
