Amends the Freedom of Information Act. Provides that, for purposes of the Act, "public body" includes the judicial branch and components of the judicial branch of the State. Exempts records that pertain to the preparation of judicial opinions and orders. Excludes denials of requests of records from the judicial branch or components of the judicial branch from the jurisdiction of the Public Access Counselor.

Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality may not adopt any regulation that prohibits or has the effect of prohibiting the use of natural gas in new construction without a referendum. Limits the concurrent exercise of home rule powers.

Amends the College Campus Press Act. Defines "public media produced at a State-sponsored institution of higher learning". Provides that all public media produced at a State-sponsored institution of higher learning is a public forum for expression by the employees producing the media at the institution of higher learning. Provides that public media produced at a State-sponsored institution of higher learning is not subject to prior review by public officials of the State-sponsored institution of higher learning. Allows an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning to commence a civil action to obtain appropriate injunctive and declaratory relief as determined by a court for violation of the Act by such State-sponsored institution of higher learning. Provides that expression made by an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning is neither expression of campus policy nor speech attributable to a State-sponsored institution of higher learning. Provides that a State-sponsored institution of higher learning is immune from any lawsuit arising from expression actually made in public media produced at a State-sponsored institution of higher learning. Makes other changes.

Amends the Illinois State University Law. Repeals a provision regarding the Illinois Institute for Entrepreneurship Education.

Amends the Unified Code of Corrections. Provides that the conditions of Second Chance Probation that the defendant: (1) make full restitution to the victim or property owner; (2) obtain or attempt to obtain employment; (3) pay fines and costs; (4) attend educational courses designed to prepare the defendant for obtaining a high school diploma or to work toward passing high school equivalency testing or to work toward completing a vocational training program; and (5) perform community service are discretionary conditions of the probation (rather than mandatory conditions). Eliminates the provision that the defendant submit to periodic drug testing at a time and in a manner as ordered by the court, but no less than 3 times during the period of probation, with the cost of the testing to be paid by the defendant. Provides that the determination of the length of the First Time Weapon Offense Program, as determined by the court, shall be at the recommendation of the Program administrator and with the input from the State's Attorney and defense counsel (rather than determined by the court at the recommendation of the Program administrator and State's Attorney). Deletes provisions that the State's Attorney must consent to the defendant's sentencing to Second Chance Probation or to the First Time Weapon Offense Program.

Amends the Educator Licensure Article of the School Code. In a provision regarding endorsements on Professional Educator Licenses, provides for a special education endorsement in the area of deaf-hard of hearing with sign proficiency.

Amends the North Shore Water Reclamation District Act. Provides that the president of the board of trustees of a sanitary district created under the Act shall not receive more than $21,750 (rather than $18,000) per year, and each other member of the board of trustees of a sanitary district created under the Act shall not receive more than $18,750 (rather than $15,000) per year. Provides that an ordinance adopted by the board of trustees may provide for a fine for each offense of not less than $100 or more than $10,000 or the amount provided in the Environmental Protection Act for the offense (rather than a fine for each offense of not less than $100 or more than $1,000). Provides that a private or governmental entity may not connect or remain connected to a sanitary district sewer system unless written authorization to connect has been obtained from the sanitary district. Provides that, at the time or before incurring any indebtedness, the board of trustees of a sanitary district shall provide for the collection of revenue (rather than a direct annual tax) sufficient to pay the interest on such debt as it falls due, and also to pay and discharge the principal thereof as the same shall fall due, and at least within 40 (rather than 20) years from the time of contracting the same. Provides that the owner of territory eligible to annexed into a sanitary district may petition the board of trustees of the sanitary district to annex the territory. In provisions concerning the procedures for assessing civil penalties, provides that electronically recorded testimony may be transcribed into written form if there is an appeal of any decision after a hearing. Makes other changes.

Amends the Hospital Licensing Act and the University of Illinois Hospital Act. Provides that, unless otherwise required by Illinois law, no hospital, individual affiliated with a hospital, or person contracted with a hospital shall release information related to any person or entity that allows a child to receive gender-affirming health care or gender-affirming mental health care in response to any criminal or civil action, including a foreign subpoena, based on another state's law that authorizes a civil action to be brought against any person or entity that allows a child to receive gender-affirming health care or gender-affirming mental health care. Amends the Illinois Insurance Code, the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to prohibit the same release of information from an issuer of a policy of accident or health insurance.

Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.

Amends the Rates Article of the Public Utilities Act. Provides that when any public utility providing electric, gas, water, or sewer service proposes a general rate increase, in addition to other notice requirements, the public utility must notify its customers of their right to request a public forum. Provides that a customer or group of customers must make a written request to the Illinois Commerce Commission for the public forum. Provides that the Commission, at its discretion, shall schedule the public forum unless it is determined that the Commission does not have adequate staff or financial resources or that the public forum cannot be convened in a timely manner. Requires the public utility, to the best of the public utility's ability, to provide advance notice of 30 days for each public forum to the governing bodies of any units of local government affected by the proposed general rate increase. Provides that reports and comments made during or as a result of each public forum must be made available to the hearing officials and reviewed when drafting a recommended or tentative decision, finding, or order. Removes similar language from the provisions of the Service Obligations and Conditions Article of the Public Utilities Act. Makes other changes. Effective January 1, 2027.

Amends the Cannabis Regulation and Tax Act. Replaces references to the Community College Cannabis Vocational Pilot Program and the Community College Cannabis Vocational Training Pilot Program with references to the Community College Cannabis Vocational Training Program. Repeals provisions that would automatically repeal the Program on July 1, 2026. Authorizes the Department of Commerce and Economic Opportunity to provide grants from appropriations from the Cannabis Business Development Fund to community colleges licensed under the Community College Vocational Training Program, and requires the Department to adopt rules. Provides that the community colleges that received a license before the effective date of the amendatory Act shall be deemed to be licensed Responsible Vendor Program Training Providers and that such designation may be revoked for cause under rules adopted by the Department of Financial and Professional Regulation. Makes conforming changes. Effective immediately.

Amends the Public Utilities Act. Provides that a portable solar generation device shall be exempt from (i) net metering program and interconnection requirements under provisions concerning net electricity metering and (ii) any rules adopted pursuant to those provisions. Provides that a portable solar generation device shall include a device or feature that prevents the portable solar generation device from energizing a building's electrical system during a power outage. Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a portable solar generation device to do any of the following: (1) obtain the electricity provider's approval before installing or using the portable solar generation device; (2) pay a fee or charge related to the installation or use of the portable solar generation device; or (3) install additional controls or equipment beyond what is integrated into the portable solar generation device. Provides that an electricity provider shall not be liable for any damage or injury caused by an eligible customer's portable solar generation device. Effective June 1, 2026.

Amends the Authorized Electronic Monitoring in Long-Term Care Facilities Act. Includes residents of assisted living establishments under the Assisted Living and Shared Housing Act to the provisions of the Act. Replaces references to "facility" throughout the Act with "facility or establishment". Provides that an assisted living establishment shall not be required to post the specified electronic monitoring notice at building entrances.

Amends the School Code. Authorizes the Chicago Board of Education, by resolution, to provide for the compensation of its members. Specifies that the compensation provided for Board members may include, but is not limited to, reimbursement for expenses incurred while in the performance of their duties.

Amends the Illinois Income Tax Act. Creates an income tax deduction for gratuities that are included in the taxpayer's federal adjusted gross income. Effective immediately.
