Amends the Illinois Vehicle Code. Removes the requirements that a non-highway vehicle is required to have a red reflectorized warning device in the front and a slow moving emblem on the rear. Effective immediately.

Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2026, eligible taxpayers that are not corporations are required to pay estimated tax if the amount payable as estimated tax can reasonably be expected to be more than $25,000 (currently, $1,000). Effective immediately.

Amends the State Universities Article of the Illinois Pension Code. In provisions concerning the suspension of retirement annuities for certain reemployment, provides that the provisions do not apply to an annuitant for any period of service on or after March 9, 2020 during which the annuitant returns to employment under the Article to perform a critical operation during a state of emergency or disaster that is declared by the Governor. Provides that, if an annuitant returns to employment for an employer under the Article during such a period, the annuitant is eligible to receive compensation from an employer for that service and benefits for prior service under the Article, but employee and employer contributions under the Article during that period of reemployment are not required. Provides that service and compensation earned for such reemployment shall not be used to recalculate the annuitant's benefits under the Code. For reemployment to perform a critical operation during a state of emergency or disaster declared by the Governor and that occurred on or after on or after March 9, 2020 and before the effective date of the amendatory Act: requires the System to pay to the annuitant the amount of the suspended or cancelled pension benefits with interest at the effective rate from the date of the suspension or cancellation of the benefit to the date of payment; and, if an annuitant repaid benefits to the System under the provisions, requires the System to pay to the annuitant the amount of that repayment with interest at the effective rate from the date of the annuitant's repayment of benefits to the date of the System's repayment to the annuitant. Provides that an annuitant's benefits shall not be suspended if the annuitant made an employment-related decision having reasonably relied on a statement or statements by a representative or representatives of the System that benefits would not be suspended if such a decision were made. Provides that the amendatory Act applies without regard to whether the annuitant was in service on or after the effective date of the amendatory Act. Effective immediately.

Amends the Property Tax Code. Provides that, for taxable years 2026 and thereafter, the maximum income limitation for the low-income senior citizens assessment freeze homestead exemption is $80,000 (currently, $65,000). Effective immediately.

Amends the Mandatory Insurance Article of the Illinois Vehicle Code. Provides that if an insurance company fails to respond to a request for verification of insurance by the Secretary of State, the Secretary of State shall send a notice, by certified mail, to the owner of a vehicle that the insurance failed to respond. Requires the Secretary of State to establish an email alert system to send an alert regarding an insurance company's failure to respond to a request for verification of insurance to the owner of a vehicle if the owner has provided an email to the Secretary of State. Effective immediately.

Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of the amendatory Act, the Secretary of State, upon registering a vehicle subject to annual registration for the first time, shall issue or shall cause to be issued to the owner one registration plate for a motorcycle, trailer, semitrailer, motorized pedalcycle, or truck-tractor, one registration plate for other motor vehicles, and, when applicable, current registration stickers for motor vehicles of the first division. Provides that the registration plate issued for a motor vehicle other than a motorcycle, trailer, semitrailer, truck-tractor, apportioned bus, or apportioned truck shall be attached to the rear of the vehicle. Makes conforming changes.

Amends the Public Higher Education Act. Requires each public institution of higher education in the State to adopt a policy that authorizes a student to withdraw from the public institution of higher education under extenuating circumstances, which shall include a provision to refund a student for tuition and fees and room and board costs paid by the student or the student's family, to be prorated, for the semester during which the student withdraws. Effective January 1, 2027.

Creates the Municipal and Cooperative Electric Utility Transparent Planning Act. Requires certain electric cooperatives, municipal power agencies, and municipalities and distribution electric cooperatives to initiate an integrated resource planning process. Sets forth provisions concerning the integrated resource plan; stakeholder meetings; and a prequalified consulting firm list. Makes conforming changes in the Open Meetings Act and the General Not For Profit Corporation Act of 1986. Creates the Utility Data Access Act. Requires the Illinois Commerce Commission to adopt certain rules. Amends the Illinois Finance Authority Act. Adds provisions concerning the Thermal Energy Network Revolving Loan Program. Amends the Illinois Power Agency Act. Makes changes in provisions concerning the powers of the Illinois Power Agency; the Illinois Power Agency Renewable Energy Resources Fund; the Illinois Solar for All Program; the Planning and Procurement Bureau; and the Agency's annual reports. Amends the Illinois Procurement Code. Makes changes in provisions concerning prequalification. Amends the Property Tax Code. Adds a Division concerning commercial energy storage systems. Amends the Counties Code and the Illinois Municipal Code to add a Division concerning the Solar Bill of Rights. Amends the Public Utilities Act. Makes changes in provisions concerning the duties of public utilities; energy efficiency and demand-response measures; certificates of public convenience and necessity; the renewable energy access plan; rate case filing; net electricity metering; distributed generation rebates; the recovery of costs associated with delivery; procurement; alternative retail electric suppliers; and customer self-generation of electricity. Adds provisions concerning time-of-use pricing; the Thermal Energy Network Pilot Program; new large load energy and water reporting requirements; the Energy Reliability Corporation of Illinois; investigation into colocation and rate design; integrated resource plan development, review, and approval; the Interconnection Working Group; and the Interconnection Monitor. Amends the Electric Transmission Systems and Construction Standards Act. Adds requirements for construction contractors. Amends the Environmental Protection Act. Makes changes in provisions concerning greenhouse gases and permit issuance. Makes other changes. Effective immediately.

Creates the Access to Medically Necessary Vaccinations Act. Provides that any health care provider in this State must provide a vaccination to a patient if: the patient has requested the specific vaccination to be administered; the health care provider has determined that the vaccination is medically necessary; and the health care provider has a stock of one or more doses of the vaccination that have not been reserved for another patient. Prohibits a health care provider from preventing a medically necessary vaccination from being administered to a patient by keeping separate stocks of the vaccination for patients with private insurance and stocks of the vaccination for patients with Medicaid.

Amends the Illinois Insurance Code. Excludes student health insurance coverage from a provision requiring group or individual policies of accident and health insurance that provide dependent coverage to make that dependent coverage available to the parent or stepparent of the insured if certain conditions are met. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall create and administer a bid credit program to provide economic incentives, through bid credits, for small and medium-sized manufacturers. Amends the Illinois Procurement Code to make conforming changes. Effective immediately.

Amends the Clinical Social Work and Social Work Practice Act, the Medical Practice Act of 1987, the Nurse Practice Act, the Pharmacy Practice Act, and the Physician Assistant Practice Act of 1987. Provides that, during State fiscal years 2025 and 2026, the Department of Financial and Professional Regulation shall allow individuals in rural counties a one-time waiver of fees imposed under specific provisions in each Act. Effective immediately.

Amends the Illinois Local Library Act and the Public Library District Act of 1991. Requires competitive bidding for contracts in excess of $35,000 (rather than $25,000) for specified improvements and equipment purchases. Effective immediately.

Reinserts the provisions of the introduced bill with the following changes. Changes the name of the Act to the Homeowners' Free Community Library Act (rather than the Homeowners' Little Free Library Act in the introduced bill) and replaces "little free library" with "free community library" everywhere in the bill.

Amends the Illinois Human Rights Act. Provides that it is a civil rights violation for an employer, employment agency, or labor organization to take certain employment-related actions on the basis of an individual's weight and size. Provides that it is a civil rights violation for the owner, lessee, proprietor, manager, superintendent, agent, or employee of a place of public accommodation, because of the weight and size of any person, directly or indirectly, to refuse, withhold from, or deny to any individual any of the accommodations, advantages, facilities, or privileges of the place of public accommodation.
