Appropriates $16,500,000 from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to Iroquois County Community Unit School District #9 for costs associated with facility additions and upgrades.

Amends the Program of All-Inclusive Care for the Elderly Act. Provides that the geographic area consisting of the following zip codes in Cook County shall be a designated service area under the Program of All-Inclusive Care for the Elderly program: 60610, 60613,60614, 60640, and 60657.

Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for a grant to Special Olympics Illinois for costs associated with contingent and operational expenses. Effective July 1, 2026.

Amends the Illinois Controlled Substances Act concerning the Prescription Monitoring Program. Provides that interstate data sharing agreements shall be mutual. Provides that the Department of Human Services shall only share data if the reciprocal state provides equal access to data of the reciprocating state to all authorized users, licensed health care entities, and application vendors regardless of their method of connection to the Prescription Monitoring Program for interstate data sharing. Effective immediately.

Amends the Counties Code. Allows a county to establish standards for the construction of data centers by ordinance. Provides that the standards may include, without limitation, the size, height, and design of structures and the number of facilities that may be located within a geographic area. Provides that a county may regulate the siting of data centers in unincorporated areas of the county outside of the zoning jurisdiction of a municipality and the 1.5-mile radius surrounding the zoning jurisdiction of a municipality and may establish other specified standards. Sets forth provisions concerning notice and hearings. Provides that any provision of a county zoning ordinance pertaining to data centers that is in effect prior to the effective date may remain in effect. Amends the Illinois Municipal Code. Provides that a municipality may, by ordinance, regulate the siting of data centers within the municipality's zoning jurisdiction and within the 1.5-mile radius surrounding its zoning jurisdiction and may establish other specified standards. Sets forth provisions concerning notice and hearings.

Appropriates $15,000,000 from the General Revenue Fund to the Illinois Community College Board for the Pipeline for the Advancement of the Healthcare Workforce (PATH) Program. Effective July 1, 2026.

Directs the Professional Review Panel and the Illinois State Board of Education to conduct the analysis and financial modeling required to evaluate the implications of implementing the recommended maximum caseloads for special education resource teachers. Requests the Professional Review Panel and the Illinois State Board of Education to submit their findings in a written report to the General Assembly and Governor by December 31, 2026.

Calls on school districts and school boards to pass resolutions that (1) Designate Illinois schools to be a safe haven for all students, school staff, and families threatened by immigration enforcement, discrimination, and stop and frisk policies to the fullest extent permitted by law, (2) Prevent the release of information or assist ICE and/or local law enforcement, (3) Require agencies it holds intergovernmental agreements with to uphold the determinations outlined in this resolution, (4) Abstain from using Illinois school resources for detecting or assisting in the apprehension of persons who may be targeted in immigration enforcement, (5) Deny the U.S. Department of Homeland Security's access to school databases, facilities, equipment, personnel, and other resources for purposes of implementing registries, (6) Reject any effort to create religious litmus tests or screenings for individuals or families to navigate the immigration process and, most importantly, reject any federal or state effort to create a registry of individuals based on religion or ethnicity, and (7) Oppose any existing or future federal mandates to implement stop and frisk policies in and around schools.

Urges the Illinois State Board of Education to initiate and complete a research study to examine the application and use of the Danielson Framework for Teaching, including ways to confront ideological barriers to socially just teacher performance evaluation. Urges the Illinois State Board of Education to deliver this report to the legislature by June 30, 2026.

Designates Illinois Route 15 from the western edge of Fairfield west to the intersection with County Highway 10 as the "Pfc. Kenny Kays Memorial Highway".

Encourages school districts in the State to explore the introduction of Arabic as a foreign language option in their curriculum, particularly through transparent and collaborative processes that make full use of available state and federal resources.

Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Commits to exploring state-level solutions to support graduate education in health and human services professions, including but not limited to scholarships, grants, loan repayment assistance programs, and other workforce development initiatives. Expresses support for the licensed health and human services professionals in Illinois who serve our most vulnerable populations with skill, compassion, and unwavering commitment to the public good.

Designates the part of U.S. Route 14 that is within the State of Illinois and is known as the Northwest Highway as the Ronald Reagan Highway, with the exception of the portion of U.S. Route 14 that lies between Broadway and Ridge Avenue (also known as Ridge Boulevard).
