Amends the Educator Licensure Article of the School Code with respect to the Illinois Teaching Excellence Program. Provides that a maximum of $2,000 (rather than $1,000) shall be given as monetary assistance and incentives toward the National Board for Professional Teaching standards' renewal application fee. Removes other monetary assistance and incentives. Provides that the State Board of Education shall provide an annual stipend of $4,000 for up to 5 years to teachers who hold current National Board for Professional Teacher Standards certification. Provides that to receive the $4,000 annual stipend, the National Board certified teacher must be employed as a public school teacher and must hold a valid National Board for Professional Teacher Standards certificate throughout each year of the stipend. Provides that if there are adequate funds available, mentoring programming must be made available to support qualified educators in their pursuit of National Board certification. Sets forth specific incentives, and provides that funds may also be used for (i) professional development training provided by National Board certified teachers or (ii) instructional leadership training for qualified educators interested in supporting implementation of the Illinois Learning Standards or teaching and learning priorities of the State Board of Education or both. Provides that the selection of teachers who hold both a National Board for Professional Teaching Standards designation and a current corresponding certificate issued by the National Board for Professional Teaching Standards shall be encouraged for other mentoring programs.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Illinois Future of Energy Choice and Economic Impact Commission. Sets forth the membership of the Commission. Provides that the Commission has certain duties with respect to energy policy. Effective immediately.

Amends the Illinois Income Tax Act. Provides that a qualified taxpayer may apply to the Department of Revenue for an income tax credit in an amount equal to 20% of the wages paid by the qualified taxpayer to a qualified energy choice worker based in Illinois in the taxable year. Provides that the term "qualified taxpayer" means a taxpayer that is a regulated utility in the State of Illinois or a power generating company providing baseload or intermediate generation in Illinois and that meets specified criteria and is able to demonstrate an adverse and material operational impact to either its overall Illinois-based workforce or its ability to conduct business in Illinois based on the scheduled phaseout target dates of 2030, 2035, 2040, and 2045, as provided in Public Act 102-662. Sets forth limitations on the amount of the credit. Effective immediately.

Amends the Assisted Living and Shared Housing Act. Provides that the Department of Public Health shall allow the supervised clinical portion of an approved certified nursing assistant training program to be completed either (i) on site at an assisted living establishment or supportive living establishment that demonstrates the ability to meet Department clinical training and resident acuity requirements or (ii) at a licensed skilled nursing or intermediate care facility through an affiliation agreement approved by the Department. Requires the Department to allow an individual to satisfy the supervised clinical experience requirement for placement on the Health Care Worker Registry through supervised clinical training completed at an assisted living establishment, a supportive living facility, or an affiliated site approved by the Department. Provides that the Department shall adopt rules requiring that the Health Care Worker Registry include information identifying where an individual received clinical training and shall amend any applicable rules as necessary to implement the amendatory provisions.

Amends the School Code. Provides that a truant minor may not be administratively withdrawn (rather than expelled) for nonattendance unless he or she has accrued 15 consecutive days of absences without valid cause and the student cannot be located by the school district or the school district has located the student but cannot, after exhausting all available supportive services, compel the student to return to school. Requires a school district to make at least 3 documented attempts to notify the parent or guardian of its intent to administratively withdraw a student prior to withdrawing the student. Effective immediately.

Amends the Hospital Licensing Act. Requires each hospital licensed under the Act to submit to the Department of Public Health a financial resolution plan with the specified information for the rapid and orderly resolution of finances and operations in the event of material financial distress. Establishes further reporting requirements and penalties. Includes financial resolution plans in the list of information subject to disclosure to the public from the Department. Amends the Illinois Public Aid Code. Sets forth provisions concerning financial reporting requirements for nonexempt hospitals. Provides that, if a hospital has not filed the required information within 45 days after the close of the quarterly reporting period, the Department of Healthcare and Family Services shall suspend specified authorized payments until the Department receives the required information. Provides that the Department may adopt rules, including emergency rules, necessary to implement financial reporting requirements for nonexempt hospitals. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking.

Amends the State Finance Act. Creates the Community Housing Reintegration Fund. Provides that moneys in the Fund may be used to provide housing-related costs for eligible persons who are either (i) transitioning out of congregate long-term care settings into less restrictive independent and community-based housing or (ii) facing impending placement in a congregate long-term care facility due to lack of affordable accessible housing. Amends the Property Tax Code. Increases the real estate transfer tax from $0.50 per $500 of valuation to $0.75 per $500 in valuation. Provides that a portion of the proceeds from the real estate transfer tax shall be deposited into the Community Housing Reintegration Fund. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Strengthen Illinois Homes Fund. On or before July 1, 2028, and depending on availability of funds, provides that the Department of Insurance shall identify areas of need to administer a pilot grant program known as the Strengthen Illinois Homes Program. Requires the Department of Commerce and Economic Opportunity, in conjunction with the Department of Insurance, to develop a standard application and grant award rubric for the eligible program grantees. Establishes program requirements for contractors. Amends the State Finance Act to make a conforming change. Amends the Illinois Insurance Code. Establishes notice requirements for companies providing flood coverage. Creates the Climate Risk Disclosure Article, which may be referred to as the Climate Risk Disclosure Law. Requires all companies, corporations, and organizations subject to the Article to, upon direction from the Department, participate in climate surveys issued by the National Association of Insurance Commissioners. Creates the Strengthen Illinois Homes Article, which may be referred to as the Strengthen Illinois Homes Act. Provides that, for homeowners insurance policies, an insurer shall provide an actuarially justified premium discount or insurance rate reduction to a specified owner. Provides that the Director of Insurance may adopt rules that establish standard discount amounts, targets, or benchmarks for the coverage of insurable property meeting the specified mitigation program standards. Provides that an insurer writing homeowners insurance policies that provide coverage of an insurable property that is a nonfortified insurable property shall offer an optional rider, endorsement, or supplemental policy provision that provides the insured a right to receive claim payments for the cost to upgrade an insurable property to mitigation program standards for a specified claim. Makes other changes. Amends the Dental Service Plan Act, the Health Maintenance Organization Act, and the Limited Health Service Organization Act to establish conforming requirements.

Amends the Uniform Electronic Transactions Act. Removes language providing that a governmental agency of the State is not required to use or permit the use of electronic records or electronic signatures. Provides that the State Board of Elections is exempt from the requirement to accept electronic records and signatures. Makes other changes.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In conjunction with applications for health care professional licensure and renewals, requires the Department of Financial and Professional Regulation shall require applicants to provide practice information that include areas of practice specialty, addresses of all current practice locations, hours spent at each practice location on direct outpatient care, the applicant's National Provider Identifier (NPI) number if applicable, and anticipated date of retirement. Provides that the Department shall share the information with authorized personnel at the Department of Public Health. Specifies that the data is exempt from the Freedom of Information Act. Defines "health care professional". Provides that data published in conjunction with applications for health care professional licensure shall not identify a health care professional's name or any other data that leads to identification.

Recognizes the work of organizations such as the Illinois Judges Association in educating our youth, parents, and schools about remaining safe and vigilant in the rapidly changing online environment of today and seeks to expand this essential online safety education to all students, parents, and schools in our State. Recognizes the value of collaboration between elementary and secondary schools in Illinois and the Illinois Judges Association, community organizations, and similar entities to provide comprehensive online safety education to all students, parents, and educators. Supports school districts and organizations in efforts to provide online safety to students, parents, and educators of elementary and secondary schools in Illinois.

Mourns the death of Dr. Obie Rush.

Urges Congress to reject any proposals to raise the Social Security retirement age and instead focus on strengthening and securing the program to ensure it provides the necessary benefits to millions of Americans nationwide.

Congratulates Glyn Ramage on the occasion of his retirement as business manager of the Downstate Illinois Laborers' District Council of the Laborers' International Union of North America (LIUNA). Recognizes his dedication to and impact on LIUNA.
