Amends the Courses of Study Article of the School Code. Provides that school districts shall (rather than may) provide instruction in parenting education for grades 6 through 12 and include such instruction in the courses of study regularly taught therein. Provides that school districts shall (rather than may) give regular school credit for satisfactory completion by the student of parenting education courses. Makes related changes.

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that any amendment to a budget implementation bill or to an omnibus appropriations bill must be reported to the applicable appropriations committee of each chamber of the General Assembly at least 2 business days before being heard in any committee. Effective immediately.

Amends the Deposit of State Moneys Act. Provides that the State Treasurer may invest or reinvest any State money in private placement fixed income securities that are exempt from the registration requirements of the Securities and Exchange Commission if specified conditions are satisfied. Effective immediately.

Amends the Sports Wagering Act. Provides that applicants for a master sports wagering license shall pay an application fee of $250,000 and a license fee of $15,000,000. Removes provisions concerning the number of master sports wagering licenses to online sports wagering operators and public notice requirements. Provides that a master sports wagering licensee may conduct sports wagering over the Internet or through a mobile application. Removes provisions concerning eligibility requirements for a master sports wagering license, the duty of disclosure for an applicant, and outreach requirements for the Department of Commerce and Economic Opportunity and the Illinois Gaming Board. Makes a conforming change. Effective immediately.

Amends the Illinois Horse Racing Act of 1975. Removes language providing that no employee of the Illinois Racing Board, within a period of one year immediately preceding employment, shall have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Gambling Act. Amends the Illinois Gambling Act. Removes language providing that no employee of the Illinois Gaming Board, within a period of one year immediately preceding employment, shall have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.

Amends the State Employees Group Insurance Act of 1971. Provides that if both spouses are eligible covered members and are employees under the State Employees Article of the Illinois Pension Code, then one spouse may enroll the other spouse as an eligible dependent if: (1) both spouses provide to the Department of Central Management Services, upon the request of the Department of Central Management Services, an attestation that the member and the member's spouse have elected for the spouse to be enrolled as a dependent; and (2) the spouses continue to be married. Provides that upon electing to enroll in the program of group health benefits as an eligible dependent under the amendatory provisions, a member forfeits his or her rights as a member under the Act with respect to the program of group health benefits during the period when that election is in effect. Makes conforming changes to the definition of "dependent" and provisions concerning contributions.

Creates the Fixing Illinois Higher Education Funding Act. Requires the Board of Higher Education to study the cost drivers of State universities and develop a comprehensive, 10-year plan to ensure the long-term performance and sustainability of higher education in the State that ensures funding supports education outcomes, assesses the affordability of higher education for students, and supports long-term economic and workforce development goals. Sets forth factors to be studied. Requires the Board to issue a report based on the findings of the study to the Governor and the General Assembly no later than March 31, 2027. Effective immediately.

Amends the Illinois Procurement Code. Creates the Deforestation-Free Illinois Law within the Code. Provides that neither the State nor any State agency shall allow any person having a contract with the State or with a State agency to purchase, at wholesale or retail, or obtain any tropical hardwood or tropical hardwood product for use in completing a contract with the State or with any State agency, subject to certain exceptions. Requires contractors who enter into contracts with the State to certify that the commodity furnished to the State was not extracted from, grown, derived, harvested, reared, or produced on land where deforestation or primary forest and old-growth forest degradation occurred. Effective immediately.

Amends the Public Utilities Act. In provisions concerning virtual power plant programs, provides that, in setting the values of upfront payment and performance payment compensation under the provisions, the Illinois Commerce Commission shall set values for eligible systems that include energy storage that are, taking into account the time value of money, not less than: (A) for an eligible system that did not receive and agrees not to apply for a rebate for its storage component under specified provisions, $250 per kilowatt-hour nameplate capacity paid on the date the system is placed in service; or (B) for an eligible system that received a rebate for its storage component under specified provisions, $0 per kilowatt-hour. Provides that, to facilitate adoption and participation, a utility must allow and enable participating customers to expeditiously share their customer information with aggregators to serve customers and comply with any reporting requirements. In provisions concerning distributed generation and storage rebates, provides that, until the later of December 31, 2029 or the threshold date (rather than until December 31, 2029), the value of specified rebates shall be $300 per kilowatt of nameplate generating capacity, measured as nominal DC power output, of the distributed generation. Amends the Counties Code. In provisions concerning setback distances for commercial wind energy facilities or commercial solar energy facilities, specifies that the ability of a county to require a reasonable setback distance between fencing and public rights-of-way if the requirement is not specific to commercial wind energy facilities or commercial solar energy facilities and does not preclude the development of commercial wind energy facilities or commercial solar energy facilities or the ability of commercial wind energy facilities or commercial solar energy facilities to comply with the requirements set forth in the provisions shall not exceed 50 feet between fencing and public rights-of-way. Amends the Illinois Power Agency Act. Provides that a "community renewable generation project" means an electric generating facility that, among other things, is limited in nameplate capacity to less than or equal to 5,000 kilowatts (rather than 10,000 kilowatts). Makes other changes.

Amends the Wellness and Oversight for Psychological Resources Act. Defines "qualified research program". Provides that the prohibitions on unauthorized therapy services under the Act shall not apply to artificial intelligence-assisted therapy or psychotherapy services provided exclusively within a qualified research program. Sets forth requirements for qualified research programs. Requires a licensed professional participating in a qualified research program to perform certain actions. Provides that academic medical centers shall register existing research programs that meet the criteria for qualified research programs within 90 days after the effective date of the amendatory Act. Provides that the exemption shall apply only to services provided within the context of an approved research protocol and shall not extend to certain services. Sets forth requirements for academic medical centers conducting qualified research programs. Provides that research participants shall not be denied access to standard care as a condition of participating in research involving artificial intelligence-assisted therapy. Sets forth requirements for the Department of Financial and Professional Regulation. Provides penalties for any academic medical center or licensed professional found to have misrepresented a commercial service as qualifying for the research exemption, or to have otherwise violated the requirements of the amendatory Act. Requires the Department to submit a report to the General Assembly evaluating aspects of the qualified research programs. Repeals the provisions on January 1, 2030. Makes other changes.

Amends the Criminal Code of 2012. Provides that a first responder who reasonably believes that a person's presence within 14 feet of the first responder will interfere with the performance of the first responder's legal duty may warn the person not to approach or to remain within 14 feet of the first responder. Provides that it is unlawful for a person, after receiving a warning not to approach from a first responder who is engaged in the lawful performance of a legal duty, to knowingly or intentionally violate the warning and approach or remain within 14 feet of the first responder with the intent to: (1) interrupt, disrupt, hinder, impede, or interfere with the first responder's ability to perform the first responder's legal duty; (2) threaten the first responder with physical harm; or (3) harass the first responder by interfering with the first responder performing the first responder's legal duty. Provides that a violation is a Class A misdemeanor. Defines "harass" and "first responder".

Amends the Illinois Municipal Code. Provides that applicants who are 21 years of age or older may not be required to obtain any collegiate-level education or a collegiate level degree as a prerequisite to take an examination for a position as a policeman or for appointment to active duty with the police department. Makes conforming changes.

Amends the Illinois Vehicle Code. Provides that no person may be retained in service as an investigator to investigate and enforce provisions of the Act administered by the Secretary of State after he or she has reached 65 (instead of 60) years of age. Removes the exemption for persons employed in the title of Capitol Police Investigator.

Amends the Decennial Committees on Local Government Efficiency Act. Provides that the term "governmental unit" does not include a fire protection districts established under the Fire Protection District Act.

Amends the Illinois Vehicle Code. Increases the penalty for fleeing or attempting to elude a peace officer from a Class A misdemeanor to a Class 4 felony, and, for a third or subsequent violation, from a Class 4 felony to a Class 3 felony. Provides that any person who participates in street racing or a street sideshow, including as a spectator, where 10 or more people are present shall be guilty of a petty offense. Effective immediately.
