Servicewomen and Veterans Menopause Research ActThis bill requires the Department of Defense (DOD) to coordinate with the Department of Veterans Affairs (VA) to evaluate and report on research related to menopause, perimenopause, or mid-life women’s health among members and former members of the uniformed services (i.e., Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, the commissioned corps of the Public Health Service, and the commissioned corps of the National Oceanic and Atmospheric Administration).Such evaluation must also examine (1) any gaps in knowledge and research on menopause treatments and the relation of service in the uniformed services to perimenopause and menopause, (2) the availability and uptake of professional training resources for DOD- or VA-employed providers relating to mid-life women’s health, and (3) the availability of and uptake of treatments for women in the uniformed services or veterans who are experiencing perimenopause or menopause. The report must include a strategic plan that resolves the gaps in knowledge and research.

Filing Relief for Natural Disasters ActThis bill authorizes the Internal Revenue Service (IRS) to postpone federal tax deadlines for taxpayers affected by a qualified state declared disaster, upon written request by the state governor. The bill also increases the automatic extension of federal tax deadlines for certain taxpayers.Under current law, the IRS may postpone federal tax deadlines for taxpayers affected by a federally declared disaster, including (but not limited to) deadlines for (1) filing federal tax returns, (2) paying federal taxes, (3) making retirement plan contributions, and (4) tax assessments and collections.The bill authorizes the IRS to postpone such federal tax deadlines for taxpayers affected by a qualified state declared disaster upon written request by the state’s governor (or the District of Columbia mayor). Under the bill, a state includes the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands.The bill defines qualified state declared disaster as any natural catastrophe, fire, flood, or explosion that causes damage of sufficient severity and magnitude to warrant a request to postpone such federal tax deadlines.Further, under current law, an automatic 60-day extension of such federal tax deadlines applies to certain relief workers, individuals killed or injured as a result of a federally declared disaster, and taxpayers whose principal residence, business, or tax records are located in a federally declared disaster area.The bill increases to 120 days the automatic extension of federal tax deadlines for these taxpayers.

No Tax Breaks for Union Busting (NTBUB) ActThis bill excludes from the tax deduction for ordinary and necessary business expenses amounts paid or incurred to influence employees with respect to labor organizations or labor organization activities. The bill also imposes information reporting requirements related to such expenses and imposes penalties for failure to comply. Under the bill, amounts paid to influence employees with respect to labor organizations include amounts paid (including wages and other costs) in connection with an action that results in a complaint or settlement related to an unfair labor practice or a finding of interference, influence, or coercion related to railway employees’ rights to organize and bargain collectively;for any meeting or training attended by employees and at which labor organizations are discussed; andthat require certain employer disclosures and financial reporting.(Some exceptions apply.) The bill requires employers to file a return reporting certain information related to expenses paid to influence employees with respect to labor organizations and imposes a penalty for noncompliance. The amount of the penalty is the greater of (1) $10,000, or (2) $1,000 multiplied by the number full-time equivalent employees. Additional penalties apply for violations that continue for more than 90 days. The bill also imposes information reporting requirements on persons conducting activities on behalf of another person to influence employees with respect to labor organizations.The bill allows certain penalties for noncompliance with the reporting requirements to be waived if noncompliance is due to reasonable cause and not willful neglect.

Meat and Poultry Special Investigator Act of 2025This bill establishes within the Department of Agriculture (USDA) the Office of the Special Investigator for Competition Matters.Specifically, the office must use all available tools (e.g., subpoenas) to investigate and prosecute violations of the Packers and Stockyards Act of 1921 (P&S Act) by packers and live poultry dealers. Further, the bill grants the office the authority to bring any civil or administrative action authorized by that act against a packer or live poultry dealer.Additionally, the office mustserve as a liaison to the Department of Justice and the Federal Trade Commission with respect to competition and trade practices in the food and agricultural sector,consult with the Department of Homeland Security on national security and critical infrastructure security in the food and agricultural sector,maintain a staff of attorneys and other professionals with appropriate expertise, andcoordinate with the USDA Office of the General Counsel and the Packers and Stockyards Division of the Agricultural Marketing Service.As background, the purposes of the P&S Act are to assure fair competition and trade practices, safeguard farmers and ranchers, protect consumers, and protect livestock, meat, and poultry industry members from unfair, deceptive, unjustly discriminatory, and monopolistic practices. Those engaged in the business of marketing livestock, meat, and poultry in commerce are subject to the P&S Act.

Fallen Servicemembers Religious Heritage Restoration ActThis bill requires the American Battle Monuments Commission (ABMC) to establish the Fallen Servicemembers Religious Heritage Restoration Program to identify deceased members of the Armed Forces who were Jewish and buried in a U.S. military cemetery located outside of the United States under a marker indicating the member was not Jewish. The program must contact survivors and descendants of such members.The ABMC must seek to enter into a contract with a nonprofit organization to carry out the program during the first 10 fiscal years beginning after the date of enactment of the bill.

Food Security and Farm Protection ActThis bill restricts state and local governments from imposing certain standards or conditions on the preharvest production of agricultural products in another state. Specifically, it prohibits the imposition of such standards or conditions on products sold or offered for sale in interstate commerce if (1) the production occurs in another state, and (2) the standard or condition adds to requirements applicable under federal law and the laws of the state and locality where the product is produced.The bill also allows for a private right of action to challenge state or local regulations relating to agricultural goods sold in interstate commerce. A person may bring an action in (1) the U.S. district court for the judicial district in which the person is affected by a regulation or the person resides, operates, or does business; or (2) any other appropriate court with jurisdiction.
