Moab UMTRA Project Transition Act of 2025This bill allows the Department of Energy (DOE) to convey the Moab site to Grand County, Utah, at no cost when it finishes cleaning up uranium mill tailings (i.e., radioactive waste) at the site. (The Moab site is a uranium milling site located approximately three miles northwest of Moab, Utah.)DOE must retain certain water rights that are necessary to carry out its responsibilities, such as maintaining access to wells and the associated surface footprint of the wells if the remediation of groundwater is ongoing at the time of the conveyance.The conveyance of the site must include a provision that prohibits Grand County from reconveying to a private entity or nonprofit organization any portion of the land conveyed to the county.

Competition and Antitrust Law Enforcement Reform Act of 2025This bill revises antitrust laws applicable to mergers and anticompetitive conduct.Specifically, the bill applies a stricter standard for permissible mergers by prohibiting mergers that (1) create an appreciable risk of materially lessening competition, or (2) create a monopsony (i.e., where a single buyer or employer has sufficient market power to lower the price of goods or wages due to a lack of competition)Additionally, for some large mergers or mergers that concentrate markets beyond a certain threshold, the bill shifts the burden of proof to the merging parties to prove that the merger does not violate the law.The bill also prohibits exclusionary conduct that presents an appreciable risk of harming competition.No predispute arbitration agreements or predispute joint-action waivers are valid or enforceable with respect to an antitrust dispute.The bill also establishes monetary penalties for violations, requires annual reporting for certain mergers and acquisitions, establishes within the Federal Trade Commission (FTC) the Office of the Competition Advocate, and sets forth whistleblower protections.The Government Accountability Office must report on (1) the success of merger remedies required by the Department of Justice or the FTC in recent consent decrees; and (2) the impact of mergers and acquisitions on wages, employment, innovation, and new business formation.

Religious Workforce Protection ActThis bill allows the Department of Homeland Security (DHS) to extend the nonimmigrant visa status of certain religious workers.Under current law, if specified conditions are met, nonimmigrant religious workers may receive a visa for a period not to exceed five years. The bill allows DHS to grant an extension until the individual’s application for adjustment of status to permanent resident or an immigrant visa has been processed and a decision has been made. To be eligible for the extension, the individual must be (1) the beneficiary of a certain type of immigrant petition, and (2) eligible for such immigrant status absent the application of certain numerical limitations.Such individuals who have pending adjustment of status applications are also granted certain job flexibilities, such as the ability to change employers. Individuals who have previously departed the U.S. due to the expiration of their visa are exempt from the one-year foreign residence requirement to renew their visa.
