Fair Day in Court for Kids Act of 2025This bill provides legal protections for a non-U.S. national (alien under federal law) who is detained or subject to immigration-related proceedings.The Department of Justice (DOJ), or the Department of Health and Human Services (HHS) in a case involving an unaccompanied child, may appoint or provide counsel at the government's expense to non-U.S. nationals in removal proceedings and related appeals.An unaccompanied child must be represented by counsel paid for and appointed by the government at every stage of such proceedings unless the child has obtained counsel at their own expense. If HHS fails to provide counsel to an unaccompanied child, the child's deadline for filing a motion to reopen a removal proceeding shall not apply, and the filing of such a motion shall stay the child's removal from the United States.The Department of Homeland Security (DHS) must provide a complete copy of a non-U.S. national's immigration file to the non-U.S. national (or the non-U.S. national's counsel) within seven days of a notice to appear for an immigration proceeding, and failure to provide the file shall result in a delay in the proceeding.DHS must provide access to counsel for all detained non-U.S. nationals.The Office of Refugee Resettlement must develop model guidelines for representing non-U.S. national children in immigration proceedings.HHS must annually report on the extent to which it has provided counsel for unaccompanied children under this bill.

Tribal Labor Sovereignty Act of 2025This bill excludes Indian tribes and tribal enterprises and institutions on tribal land from requirements for employers under the National Labor Relations Act (NLRA). Veterans Education and Technical Skills Opportunity Act of 2025 or the VETS Opportunity Act of 2025This bill modifies which independent study programs are covered under veterans’ educational assistance benefits.The bill requires independent study programs that lead to a certificate that reflects graduation from a course of study to include regular and substantive interaction between students and instructors.The bill allows such independent study programs to be offered by any institutions of higher education, including for-profit institutions, that are approved to participate in the Department of Education’s financial assistance programs.

No Tax on Tips ActThis bill establishes a new tax deduction of up to $25,000 for tips, subject to limitations. The bill also expands the business tax credit for the portion of payroll taxes an employer pays on certain tips to include payroll taxes paid on tips received in connection with certain beauty services.Under the bill, the new tax deduction for tips is limited to cash tips (1) received by an employee during the course of employment in an occupation that customarily receives tips, and (2) reported by the employee to the employer for purposes of withholding payroll taxes. (Under current law, an employee is required to report tips exceeding $20 per month to their employer.)Further, an employee with compensation exceeding a specified threshold ($160,000 in 2025 and adjusted annually for inflation) in the prior tax year may not claim the new tax deduction for tips.Finally, the bill expands the business tax credit for the portion of payroll taxes that an employer pays on certain tips to include payroll taxes paid on tips received in connection with barbering and hair care, nail care, esthetics, and body and spa treatments. (Under current law, an employer is allowed a business tax credit for the amount of payroll taxes paid on certain tips received by an employee in connection with providing, delivering, or serving food or beverages.)

Travel Trailer and Camper Tax Parity ActThis bill expands the exclusion of interest on floor plan financing from the limit on the tax deduction for business interest expenses to include interest on floor plan financing of certain non-motorized, towable campers and trailers. Under current law, the tax deduction for business interest expenses is generally limited to 30% of adjusted taxable income. (Some exceptions apply.) However, under current law, interest on floor plan financing (financing used to acquire inventory for sale or lease) of motorized vehicles (e.g., self-propelled vehicles designed to transport people) is excluded from the limit on the tax deduction for business interest expenses.Under the bill, the exclusion of interest on floor plan financing from the limit on the tax deduction for business interest expenses is expanded to include interest on floor plan financing of any camper or trailer designed to (1) provide temporary living quarters for recreational, camping, or seasonal use; and (2) be towed by, or affixed to, a motor vehicle.

Strengthening Child Exploitation Enforcement ActThis bill makes changes to federal criminal laws related to various offenses, particularly sexual abuse offenses against minors.The bill revises the federal kidnapping statute by specifying that obtaining a victim by defrauding or deceiving a third party constitutes the offense of kidnapping. Additionally, for a kidnapping offense that involves a victim who has not attained the age of 16, the bill specifies that it is not a defense that the victim consented to the conduct of the offender, unless the offender establishes by a preponderance of the evidence that the offender reasonably believed that the victim had attained the age of 16.The bill also revises statutes related to sexual abuse offenses against minors to specify the following:that crossing international lines with the intent to engage in a sexual act with a child who has not attained the age of 12 constitutes aggravated sexual abuse (currently, the statute only references crossing state lines),that the offense of sexual abuse of a minor also includes knowingly causing the intentional touching of any person by a person who has not attained the age of 16, andthat attempting to commit abusive sexual contact is also a crime that is subject to the same penalty as the completed offense.
