Mitigating Automated Internet Networks for Event Ticketing Act or the MAIN Event Ticketing ActThis bill expands measures to protect the security and integrity of online ticket sales.Specifically, the bill prohibits the use of applications that perform automated tasks to purchase event tickets from online ticket sellers in circumvention of the seller's posted ticket purchasing order rules. This includes using software applications that circumvent access control systems or security measures.In addition, online ticket sellers must establish, implement, and maintain reasonable administrative, technical, and physical safeguards to protect the security, confidentiality, integrity, or availability of the seller's website or service. Further, online ticket sellers must report known incidents of circumvention to the Federal Trade Commission and take reasonable steps to address any such incidents.The bill establishes civil penalties for violations of the provisions of this bill (and related prohibitions under current law) and authorizes the commission to bring civil actions for such violations.Federal, state, and local law enforcement agencies must coordinate as appropriate with the commission to share information about known instances of cyberattacks against the websites or online services used by ticket sellers.The commission must report to Congress on the status of enforcement actions taken under this bill.

Refugees Using Legal Entry Safely Act or RULES ActThis bill requires non-U.S. nationals (aliens under federal law) applying for asylum to arrive and apply at a U.S. port of entry. Applicants are prohibited from being paroled into the U.S. pending approval of such application. Further, individuals apprehended in the U.S. without legal immigration status are ineligible for asylum. Applicants rejected for asylum are barred from applying for asylum in the future. Under current law, an applicant may reapply in changed or extraordinary circumstances.

American Music Tourism Act of 2025This bill directs the National Travel and Tourism Office (NTTO) of the Department of Commerce to promote tourism to music-related and sports attractions.The bill requires NTTO to promote domestic and international travel and tourism to U.S. music festivals, concert venues, and other music-related attractions and locations. The bill also expands NTTO's current mandate to facilitate sports and recreation events and activities to include the promotion of international travel and tourism to such activities in the United States.NTTO must report its activities and findings to Congress within one year after the bill's enactment and, thereafter, every two years.

Protecting Individuals with Down Syndrome Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Restoring Trade Fairness ActThis bill establishes various trade measures related to China, including by revoking China's permanent normal trade relations (PNTR) status and increasing the rates of duty (i.e., tariffs) on Chinese imported goods. The bill prohibits imported goods originating from North Korea, China, Russia, or Iran from receiving de minimis treatment. (Current law allows for U.S. imports under a de minimis threshold of $800 per shipment to enter free of tariffs, fees, and taxes.)Specifically, the bill revokes China's PNTR status. Currently, China's PNTR status allows for Chinese goods to have duty rates set forth in column 1 of the Harmonized Tariff Schedule of the United States (HTS). With the removal of China's PNTR status, the bill generally sets the applicable duty rates on imported Chinese goods at the higher rates listed in column 2 of the HTS, with exceptions.The bill establishes a minimum duty rate of 35% for all Chinese goods, which requires column 2 rates to be at least 35%. However, the bill establishes a minimum duty rate of 100% for a list of specified goods (e.g., various minerals, certain vaccines and drugs, and certain defense-related articles). Duty rates are phased in over five years and adjusted annually for inflation.The bill alsoauthorizes the President to take additional actions related to trade with China, requires merchandise imported from China to be appraised based on U.S. value, and establishes a trust fund to compensate U.S. producers for lost revenue resulting from retaliatory actions by China.

PLO and PA Terror Payments Accountability Act of 2025This bill requires the President to impose sanctions on foreign persons (individuals and entities) that are involved with the Palestinian Liberation Organization (PLO) or Palestinian Authority (PA) system of compensation supporting acts of terrorism. The bill defines this system of compensation as payments to an individual who (1) has been imprisoned for terrorist acts against Israeli or U.S. citizens after being fairly tried, (2) died while committing such terrorist acts, or (3) is a family member of such individuals. The definition also includes compensation for individuals imprisoned for terrorism where the level of compensation is based on the length of incarceration.Specifically, the President must impose visa- and property-blocking sanctions on any foreign person that has facilitated this compensation system, including PLO and PA officials as well as entities such as the Institute for the Care of the Families of the Martyrs and the Wounded. The President must also impose visa- and property-blocking sanctions on foreign persons who knowingly provide significant support to, or engage in significant transactions with, any of the aforementioned persons.The President must sanction foreign financial institutions that facilitate payments or benefits related to this compensation system by (1) prohibiting them from opening correspondent or payable-through accounts in the United States, and (2) prohibiting or imposing strict conditions on the maintenance of such accounts.The provisions of this bill shall terminate if the Department of State certifies that such compensation system has ceased.

Protecting Minors from Medical Malpractice Act of 2025This bill makes a medical practitioner who performs a gender-transition procedure on an individual who is less than 18 years of age liable for any physical, psychological, emotional, or physiological harms from the procedure for 30 years after the individual turns 18.Additionally, if a state requires medical practitioners to perform gender-transition procedures, that state shall be ineligible for federal funding from the Department of Health and Human Services.Under the bill, gender-transition procedures generally include certain surgeries or hormone therapies that change the body of an individual to correspond to a sex that is discordant with the individual's biological sex. They exclude, however, interventions to treat (1) individuals who either have ambiguous external biological sex characteristics or lack a normal sex chromosome structure, sex steroid hormone production, or sex steroid hormone action; (2) infections, injuries, diseases, or disorders caused by a gender-transition procedure; or (3) a physical disorder, injury, or illness that places an individual in imminent danger of death or impairment of a major bodily function.

Save Our Seas 2.0 Amendments ActThis bill reauthorizes and modifies administration of Marine Debris Program (MDP) activities and the Marine Debris Foundation. (The program and the foundation support efforts to assess, prevent, and otherwise address marine debris and its adverse impacts on the U.S. economy, the marine environment, and navigation safety.)First, the bill reauthorizes the National Oceanic and Atmospheric Administration's (NOAA's) Marine Debris Program through FY2029. The bill authorizes NOAA to provide contributions for MDP project costs on an in-kind basis in an amount that NOAA determines represents the value it derives from the project. The bill also authorizes NOAA to enter into agreements other than cooperative agreements, contracts, and grant agreements for projects.Next, the bill modifies requirements for the Marine Debris Foundation and reauthorizes it for FY2025. Among other changes, the bill designates the current Chief Operating Officer (i.e., the first officer or employee appointed by the board) as the Chief Executive Officer (CEO) and specifies that the board has the authority to appoint, review the performance of, and remove the CEO. The bill authorizes the CEO to appoint, supervise, and remove foundation employees and officers.Further, the bill directs the foundation to develop and implement best practices for conducting outreach to Indian tribes and tribal governments. The foundation must locate its principal office in the National Capital Region or a coastal shoreline community.Finally, the bill authorizes the foundation to match contributions from regional organizations, Indian tribes, tribal organizations, and foreign governments.
