Federal Freeze ActThis bill bars pay raises for federal employees for one year and requires reductions in the number of employees at each federal agency.The bill prohibits agencies from increasing the basic pay of any employee for one year after enactment. Also in that first year, the bill prohibits each federal agency from increasing the number of its employees beyond the number employed on the date of the bill's enactment, except that the agency may increase such number (1) when making appointments to positions related to law enforcement, public safety, or national security; or (2) if the individual so appointed is essential to emergency response under the Stafford Act. (The Stafford Act authorizes the President to issue declarations that provide states, tribes, and localities with a range of federal assistance in response to natural disasters and man-made incidents).Additionally, the bill requires reductions in force such that within three years of the bill's enactment the number of employees at each agency is 5% lower than it was on the date of the bill's enactment. Employees that serve the interest of law enforcement, public safety, or national security or are essential to emergency response under the Stafford Act are not counted for the purposes of determining the number of employees at each agency.

Secure Rural Schools Reauthorization Act of 2025This bill extends and modifies the Secure Rural Schools and Community Self-Determination Act of 2000, including byextending payments made to states and counties containing federal land through FY2026,providing for payments for FY2024 and FY2025,extending the authority of counties to initiate projects using such funds through FY2028, andextending the authority to initiate projects proposed by resource advisory committees through FY2028.

FDA Modernization Act 3.0This bill requires the Food and Drug Administration (FDA) to publish an interim final rule implementing a provision of the Consolidated Appropriations Act of 2023 that authorized the use of certain alternatives to animal testing to support investigational use of a new drug. The rule must replace references to animal tests, data, studies, models, and research with references to nonclinical tests, data, studies, models, and research throughout the FDA’s regulations governing investigational new drug applications, and may make other changes to the regulations as appropriate. The rule must be published within one year of the bill’s enactment, and must take immediate effect as an interim final rule.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding through FY2035 for grant programs operated by local educational agencies to provide supplementary educational and related services to low-achieving students and other students who attend elementary and secondary schools with relatively high concentrations of students from low-income families. Additionally, the bill permanently reauthorizes the grant program to assist states and outlying areas in providing special education and related services to children with disabilities.The amounts provided by the bill are designated as an emergency requirement for the purposes of Pay-As-You-Go (PAYGO) rules and other budget enforcement procedures.

This bill authorizes coal to be mined on approximately 800 acres of federal land in Musselshell County, Montana. Specifically, it allows all federal coal reserves in such federal land and leased under Federal Coal Lease MTM 97988 to be mined in accordance with the 2020 Bull Mountains Mining Plan Modification. The Bull Mountains Mine is operated by Signal Peak Energy.This bill directs the Department of the Interior, without modification or delay, to approve the Bull Mountains Mining Plan Modification to the extent necessary to mine such land.

Stifling Transnational Operations and Proliferators by Mitigating Activities that Drive Narcotics, Exploitation, and Smuggling Sanctions Act or the STOP MADNESS ActThis bill allows the President to impose sanctions on (1) foreign governments the President determines knowingly refuse or obstruct U.S. efforts to repatriate its citizens who have unlawfully entered the United States, and (2) foreign governments or foreign persons the President determines knowingly facilitate unlawful immigration into the United States.The President may waive sanctions if the President determines that it is in the national security interest of the United States.If a person violates this bill, criminal and civil penalties applicable to violations of the International Emergency Economic Powers Act (IEEPA) apply.To carry out the bill, the President may exercise authorities under the IEEPA.

Protect Our Seniors ActThis bill establishes Senate budget enforcement procedures (known as points of order) against measures that (1) reduce Medicare or Social Security benefits, or (2) use revenue or savings from the Medicare program to offset the cost of provisions unrelated to carrying out Medicare.Points of order are prohibitions against certain categories of legislation or congressional action. A point of order raised on the grounds established under the bill may be waived or suspended only by an affirmative vote of two-thirds of the Senators.

Muhammad Ali Congressional Gold Medal Act This bill provides for the posthumous award of a Congressional Gold Medal to Muhammad Ali. There is authorized to be charged against the U.S. Mint Public Enterprise Fund such amounts as may be necessary to pay for the costs of the medals struck under this bill. Sums received from the sale of duplicate bronze medals authorized by this bill shall be deposited into that fund.

Stopping Political Discrimination in Disaster Assistance ActThis bill prohibits discrimination on the basis of political affiliation by the Federal Emergency Management Agency (FEMA) and other participating entities (i.e., public or private entities providing or receiving assistance) in carrying out federal major disaster or emergency relief and assistance activities.Current law requires FEMA and other participating entities to provide federal major disaster or emergency relief and assistance without discrimination on the basis of race, color, religion, nationality, sex, age, disability, English proficiency, or economic status. The bill adds political affiliation to the classes protected under this requirement.

No Official Giveaways Of Taxpayers’ Income to Oppressive Nations Act or the NO GOTION ActThis bill prohibits certain entities associated with China, Cuba, Iran, North Korea, Russia, or the Maduro regime of Venezuela from claiming various energy-related federal tax incentives.Specifically, certain energy-related federal tax incentives may not be claimed bythe government, a government instrumentality, or an agency of China, Cuba, Iran, North Korea, Russia, or the regime of Nicolas Maduro in Venezuela;any entity that is organized under the laws of or is headquartered in one of these countries; orany entity that is owned, controlled, directed, or influenced by or that has certain financial or contractual connections with any such government, government instrumentality, agency, or entity.Such entities may not claim the federal tax credits foralternative fuel vehicle refueling property,second-generation biofuel,biodiesel fuel,sustainable aviation fuel,renewable electricity production,carbon sequestration,zero-emission nuclear power production,clean hydrogen production,clean commercial vehicles,advanced manufacturing production,clean electricity production,clean fuel production,investments in energy property,advanced energy projects,clean electricity investment,biodiesel mixtures,alternative fuel, andalternative fuel mixtures.Further, such entities are prohibited from claiming the federal tax deduction for energy efficient improvements to commercial buildings.Finally, such entities are not entitled to a credit or refund of federal excise taxes paid on biodiesel, alternative fuel, or sustainable aviation fuel mixtures produced by the entities.

Expediting Hazard Mitigation Assistance Projects ActThis bill authorizes the Federal Emergency Management Agency (FEMA) to waive or reduce environmental or historic preservation requirements for property acquisition and structure demolition or relocation projects receiving assistance under certain hazard mitigation programs.Specifically, this authority applies to such projects receiving funding under FEMA's Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities, or Flood Mitigation Assistance program. The bill authorizes FEMA to waive or reduce environmental and historic preservation requirements for these projects as FEMA determines appropriate, such as requirements under the National Environmental Policy Act of 1969 or the National Historic Preservation Act.Before waiving or reducing such requirements, the bill requires FEMA to consult with state and local officials, for no more than 30 days, on the necessity of the waiver or reduction. Also, before making such a determination, FEMA must consider factors including details of the acquisition and demolition or relocation project, the implications for disaster recovery, and whether the waiver or reduction could cause serious environmental issues.FEMA must report annually to Congress for five years on topics including FEMA's use of its authority under the bill, the extent to which this authority expedited or enhanced the acquisition process under FEMA's programs, and related recommendations.

Direct Property Acquisitions ActThis bill requires the Federal Emergency Management Agency (FEMA) to establish a pilot program for local governments selected by FEMA to apply directly to FEMA for Hazard Mitigation Grant Program (HMGP) assistance for property acquisition and structure demolition or relocation projects. FEMA must also submit annual reports.Under current FEMA regulations, local governments are ineligible to apply directly to FEMA for HMGP assistance and must apply indirectly through a state or Indian tribal government. The bill authorizes local governments, if determined eligible and selected by FEMA, to apply directly to FEMA for HMGP assistance for property acquisition. The pilot program must terminate within eight years after FEMA’s initial selection. Local governments may participate for up to 48 months. The bill requires FEMA to select up to two local governments from each of FEMA’s 10 regions (only one per state) to participate. For a local government to be eligible, FEMA must determine it is capable of meeting all applicable federal and state requirements for administering hazard mitigation assistance with limited assistance from the state, and FEMA must receive positive feedback from the state regarding its eligibility. In making this determination, FEMA must consult with the state and provide written justification for its decision based on factors including the local government’s history of implementing hazard mitigation projects and level of risk from severe weather.Additionally, the bill requires FEMA to submit to specified congressional committees an annual report evaluating the pilot program’s effectiveness and future.
