Investing in Community Resilience Act of 2025This bill expands the activities eligible to increase the federal cost share under the Federal Emergency Management Agency (FEMA) Public Assistance (PA) program.Under current law, FEMA provides PA applicants (i.e., government entities and certain nonprofits) a minimum federal cost share of 75% of the costs of repairing or replacing eligible disaster-damaged facilities, but FEMA may increase this to up to 85% if the applicant invests in certain incentive measures that increase disaster readiness and resilience. The bill expands the measures eligible to cause this increase to include (1) investments in preparedness programs, (2) programs designated by FEMA that increase disaster resilience through building standards or land use practices, and (3) support for community emergency response teams or similar non-governmental organizations that provide disaster assistance and advance preparedness.The bill takes effect one year after enactment.

Stop Arming Cartels Act of 2025This bill expands the regulation of .50 caliber rifles under federal firearms laws and authorizes new civil remedies for certain violations. Firearms that are trafficked from the United States to Mexico are often routed to transnational criminal organizations (TCOs), including cartels. In recent years, TCOs increasingly use .50 caliber rifles in attacks on Mexican security forces.In 2025, in Smith & Wesson Brands, Inc. v. Estados Unidos Mexicanos, the U.S. Supreme Court held that the Protection of Lawful Commerce in Arms Act (PLCAA) bars a civil lawsuit by Mexico against U.S. firearms manufacturers and one U.S. firearms distributor for costs associated with gun violence in Mexico. (The PLCAA limits the civil liability of firearms manufacturers and sellers for damages resulting from the criminal or unlawful misuse of firearms.)This bill generally criminalizes the import, sale, manufacture, transfer, and possession of .50 caliber rifles under the Gun Control Act and subjects .50 caliber rifles to regulation (i.e., registration and licensing requirements) under the National Firearms Act.Additionally, the bill criminalizes the sale or transfer of firearms and ammunition to foreign individuals or entities designated as significant foreign narcotics traffickers or as part of their networks and sanctioned under the Foreign Narcotics Kingpin Designation Act (Kingpin Act).Finally, the bill creates an exception under the PLCAA to allow civil lawsuits against firearms manufacturers or sellers that knowingly sell or transfer a firearm or ammunition to a foreign individual or entity designated and sanctioned under the Kingpin Act.

Expanded Food Safety Investigation Act of 2025This bill provides that the Food and Drug Administration (FDA) may, under specified circumstances, request access to a concentrated animal-feeding operation (i.e., a stabled or confined animal-feeding operation of a specified size) to conduct microbial sampling.Specifically, the bill allows the FDA to request access if the FDA determines that sampling is necessary to facilitate an investigation of a foodborne-illness outbreak, determine the cause of an outbreak, or address other public health needs. Concentrated animal-feeding operations must provide reasonable access for sampling, including sampling of plants, animals, water, and the environment. The bill imposes penalties on operations that refuse to provide reasonable access. Data collected in sampling efforts under this bill must be shared with the Department of Agriculture and state and federal public health agencies to facilitate the detection, investigation, and prevention of foodborne illness.

Transition-to-Success Mentoring Act This bill establishes a transition-to-success mentoring program requiring the Department of Education (ED) to award grants to eligible entities (e.g., local educational agencies) to provide school-based mentoring programs to assist at-risk students in transitioning from middle to high school. ED must also work with the Office of Juvenile Justice and Delinquency Prevention to (1) refer grant recipients to the National Mentoring Resource Center to obtain mentoring resources, and (2) provide grant recipients with information regarding transitional services for eligible students returning from correctional facilities and transition services for students with disabilities.

10 Percent Credit Card Interest Rate Cap Act This bill temporarily caps credit card interest rates at 10%.Creditors that knowingly violate this bill forfeit the entire interest of the debt. The bill also provides a private right of action for debtors to recover interest, finance charges, or fees. The action must be brought within two years of the violation. In addition, violations of this bill are subject to civil liability under the Truth in Lending Act, which is enforced by the Consumer Financial Protection Bureau and the Federal Trade Commission. These changes sunset on January 1, 2031.

Venezuela Advancing Liberty, Opportunity, and Rights Act of 2025 or the VALOR Act of 2025This bill requires or authorizes various actions, including sanctions, targeting the current government of Venezuela and any nondemocratic successor government. The bill also authorizes certain types of assistance for the people of Venezuela and to support democracy-building efforts.Under the bill, the Presidentmust impose property-blocking sanctions on the Venezuelan government and persons supporting the Venezuelan government;may deny U.S. nonhumanitarian foreign assistance, arms-related assistance, and debt forgiveness to any country that provides assistance to the Venezuelan government;may provide support to individuals and independent nongovernmental organizations to support democracy-building efforts in Venezuela;must develop a plan to provide assistance to Venezuela under a democratically elected government, which may include food, medicine, and emergency energy assistance to meet the basic needs of Venezuelans;must take steps to terminate sanctions under this bill once the President determines that a democratically elected government is in power (criteria for such a determination include a Venezuelan government that is the result of free and fair elections, is making progress in establishing an independent judiciary and respecting human rights, and has released all political prisoners).The Department of the Treasury must oppose the seating of Venezuelan representatives at certain international financial institutions such as the International Monetary Fund.Additionally, the bill prohibits U.S. persons (individuals or entities) from engaging in transactions involving Venezuela's debt or any digital currency issued by Venezuela.

Regulations from the Executive in Need of Scrutiny Act of 2025This bill expands congressional review of federal agency rules and establishes additional procedures for major rules and agency guidance.Specifically, the bill requires the enactment of a joint resolution for a major rule to take effect. A major rule is a rule that has resulted in or is likely to result in (1) an annual economic effect of at least $100 million; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, or innovation.Additionally, major rules approved by a joint resolution under the bill expire, and are no longer effective, 10 years after the enactment of such joint resolution. Further, each agency must annually designate at least 10% of the agency’s major rules that are currently in effect for review and approval by a joint resolution of Congress. Such rules that are not approved shall no longer be in effect.Under the bill, agency guidance documents are considered rules and certain significant guidance documents are considered major rules. Significant guidance documents include guidance anticipated to lead to an annual effect of at least $100 million, or adversely affect in a material way the economy, the environment, public health, or state or local government.The Office of Management and Budget must establish an federal regulatory budget specifying the net amount of incremental regulatory costs allowed by the federal government for the next fiscal year.

Creating Hope and Opportunity for Individuals and Communities through Education Act or the CHOICE ActThis bill expands school choice programs for elementary and secondary school students.The bill specifies that a student in the District of Columbia must, in order to qualify for an opportunity scholarship, be currently enrolled, or be enrolled for the next school year, in a public or private elementary or secondary school.The bill also authorizes the Department of Education (ED) to award grants to support the design and implementation of state programs that allow the parent of a child with a disability to choose the appropriate public or private school for their child. It also outlines the requirements for program eligibility.Further, if the state has established a program that allows parents to use public or private funds to assist with the cost of their child attending a private school, then the state may supplement those funds with federal special education funds.Additionally, the Department of Defense must carry out a five-year pilot program to award scholarships to enable military dependent students who live on military installations to attend the public or private elementary or secondary schools their parents choose.The bill also requires ED to return to the Treasury specified amounts made available for salaries and expenses.

Denying Earnings to the Military Oligarchy in Cuba and Restricting Activities of the Cuban Intelligence Apparatus Act or the DEMOCRACIA ActThis bill provides for asset- and visa-blocking sanctions for conduct relating to Cuba. It also establishes an interagency task force to facilitate access to uncensored internet in Cuba.The President must sanction foreign persons that engage in a transaction with or provide financial, material, or technological support to certain entities or individuals, includingspecified Cuban government sectors (e.g., the defense sector);any other government sector that the President certifies is involved in human rights abuses or terrorism;foreign persons that are military contractors or mercenaries operating on behalf of the Cuban government; orforeign persons that violate laws restricting trade with Cuba.Other individuals or entities the President must sanction includeforeign persons responsible for or complicit in human rights abuses in Cuba;Cuban officials responsible for or complicit in corruption; andmembers of Cuba's Communist Party.The bill provides certain exceptions to these sanctions and the President may waive the sanctions in the interest of U.S. national security. The President may not license sanctionable conduct. U.S. persons seeking to engage in a sanctionable financial transaction must submit a written request to the Department of the Treasury's Office of Foreign Asset Control.The authority to impose sanctions under this bill ends when the President certifies that the Cuban government has taken specified steps to promote political rights and freedoms and Congress enacts a joint resolution approving the certification.

Air Guard Standardizing Tuition Assistance To Unify the Services Act of 2025 or the Air Guard STATUS Act of 2025This bill requires the Department of the Air Force to establish a permanent program to pay all or a portion of tuition or expenses at an educational institution for members of the Air National Guard who are in compliance with training requirements (i.e., required field exercises and drills).
