Dairy Business Innovation Act of 2025This bill increases the authorization of appropriations for the Dairy Business Innovation (DBI) Initiatives for each fiscal year. Under the Agricultural Marketing Service, the DBI Initiatives support dairy businesses in the development, production, marketing, and distribution of dairy products. The DBI Initiatives provide direct technical assistance and subawards to dairy businesses, including for niche dairy products and dairy products derived from cow milk, sheep milk, and goat milk.

End Child Trafficking Now ActThis bill imposes restrictions related to adult non-U.S. nationals (aliens under federal law) being admitted into the United States with a minor.Such an adult may not be admitted with a minor unless the adult (1) presents documents and witness testimony proving that the adult is a relative or guardian of the minor, or (2) submits to a DNA test that proves such a relationship. The Department of Homeland Security may request a DNA test only if the required relationship cannot be established by the presented documents and witness testimony. An adult who does not consent to a requested DNA test shall be inadmissible.If the required relationship cannot be established and the immigration officer believes the adult is guilty of a felony offense, the officer may arrest the adult.The bill makes it a crime for an adult to knowingly use a minor to whom the adult is not a relative or guardian to enter the United States.

OPTN Fee Collection Authority ActThis bill authorizes the Health Resources and Services Administration (HRSA), for three years, to collect registration fees directly from a member of the Organ Procurement and Transplantation Network (OPTN) (e.g., organ procurement organizations and transplant hospitals) for each transplant candidate the member places on the waiting list. Registration fees for the OPTN were historically collected through a contractor. The bill authorizes HRSA, for three years following the bill’s enactment, to collect registration fees directly from OPTN members for each candidate they place on the list and distribute the fees to support the operation of the OPTN. HRSA must publish on the OPTN website the amount of fees collected from each member and their use.The bill requires the Government Accountability Office to conduct a review relating to the registration fees and report to Congress within two years after the bill’s enactment.Additionally, the bill supports (1) the integration of electronic health records systems into the OPTN, such as automated referrals and granting procurement organizations access to records of potential donors; and (2) the establishment of a dashboard to display statistics relating to the OPTN.

Presidential Allowance Modernization Act of 2025This bill changes the compensation provided to future former Presidents and increases the compensation for the widow or widower of a future former President.Currently, former Presidents receive an allowance equivalent to the annual rate of basic pay of the head of an executive department ($250,600 in 2025), as well as government-provided office space and office staff.Under the bill, individuals who become former Presidents after enactment shall annually receive from the United States an annuity of $200,000 and a monetary allowance of $200,000. The allowance shall be reduced by the amount the former President's adjusted gross income and interest on certain tax-exempt bonds exceeds $400,000 (although the reduction may be decreased to account for certain security-related expenditures). Both the annuity and allowance shall receive annual cost-of-living increases. The annuity and allowance shall not be payable for any period during which the former President holds a federal government position with a rate of pay other than a nominal rate. Other changes made by the bill include (1) removing a statutory provision specifying that former Presidents receive government-provided office space and office staff, and (2) increasing from $20,000 to $100,000 the annual allowance for surviving spouses of individuals who become former Presidents after enactment and providing annual cost-of-living increases for such allowance.

American Apprenticeship Act This bill authorizes the Department of Labor to make grants to assist states in carrying out projects that defray the cost of pre-apprenticeship or related instruction for qualified apprenticeship programs. Labor shall (1) establish performance measures and an evaluation system for such grant program; and (2) identify in-demand occupations that lack the use of apprenticeships, analyze the use of the qualified apprenticeship program model in those occupations, and report on such analysis to states and Congress.

Fair Sharing of Highways and Roads for Electric Vehicles Act of 2025This bill imposes a new excise tax in the amount of $1,000 on the sale of an electric vehicle and a new excise tax in the amount of $550 on the sale of a battery module weighing over 1,000 pounds for use in an electric vehicle. The bill also requires the Department of the Treasury to transfer amounts collected from the new excise taxes to the Highway Trust Fund. (The Highway Trust Fund, which supports surface transportation programs and projects, is funded by transportation-related excise taxes.)The bill defines electric vehicle as a light-duty vehicle (a motor vehicle weighing less than 8,500 pounds that is manufactured for use on public roads) that is powered by a battery with a capacity of at least seven kilowatt hours and is recharged through an external source of electricity. Under the bill, the excise tax does not apply to hybrid vehicles, which are powered by a combination of fuel and a rechargeable energy storage system.The bill defines battery module as a module with two or more battery cells configured to create voltage or current (or no battery cells) and with an aggregate capacity of at least seven kilowatt hours (or one kilowatt hour for a hydrogen fuel cell vehicle).

Eliminating Leftover Expenses for Campaigns from Taxpayers (ELECT) Act of 2025This bill terminates (1) the taxpayer election (on the federal income tax form) to designate $3 of income tax liability to be paid to the Presidential Election Campaign Fund (which would otherwise go into the general fund of the Treasury) for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. The bill also requires funds remaining in the Presidential Election Campaign Fund to be transferred to the general fund of the Treasury for the sole purpose of reducing the deficit.

Protecting Access for Hunters and Anglers Act of 2025This bill bars the Fish and Wildlife Service (FWS), the Bureau of Land Management (BLM), and the Forest Service from prohibiting or regulating the use of lead ammunition or tackle on federal land or water. The bill makes exceptions for specified existing regulations and where the FWS, the BLM, or the Forest Service determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

PROTECT Our Children Reauthorization Act of 2025 This bill reauthorizes through FY2028 and updates (1) the National Strategy for Child Exploitation Prevention and Interdiction (National Strategy), and (2) the National Internet Crimes Against Children (ICAC) Task Force Program.With respect to the National Strategy, current law requires the Department of Justice (DOJ) to update the strategy every two years and include 19 specific elements in the strategy (e.g., long-range goals, annual measurable objectives, and future trends). This bill requires DOJ to update the National Strategy every four years. The bill also revises and consolidates the 19 required elements into 9 required elements, including an analysis of current trends and challenges as well as the overall magnitude of the threat of child exploitation.The ICAC Task Force Program is a national network of task forces that support state and local efforts to investigate and prosecute the online sexual exploitation of children. This bill requires ICAC task forces to increase the investigative capacity of law enforcement to identify child victims and report the number of child victims identified in their annual reports. The bill also limits the liability of ICAC task forces for civil claims or criminal charges in federal or state court arising from decisions with respect to leads related to internet crimes against children.Finally, the bill requires the National Center for Missing & Exploited Children to provide additional information to law enforcement agencies when it refers a report of online sexual exploitation of children for investigation.

Preventing the Recycling of Immigrants is Necessary for Trafficking Suspension Act or the PRINTS ActThis bill addresses migrant minor children entering the United States. Specifically, the bill makes it a crime for a person to knowingly use a minor to gain entry to the United States if the minor is not a close relative or if the person is not the minor’s guardian. In addition, U.S. Customs and Border Protection (CBP) must fingerprint all non-U.S. nationals (aliens under federal law) entering the United States who are younger than 14 years of age if a CBP officer suspects that the child is victim of human trafficking.The Department of Homeland Security (DHS) must share with the Department of Health and Human Services (HHS) any fingerprints collected under this bill from an unaccompanied child if that child is transferred to HHS custody.DHS must report to Congress on the number of children fingerprinted annually under this bill. DHS must also publish on a monthly basis the number of individuals apprehended for falsely claiming a child accompanying them into the United States was a close relative.

Eliminate Lavish Incentives To Electric Vehicles Act or the ELITE Vehicles ActThis bill eliminates federal tax credits for the purchase of certain clean vehicles (generally electric vehicles and plug-in hybrid vehicles) and electric vehicle recharging stations.Specifically, the bill repeals the federal tax credits forthe purchase of a qualified used clean vehicle (tax credit of up to $4,000 for the purchase of a previously-owned clean vehicle before 2033),the purchase of a qualified new clean vehicle (tax credit of up to $7,500 for the purchase of a new clean vehicle before 2033),the purchase of a qualified commercial clean vehicle (business tax credit of up to $40,000 for the purchase of a commercial clean vehicle before 2033), andalternative fuel vehicle refueling property used to recharge electric vehicles (tax credit of up to $1,000 for individuals or up to $100,000 for businesses for the installation of property before 2033 that is used to recharge electric vehicles).
