A bill to direct the Secretary of Defense to accelerate the implementation of quantum information science technologies within the Department of Defense, and for other purposes.

New Mexico Land Grant-Mercedes Historical or Traditional Use Cooperation and Coordination ActThis bill directs the Bureau of Land Management (BLM) and the Forest Service to enter a memorandum of understanding with the New Mexico Land Grant Council to describe existing processes that land grants-mercedes may use to obtain authorization for historical, traditional, or other uses of federal lands. Land grants-mercedes were created when Spain and Mexico issued grants of land to communities or individuals. When the United States acquired the land, including New Mexico, a process was created for adjudicating and recognizing these property rights. During that process, most land grants-mercedes lands became federal lands. Today, New Mexico recognizes 27 community land grants-mercedes as political subdivisions. When entering into the memorandum of understanding, the BLM and the Forest Service must consult with Indian tribes. The memorandum of understanding must provide for (1) enhanced cooperation and coordination between the BLM, the Forest Service, and qualified land grants-mercedes; and (2) subsidiary agreements with certain land grants-mercedes for specific projects.Additionally, the bill outlines what the memorandum of understanding must describe, such as the procedures for notice and comments on land management planning decisions.Finally, the BLM and the Forest Service must include in land use plans a section that evaluates the impact of other uses in the plan on historical or traditional uses by land grants-mercedes.

Wildland Firefighter Paycheck Protection Act of 2025This bill establishes specialized pay for federal wildland firefighters.Specifically, the bill provides for a specialized pay schedule for wildland firefighters in the Forest Service and the Department of the Interior. The specialized pay schedule is based on the General Schedule, increased by a specified percentage depending on the position grade (the higher the grade, the lower the percentage adjustment).The bill also provides for specialized premium pay for wildland firefighters who respond to certain prolonged fire incidents (i.e., those that are not contained within 36 hours). It also provides for paid rest and recuperation leave in conjunction with such responses. 

A bill to amend the Internal Revenue Code of 1986 to exclude debt held by certain insurance companies from capital assets and to extend capital loss carryovers for such companies from 5 years to 10 years.

This bill extends through September 30, 2032, the authority to modify the Second Division Memorial located in President’s Park in the District of Columbia. Specifically, it extends the authority of the Second Indianhead Division Association, Inc., Scholarship and Memorials Foundation to place additional commemorative elements or engravings on the raised platform or stone work to honor the members of the Second Infantry Division who have given their lives in service to the United States. 

Saving the Civil Service ActThis bill generally prohibits changes to the classification of positions in the competitive service and excepted service unless certain conditions are met. (Competitive service positions are subject to competitive examination while excepted service positions are appointed under one of five schedules. Competitive service positions have notice and appeal requirements for adverse actions that are not applicable to most excepted positions, including those of a confidential, policy-determining, policy-making, or policy-advocating character under Schedule C.)On October 21, 2020, President Donald Trump issued an executive order that placed executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new Schedule F in the excepted service. The order was subsequently revoked by President Joe Biden.The bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in a schedule in the excepted service as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules.Additionally, agencies may not (1) transfer occupied positions from the competitive or excepted service into Schedule C without the consent of the Office of Personnel Management, or (2) transfer employees in the excepted service to another schedule or transfer employees in the competitive service to the excepted service without employee consent. 

A bill to protect intellectual property rights in the voice and visual likeness of individuals, and for other purposes.

A bill to support the execution of bilateral agreements concerning illicit transnational maritime activity and to authorize the President to impose sanctions with respect to illegal, unreported, or unregulated fishing and the sale, supply, purchase, or transfer of endangered species, and for other purposes.

United States-Cuba Trade Act of 2025This bill repeals the trade embargo on Cuba and other provisions restricting trade and travel to Cuba.Specifically, the bill (1) removes restrictions on certain transactions related to trademarks used in connection with a confiscated business or asset, (2) extends nondiscriminatory treatment (i.e., normal trade relations treatment) to Cuban products, and (3) prohibits and rescinds limits on remittances to Cuba.The bill authorizes common carriers to provide telecommunications services between the United States and Cuba. In addition, travel by U.S. citizens and residents to Cuba may not be regulated or prohibited if such travel would be lawful in the United States.The President shall take all necessary steps to engage with Cuba to (1) negotiate settlements relating to claims that Cuba had taken the property of U.S. nationals, and (2) secure the protection of internationally recognized human rights. The President may, with respect to Cuba, impose new export controls and exercise powers related to declared national emergencies.The President must submit a specified determination about a foreign country to Congress prior to denying an income tax credit for taxes paid to the foreign country.

TSP Fiduciary Security Act of 2025This bill incorporates national security interests into management of the Thrift Savings Fund.Specifically, the bill requires fiduciaries that are responsible for managing the fund (i.e., the Federal Retirement Thrift Investment Board) to prevent fund investments and associated votes that harm the national security of the United States, including investments in entities on certain lists maintained by the Department of Defense and the Department of Commerce (e.g., Chinese military companies). The Department of Labor must issue implementing regulations that include these and other standards for compliance.Beginning January 1, 2027, fiduciaries may be held personally liable for monetary damages and may be assessed civil penalties for failing to meet these requirements.The bill also prohibits mutual funds that are accessible through an authorized mutual fund window from investing in any entity that is based in China or any subsidiary of such an entity.

Supporting American Allies ActThis bill exempts articles imported into the United States from Israel or Ukraine from additional tariffs imposed by an April 2, 2025, executive order.On April 2, 2025, President Donald J. Trump signed an executive order imposing an additional 10% tariff on most imports to the United States and additional country-specific tariffs on 57 trading partners (including a 17% tariff on Israel). Therefore, this executive order imposes an additional 10% tariff on imports from Ukraine and an additional 17% tariff on imports from Israel. This bill exempts articles from Israel or Ukraine from these additional tariffs.
