Increasing Access to Quality Cardiac Rehabilitation Care Act of 2025This bill expands coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare.Specifically, the bill allows physician assistants, nurse practitioners, and clinical nurse specialists to administer these programs in their offices, prepare and sign treatment plans, and prescribe exercise.

Bureau of Land Management Mineral Spacing ActThis bill exempts certain exploration and production activities from federal oil and gas drilling permit requirements. Generally, the exemption applies to activities on land with (1) a surface estate that the federal government does not own, and (2) an underlying mineral estate only partially owned by the federal government. It does not apply to tribal lands.Specifically, the bill bans the Department of the Interior from requiring a permit under the Mineral Leasing Act (MLA) whenthe federal government does not own or lease the surface estate, and it owns less than 50% of the mineral estate;a well is located on nonfederal land overlying a nonfederal mineral estate, but some portion of the wellbore (i.e., drilled hole) enters and produces oil and gas from the federal mineral estate subject to the lease; ora well is located on nonfederal land overlying a nonfederal mineral estate, but some portion of the wellbore traverses but does not produce oil or gas from the federal mineral estate subject to the lease.The bill also specifies that, in the case of an oil and gas lease on such land, the MLA does not authorize Interior to require a bond to protect nonfederal land, impose mitigation requirements, require approval for surface reclamation, or enter nonfederal land without consent of the landowner. However, lessees of federal mineral estates must authorize Interior to enter nonfederal land for inspection and enforcement of the terms of the federal lease.

Sickle Cell Disease Comprehensive Care ActThis bill allows state Medicaid programs to establish health homes to provide coordinated care for individuals with sickle-cell disease. (Under current law, state Medicaid programs may establish health homes to provide coordinated care for individuals with specified chronic conditions.) States must ensure that such care includes dental and vision services.The Centers for Medicare & Medicaid Services must issue best practices for states on how to design and implement such health homes.

Tribal Trust Land Homeownership Act of 2025This bill sets forth requirements for the processing of a proposed residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document by the Bureau of Indian Affairs (BIA). The BIA must notify lenders upon receipt of such documentation, perform a preliminary review of such documents not later than 10 days after receipt, and approve or disapprove of such documents within 20 or 30 days, depending on the type of application.Additionally, the bill sets forth requirements for the BIA regarding (1) response times for the completion of certified title status reports, (2) notification of delays in processing, and (3) the form of notices and delivery of certain reports.The bill also provides relevant federal agencies and Indian tribes with read-only access to the Trust Asset and Accounting Management System maintained by the BIA.The Government Accountability Office must report on digitizing documents for the purpose of streamlining and expediting the completion of mortgage packages for residential mortgages on Indian land.Finally, the bill establishes within the BIA's Division of Real Estate Services the position of Realty Ombudsman.

A bill to direct the Secretary of the Interior to conduct a study to assess the suitability and feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument, and for other purposes.

Justice for Jocelyn ActThis bill limits Immigration and Customs Enforcement’s (ICE’s) Alternatives to Detention program, which supervises non-U.S. nationals (aliens under federal law) subject to removal who are released from the custody of the Department of Homeland Security (DHS). Specifically, releases under this program are prohibited unless all detention beds are filled and DHS found no alternatives after exercising and exhausting all reasonable options.The bill requires all individuals on ICE’s nondetained docket to be enrolled in the program and be subject to continuous GPS monitoring and curfew.Further, the bill requires a non-U.S. national who was arrested and released to be removed in absentia if an immigration officer submits an affidavit to an immigration judge stating that the individual failed to comply with a condition of release.

Time to Choose Act of 2025This bill prohibits the federal government from awarding consulting services contracts to any entity that provides consulting services to covered foreign entities.Foreign entities covered by the bill includethe government of China, the Chinese Communist Party, the People's Liberation Army, or any Chinese security service or intelligence agency;the government of Russia or any entity sanctioned under Executive Order 13662;the government of any country determined by the Department of State to have repeatedly provided support for international terrorism; andany entity on certain lists maintained by the Department of Commerce, such as the Denied Persons List or the Military End User List.An agency may waive the prohibition on a case-by-case basis if it is in the national security interests of the United States and no other entity without a conflict of interest can perform the work.

Hospital Transparency Compliance Enforcement ActThis bill increases the monetary penalties for noncompliance with the requirement that hospitals publish, and periodically update, a list of their standard charges for items and services.The bill increases the maximum daily penalty as follows:for hospitals with 30 or fewer beds, from $300 to $600 per day;for hospitals with 31 through 550 beds, from $10 to $20 per bed, per day;for hospitals with greater than 550 beds, from $5,500 to $11,000 per hospital, per day.The Centers for Medicare & Medicaid Services also must periodically publish the name of each hospital that is not in compliance with the price transparency requirements.

Protecting Rural Seniors’ Access to Care ActThis bill prohibits administration, implementation, or enforcement of the rule titled Medicare and Medicaid Programs; Minimum Staffing Standards for Long-Term Care Facilities and Medicaid Institutional Payment Transparency Reporting, which was issued by the Centers for Medicare & Medicaid Services on May 10, 2024.Specifically, the bill prohibits administration, implementation, or enforcement of provisions that, among other changes, (1) establish minimum staffing standards for nurses in Medicare and Medicaid long-term care facilities, including requiring a nurse to be onsite 24/7 and requiring a minimum of 3.48 total nurse staffing hours per resident per day; and (2) require state Medicaid programs to report on payments to direct care workers and support staff of nursing facilities and intermediate care facilities for individuals with intellectual disabilities.Also, the bill requires the Department of Health and Human Services to establish an Advisory Panel on the Nursing Home Workforce. The panel must report annually to Congress, including on workforce shortages and barriers to accessing nursing homes in rural and underserved areas.

Empowering Families in Special Education ActThis bill establishes a notification requirement related to an individualized education program (IEP). (Generally, IEPs are individualized plans to ensure that a child with a disability receives a free appropriate public education.)Under current law, states and local educational agencies (LEAs) must convene a team to develop an IEP. The composition of the team that develops the IEP is outlined in current law and allows for other individuals who have knowledge or special expertise regarding the child (including related services personnel, as appropriate) to participate in this team. This bill requires the LEA that serves the child to notify the child's parents of their right to include these other individuals with knowledge or special expertise on the child's IEP team.

Fair Play for Girls ActThis bill requires the Department of Justice to report to Congress on violence against females in athletics in the United States.

Farm and Food Cybersecurity Act of 2025This bill directs the Department of Agriculture (USDA) to (1) assess cybersecurity threats in the agriculture and food critical infrastructure sector, and (2) conduct annual crisis simulation exercises for food-related emergencies or disruptions. The agriculture and food critical infrastructure sector includes (1) any activity relating to the production, processing, distribution, storage, transportation, consumption, or disposal of agricultural or food products; and (2) any entity involved in any of these activities.Specifically, USDA, in coordination with the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency, must conduct a risk assessment every two years on the cybersecurity threats to, and security vulnerabilities in, this sector. The risk assessment must include any recommendations for federal legislative or administrative actions to address related threats and vulnerabilities.USDA must also conduct an annual simulation exercise relating to a food-related emergency or disruption in coordination with DHS, the Department of Health and Human Services (HHS), and the Office of the Director of National Intelligence (ODNI).Among other things, the exercise must (1) involve a realistic and plausible scenario that simulates a food-related emergency or disruption that affects multiple sectors and jurisdictions, and (2) incorporate input from experts and stakeholders from various disciplines and sectors (e.g., agriculture, public health, emergency management, transportation, and energy). USDA, in consultation with DHS, HHS, and ODNI, must submit a report to Congress on each simulation exercise, including recommendations to enhance the cybersecurity and resilience of the agriculture and food critical infrastructure sector.

Creating a Respectful and Open World for Natural Hair Act of 2025 or the CROWN Act of 2025This bill prohibits discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race or national origin. Specifically, the bill prohibits this type of discrimination against those participating in federally assisted programs, housing programs, public accommodations, and employment.Persons shall not be deprived of equal rights under the law and shall not be subjected to prohibited practices based on their hair texture or style.The bill provides for enforcement procedures under the applicable laws (e.g., the Civil Rights Act of 1964).

Finn Sawyer Access to Cancer Testing Act This bill provides for coverage of certain cancer diagnostic and laboratory tests under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP). Specifically, the bill provides for coverage of microarray analysis, DNA and RNA sequencing, whole-exome sequencing, and other next-generation sequencing for individuals diagnosed with cancer. Additionally, the Department of Health and Human Services must establish an education and awareness program for physicians and the public about genomic testing and the role of genetic counselors.
