Hershel "Woody" Williams National Medal of Honor Monument Location ActThis bill requires the authorized monument honoring Medal of Honor recipients to be located within the Reserve (the great cross-axis of the National Mall, which generally extends from the Capitol to the Lincoln Memorial and from the White House to the Jefferson Memorial).

A bill to modify the requirements applicable to locatable minerals on public domain land, and for other purposes.

Continued Rapid Ohia Death Response Act of 2025This bill establishes requirements to research and control the fungus Ceratocystis, known as Rapid Ohia Death, which has killed more than a million native trees in Hawaii.Specifically, the Department of the Interior must partner with the Department of Agriculture and Hawaii to control and address the fungus.In addition, the U.S. Geological Survey must continue to research Rapid Ohia Death vectors and transmission.The U.S. Fish and Wildlife Service must continue to partner with Hawaii and local stakeholders to manage ungulates (e.g., certain mammals such as deer) in Rapid Ohia Death control areas on federal, state, and private land.Finally, the Forest Service must continue to provide (1) financial assistance to prevent the spread of the fungus and to restore the native forests of Hawaii, and (2) staff and necessary infrastructure funding to the Institute of Pacific Islands Forestry to research the fungus.

Break Up Suspicious Transactions of Fentanyl Act or the BUST FENTANYL ActThis bill revives a requirement for the President to identify foreign opioid traffickers and extends opioid trafficking sanctions to new categories of foreign persons (individuals and entities) whose actions support such trafficking. Specifically, the bill revives through 2030 a requirement that the President annually submit a report to Congress identifying foreign opioid traffickers. (For those listed in the report, the President must select certain sanctions to impose on them, such as bans on loans, foreign exchange transactions, and property transactions.) The bill also specifies that such reports must prioritize the identification of Chinese nationals and entities involved in the shipment of fentanyl, fentanyl-related chemicals, and fentanyl manufacturing equipment to Mexico or any other country involved in the production of fentanyl trafficked to the United States.The bill extends such foreign opioid trafficker sanctions to additional categories of foreign persons, including those that have knowingly (1) engaged in significant activities or financial transactions that materially contributed to opioid trafficking; or (2) provided financial, material, or technological support for such activities or transactions.The bill also authorizes the President to impose these sanctions on foreign government entities, including government owned or controlled financial institutions, that are involved in activities that contribute to opioid trafficking. Additionally, the President may impose property-blocking sanctions on senior officials of these foreign government entities who knowingly facilitate such activities.

Disaster Assistance Simplification ActThis bill directs the Federal Emergency Management Agency (FEMA) to develop and establish a unified intake process and system for applicants for assistance provided by a disaster assistance agency.The system mustfacilitate a consolidated application for any form of disaster assistance provided by a disaster assistance agency when appropriate to support the nature and purposes of the assistance;carry out the purposes of disaster assistance programs swiftly, efficiently, equitably, and in accordance with specified laws and privacy and data protections; andsupport the detection, prevention, and investigation of waste, fraud, abuse, or discrimination in the administration of disaster assistance programs.Further, the system must, among other thingsaccept applications for disaster assistance programs;permit applicants to receive status updates on such applications;allow applicants to update disaster assistance information throughout their recovery journeys;permit the distribution of information on additional recovery resources to disaster survivors that may be available in a disaster-stricken jurisdiction in coordination with appropriate federal, state, local, and tribal partners; andpermit disaster assistance agencies to communicate directly with disaster survivors.Not later than 30 days after receiving a request from a disaster assistance agency to update questions in the consolidated application needed to administer the disaster assistance programs of the agency, FEMA must make those updates.The bill requires reports and congressional briefings from FEMA, and a report from the Government Accountability Office, relating to the bill's implementation.

A bill to amend title 38, United States Code, to direct the Secretary of Veterans Affairs to furnish hyperbaric oxygen therapy to certain veterans with traumatic brain injury or post-traumatic stress disorder.

A bill to prohibit displaying the flag of a country other than the United States on Capitol Hill and to prohibit Members of Congress from using official funds to purchase the flag of a country other than the United States.

A bill to amend the Child Abuse Prevention and Treatment Act to disqualify any State that discriminates against parents or guardians who oppose medical, surgical, pharmacological, psychological treatment, or clothing and social changes related to affirming the subjective claims of gender identity expressed by any minor if such claimed identity is inconsistent with such minor's biological sex from receiving funding under such Act.

Reporting Efficiently to Proper Officials in Response to Terrorism Act of 2025 or the REPORT ActThis bill requires the Department of Homeland Security, the Department of Justice, the Federal Bureau of Investigation, and (as appropriate) the National Counterterrorism Center to submit a report to specified congressional committees whenever an act of domestic or international terrorism occurs in the United States.Specifically, within one year after completion of the government investigation of the act of terrorism, these entities must submit a publicly accessible report including the facts of the event and recommendations for improving homeland or national security to prevent similar future acts. Information that could jeopardize an ongoing investigation or prosecution may be withheld. The requirement sunsets five years after the bill’s enactment.

Sarah's Law This bill requires U.S. Immigration and Customs Enforcement (ICE) to detain a non-U.S. national (alien under federal law) who is unlawfully present in the United States and has been charged with a crime that resulted in the death or serious bodily injury of another person. ICE must make reasonable efforts to obtain information about the identity of any victims of the crimes for which the detained individual was charged or convicted. ICE shall provide the victim, or a relative or guardian of a deceased victim, with information about the detained individual, including name, date of birth, nationality, immigration status, criminal history, and a description of any related removal efforts.

Farmland Security Act of 2025This bill authorizes increased civil penalties for violations of the Agricultural Foreign Investment Disclosure Act of 1978 (AFIDA) and increases Department of Agriculture (USDA) oversight of and research into foreign investment in agricultural land. As background, AFIDA and the regulations that implemented the act require foreign investors who acquire, transfer, or hold an interest in U.S. agricultural land to report such holdings and transactions to USDA.In general, the bill allows USDA to determine an appropriate civil penalty amount for an AFIDA violation by removing the cap that currently prohibits the civil penalty from exceeding 25% of the fair market value of the interest in the agricultural land associated with the violation.Under an exception in the bill, the civil penalty for a foreign-owned shell corporation is 100% of the fair market value of the interest in the agricultural land. The bill defines a shell corporation to include a company, association, firm, partnership, society, joint stock company, trust, or estate that has no or nominal operations. The penalty does not apply if the shell corporation remedies a defective filing or failure to file within 60 days of USDA providing notice.USDA must conduct annual compliance audits of at least 10% of the reports. Further, USDA must provide state and county-level personnel certain annual training.USDA must also annually conduct research and submit a report to Congress on foreign investment in agricultural land, including trends in the purchase of U.S. agricultural land by foreign-owned shell corporations.

Northern Border Security Enhancement and Review ActThis bill requires the Department of Homeland Security (DHS) to regularly perform a threat analysis of the northern U.S. border.The analysis must be performed every three years and include terroristic and criminal threats, recent changes in apprehensions, and improvements needed to prevent terrorism and reduce criminal activity.DHS must update its northern border strategy not later than September 2, 2026, and every five years thereafter, incorporating the results from the latest threat analysis. DHS must also provide a classified briefing to the appropriate congressional committees.U.S. Customs and Border Protection’s Air and Marine Operations (AMO) must develop performance metrics to assess the AMO’s effectiveness at securing the northern border between ports of entry in air and maritime environments.
