Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Guarding Readiness Resources ActThis bill modifies the treatment of funds received by the National Guard Bureau as a reimbursement from a state or other U.S. territory (e.g., Guam) for the use of military property.Specifically, the funds must be credited to (1) the appropriation, fund, or account used in incurring the obligation; or (2) an appropriation, fund, or account currently available for the purposes of which the expenditures were made. Further, the funds may only be used by the Department of Defense for the repair, maintenance, replacement, or other similar functions related directly to assets used by National Guard units while operating under state active duty status.

Book Minimum Tax Repeal Act This bill repeals the corporate alternative minimum tax (CAMT) and makes related modifications to the general business tax credit.Under current law, a 15% CAMT is imposed on a corporation with adjusted financial statement income (also known as book income) exceeding an average of $1 billion for a consecutive three-year period (or an average of $100 million for a U.S. corporation that is part of a foreign parent multinational group if the adjusted financial statement income of such group exceeds an average of $1 billion for a consecutive three-year period). Adjusted financial statement income generally is the net income or loss reported on the corporation’s applicable financial statement for a tax year, with adjustments for specific items.The bill repeals the CAMT and modifies a related limit on the amount of general business tax credits allowed for a corporation.

Allowing Contractors to Choose Employees for Select Skills Act or the ACCESS ActThis bill prohibits federal contract bid solicitations for contractor personnel from including minimum educational requirements unless the contracting officer justifies the requirements. The prohibition applies to educational requirements that may be met through education alone, education or experience, or a combination of education and experience.The bill also requires the Office of Management and Budget to issue implementing guidance to federal agencies, including instructions for contracting officers that encourage using alternatives to education requirements.

Higher Education Reform and Opportunity ActThis bill revises requirements governing student loans and the accreditation of institutions of higher education (IHEs).Specifically, the bill consolidates federal student loans into one student loan program and phases out loan forgiveness for borrowers.Additionally, the bill makes postsecondary education courses and programs (e.g., apprenticeship programs) that provide credits toward a postsecondary certification, credential, or degree eligible for federal student aid funding if the courses and programs are accredited by a state that has an alternative accreditation agreement with the Department of Education (ED).The bill requires IHEs to publish certain enrollment and financial aid information, including (1) the percentage of former financial aid recipients who are employed at various intervals following graduation, and (2) the average amount of total federal student loan debt accrued upon graduation. The Government Accountability Office must compile, study, and report on all such information published by IHEs. Further, the bill prohibits the disclosure of personally identifiable information and directs ED to establish penalties for violations. Lastly, the bill requires an IHE to pay a default rate fine for a fiscal year in an amount that is equal to the applicable percentage of outstanding federal student loans (i.e., the total amount of loans issued to students for attendance at the IHE for which regular on-time payments are not being made). An IHE shall receive a $400 credit for each graduate of the IHE who received a Federal Pell Grant while enrolled at the IHE during the fiscal year.

Pay Our Coast Guard ActThis bill provides continuing appropriations to the Coast Guard for pay and benefits when there is a Coast Guard-specific funding lapse.Under the bill, a Coast Guard-specific funding lapse occurs when (1) a bill providing appropriations for the Coast Guard for a fiscal year has not been enacted before the beginning of that fiscal year, and no joint resolution providing continuing appropriations for the Coast Guard is in effect; and (2) a bill providing appropriations for the Department of Defense (DOD) for the fiscal year has been enacted before the beginning of the fiscal year, or a joint resolution providing continuing appropriation for DOD is in effect. If a Coast Guard-specific funding lapse occurs, the bill provides appropriations to the Coast Guard forpay and allowances for military members of the Coast Guard who perform active service or inactive-duty training;pay and benefits for certain civilian employees and contract employees;the payment of a death gratuity;payments for travel related to funerals, the dignified transfer of remains, and unit memorial services; andthe temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty.The bill generally provides the appropriations to the Coast Guard until the earlier of (1) the enactment of specified Coast Guard appropriations legislation, or (2) the termination of the availability of appropriations for DOD.

Stop Russian Market Manipulation ActThis bill prohibits the importation of specified minerals from Russia.Specifically, the bill prohibits the importation of platinum, palladium, braggite, rhodium, ruthenium, nickel, cooper, or zinc if the mineral is (1) produced in Russia or by a Russian entity; or (2) determined to have been exchanged with, swapped for, or otherwise obtained in lieu of such a mineral in a manner designed to evade or circumvent this prohibition. The President may not waive this prohibition.The prohibition shall continue to apply until one year after the President certifies to Congress that the Russian government has ended all hostilities against Ukraine. If the Russian government resumes hostilities against Ukraine within three years of a certification, then the prohibition shall resume effect.

Saving Privacy ActThis bill eliminates or restricts various financial reporting requirements and requires congressional approval for new and existing regulations issued by specified financial regulatory agencies.Specifically, the bill eliminates provisions that require financial institutions to report certain financial information to federal agencies. Currently, financial institutions are required to report certain financial transactions (e.g., transfers of over $10,000) for the purpose of detecting illicit activity, such as money laundering or the financing of terrorism. Under the bill, such records are only obtainable through a search warrant. Further, the bill generally prohibits the federal government from accessing an individual’s financial records without a warrant based on probable cause and establishes criminal penalties for violations.Additionally, the bill requires congressional approval for major rules issued by specified financial regulatory agencies, including rules currently in effect. The bill also eliminates or reduces reporting requirements applicable to (1) the beneficial ownership of certain corporate entities; (2) third-party settlement organizations (e.g., certain online platforms, apps, and card payment processors); and (3) the Consolidated Audit Trail (i.e., data collected by national securities exchanges to track securities market activity).The bill generally prohibits federal agencies from issuing or using a central bank digital currency.The bill prohibits federal agencies from restricting a person's use of convertible virtual currency for their own purposes or to conduct transactions through a self-hosted wallet. Safeguarding the Transparency and Efficiency of Payments Act or the STEP ActThis bill requires federal agencies to take certain actions to prevent improper payments (i.e., payments that should not have been made or were made in an incorrect amount). The bill requires agencies to annually identify as susceptible to significant improper payments any new program or activity that is in its first four years of operation and has, or is expected to have, outlays exceeding $100 million in any of its first three fiscal years of operation, with exceptions for activities that are not susceptible to significant improper payments. (Agencies must report estimates of improper payments for activities identified as susceptible.) The bill allows agencies, when estimating improper payments, to use an estimation methodology approved by the agency's chief financial officer (CFO). (Currently, only methodologies approved by the Office of Management and Budget may be used.)An agency’s annual financial statement must include certain reports related to the agency’s improper payments. Such reports must also include a certification by the agency CFO that the identification of programs and activities susceptible to significant improper payments is reliable as well as a description of the CFO's actions to monitor required corrective action plans. Each agency must report to Congress for each of the 10 fiscal years after enactment on certain matters, including progress in managing fraud risks and implementing financial controls.
