A bill to amend the Religious Freedom Restoration Act of 1993 to protect civil rights and otherwise prevent meaningful harm to third parties, and for other purposes.

A bill to amend the Internal Revenue Code of 1986 to increase the standard charitable mileage rate for delivery of meals to elderly, disabled, frail, and at-risk individuals.

Basin Fund Preservation ActThis bill directs the Bureau of Reclamation and the Western Area Power Administration, in consultation with the Glen Canyon Dam Adaptive Management Work Group, to enter into a memorandum of understanding to explore and address the impact that the 2024 record of decision entitled Supplement to the 2016 Glen Canyon Dam Long-Term Experimental and Management Plan Record of Decision has on the Upper Colorado River Basin Fund. The memorandum of understanding must include a plan to (1) address the effects that the decision may have on the fund's obligations, (2) address the impact that the decision has on hydropower production at Glen Canyon Dam, and (3) identify impacts that the decision has had on species listed as threatened or endangered species.By way of background, Reclamation published a Final Supplemental Environmental Impact Statement (SEIS) under the National Environmental Policy Act of 1969 for the Glen Canyon Dam Long-Term Experimental and Management Plan (LTEMP) in 2024. The SEIS revises the 2016 LTEMP Record of Decision to address two issues: (1) responding to the threat of the invasive smallmouth bass below Glen Canyon Dam, and (2) incorporating the latest sediment science to assess when high-flow experiments should be conducted in order to protect the endangered humpback chub.

A bill to designate certain land administered by the Bureau of Land Management and the Forest Service in the State of Oregon as wilderness and national recreation areas, to withdraw certain land located in Curry County and Josephine County, Oregon, from all forms of entry, appropriation, or disposal under the public land laws, location, entry, and patent under the mining laws, and operation under the mineral leasing and geothermal leasing laws, and for other purposes.

Extreme Risk Protection Order Expansion Act of 2025This bill establishes grants to support the implementation of extreme risk protection order laws at the state and local levels, extends federal firearms restrictions to individuals who are subject to extreme risk protection orders, and expands related data collection. Extreme risk protection order laws, or red flag laws, generally allow certain individuals (e.g., law enforcement officers or family members) to petition a court for a temporary order that prohibits an at-risk individual from purchasing and possessing firearms.Among its provisions, the billdirects the Department of Justice to establish a grant program to help states, local governments, Indian tribes, and other entities implement extreme risk protection order laws;extends federal restrictions on the receipt, possession, shipment, and transportation of firearms and ammunition to individuals who are subject to extreme risk protection orders; andrequires the Federal Bureau of Investigation to compile records from federal, tribal, and state courts and other agencies that identify individuals who are subject to extreme risk protection orders.

A bill to extend expiring health provisions and improve health care delivery.

Veteran Fraud Reimbursement Act of 2025This bill modifies the procedures by which the Department of Veterans Affairs (VA) reissues misused benefits to a beneficiary, including by requiring the VA to establish methods and timing with respect to determining whether an instance of misuse by a fiduciary is the result of negligence by the VA. The bill also provides that if a beneficiary predeceases a reissuance, the VA must pay the amount to a surviving beneficiary in the same method as certain other VA benefits are paid upon the death of a beneficiary.Under the bill, the VA may not withhold the reissuing of a benefit payment by reason of a pending determination regarding the VA's negligence in relation to the instance of misuse by a fiduciary. Additionally, the VA is not required to make a determination regarding its negligence for each instance of misuse by a fiduciary of all or part of an individual's benefit paid to such fiduciary.

A bill to reform restrictions on the importation of firearms and ammunition.

A bill to require certain flags of the United States to be made in the United States, and for other purposes.

A bill to amend the Internal Revenue Code of 1986 to provide for the indexing of certain assets for purposes of determining gain or loss.

Farmers Freedom Act of 2025This bill excludes certain prior converted cropland from permit requirements under the Clean Water Act, including Section 404 permits for discharges of dredged materials into waters of the United States (WOTUS). The exclusion applies to areas that were converted to cropland prior to December 23, 1985. However, the bill does not exclude an area that has reverted to wetlands and has not been used for agricultural purposes in five years.In recent years, there has not been regulatory consistency about which cropland, such as cropland that has reverted to wetlands, is protected under the scope of the act as WOTUS. In 2020, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers issued the Navigable Waters Protection Rule that, among other provisions, defined prior converted cropland in order to specify which cropland is excluded from the scope of the act. However, the U.S. District Court for the District of Arizona vacated the rule in Pascua Yaqui Tribe v. EPA. In 2023, the EPA and the Army Corps of Engineers issued another rule that excluded prior converted cropland from the scope of the act, but they defined the exclusion more narrowly than the exclusion in the 2020 rule. Similar to the 2020 rule, this bill broadens the exclusion. The bill determines the scope of the exclusion by defining the term prior converted cropland in statute. 

A bill to amend title 5, United States Code, to protect and expand access to fertility treatment under the health insurance program carried out under chapter 89 of that title, and for other purposes.

Precision Brain Health Research Act of 2025This bill expands the Scott Hannon Initiative for Precision Mental Health, a program at the Department of Veterans Affairs (VA).Specifically, the bill expands the scope of the initiative by requiring the identification and validation of brain and mental health biomarkers among veterans for repetitive low-level blast exposure, dementia, and other such brain conditions. Currently, the initiative addresses several other conditions such as depression and post-traumatic stress disorder.The VA must work with the Department of Defense to establish a data-sharing partnership under the initiative.The bill requires the VA to conduct various research studies about repetitive low-level blast exposure under the initiative.The VA must seek to enter into a contract with the National Academies of Sciences, Engineering, and Medicine to work in tandem with the initiative on validation of brain and mental health biomarkers among veterans and report on the findings at least once every two years.The VA must assess all in progress and planned translational research studies under the initiative and report to Congress on the assessment.Additionally, the VA must report to Congress on the initiative at least once every two years and include recommendations for immediate administrative and legislative action to improve the initiative.The bill authorizes the initiative through FY2034.
