Sea Turtle Rescue Assistance and Rehabilitation Act of 2025This bill reauthorizes through FY2030 and expands the John H. Prescott Marine Mammal Rescue and Response Grant Program to include separate grants to rescue sea turtles. The grants must be used forthe recovery, care, or treatment of sick, injured, or entangled sea turtles;responses to rescue stranded sea turtles;the collection of data and samples from living or dead stranded sea turtles for scientific research or health assessments;facility operating costs that are directly related to activities to assist sea turtles; or development of stranding network capacity where facilities do not exist or are sparse.In addition, the bill establishes the Sea Turtle Rescue, Rehabilitation, and Rapid Response Fund.

Romance Scam Prevention ActThis bill requires online dating service providers (i.e., mobile applications or websites) to provide users with a fraud ban notification if the user has established an account with the service and received a message through the service from a banned user of the service.The fraud ban notification must include (1) the username or other profile identifier of the banned user and the most recent time when the user who is receiving the notification sent or received a message through the service to or from the banned user, (2) a statement that the banned user may have been using a false identity or attempting to defraud other users, (3) a statement that the user should not send cash (or another form of currency) or personal financial information to another user, (4) information about avoiding online fraud (e.g., a link to another website or a disclosure) and (5) contact information for the provider's customer service department.The bill provides for enforcement of these requirements by the Federal Trade Commission and state attorneys general.

Digital Integrity in Democracy ActThis bill requires large social media platforms to promptly remove from their sites false information about election logistics and voter eligibility.Specifically, platforms notified of potential false election information must investigate the veracity of the flagged information and, if it is false, remove it. Covered information includes false information about the time and place of, or voter eligibility for, an election. Platforms must generally remove false information within 48 hours of receipt of notification of its existence. If notification is received on the day of an election, including during an early or absentee voting period, the information must be removed within 24 hours. The Department of Justice may bring a civil suit against a social media platform that violates the timely removal requirement. States may bring suit against a platform if the false information at issue related to an election in the state, and candidates may bring suit against a platform if the candidate was aggrieved by the false information. Such suits may seek money damages and injunctive relief. The bill also specifies that Section 230 protection does not apply to false election information that is knowingly hosted on a social media platform. (Section 230 generally precludes providers and users of an interactive computer service (e.g., a social media platform) from being held legally responsible under federal law for content provided by a third party.) However, platforms that comply with the timely removal requirements with respect to false election information retain Section 230 protection.

School Bus Safety Act of 2025This bill directs the Department of Transportation (DOT) to issue rules requiring school buses to have certain safety features. DOT must also establish a grant program to assist in the implementation of the requirements.Specifically, DOT must issue rules requiring school buses to includethree-point safety belts for all seats,a fire suppression system which addresses engine fires,a firewall between the engine and passenger compartment that prevents hazardous quantities of gas or flames from passing through the firewall,increased performance standards for interior flammability and smoke emissions,an automatic emergency braking system,an event data recorder, andan electronic stability control system.DOT must also require at least eight hours of behind-the-wheel training for school bus operators that meets specified requirements.Further, the Federal Motor Carrier Safety Administration and the National Highway Traffic Safety Administration (NHTSA) must issue rules on the evaluation of safety sensitive personnel for moderate-to-severe obstructive sleep apnea.NHTSA must also study the benefits of requiring school buses manufactured in, or imported into, the United States to be equipped with a motion-activated detection system that is capable of detecting road users (e.g., pedestrians and bicyclists) and alerting the bus operator of their presence. NHTSA must issue rules implementing such a requirement.Finally, DOT must establish a grant program to assist local educational agencies in (1) purchasing school buses equipped with three-point safety belts or any of the other safety features required under this bill, and (2) modifying existing school buses.

Telework Reform Act of 2025This bill establishes additional terms and conditions for executive agency telework policies. It also authorizes agencies to noncompetitively hire qualified covered veterans, military spouses, and spouses of law enforcement officers for remote telework (i.e., full-time telework from an approved alternative worksite). The bill provides, among other requirements, that agencieslimit telework agreements to a period of one year,review telework agreements at least annually,ensure that telework policies address the extent to which telework may be restricted based on performance or disciplinary action, and establish systems to confirm that employees are working solely at approved worksites.The bill also authorizes agencies to noncompetitively appoint veterans, military spouses, and spouses of law enforcement officers with appropriate qualifications to remote telework positions. The authority for hiring spouses of law enforcement officers is a seven-year pilot program. Further, the bill requires the (1) Office of Management and Budget to issue guidelines to protect the security of information and systems used while teleworking, and (2) the Government Accountability Office to conduct a study comparing the processing time for constituent services provided by agencies as of the study's date with the average processing times in 2019.

Representing VA with Accuracy Act or the REP VA ActThis bill requires the Department of Veterans Affairs (VA) to ensure that any call made to a veteran by a VA employee or contractor regarding VA services or benefits is made from a single, well-known telephone number and uses caller identification that indicates the call is from or on behalf of the VA.The VA must also ensure the Veterans Health Administration has at least one call center in each time zone in the United States to address concerns regarding appointments and referrals for health care.

Ensuring Pathways to Innovative Cures Act of 2025 or the EPIC Act of 2025This bill lengthens the amount of time for which drug products must have market approval in order for the products to qualify for negotiation under the Medicare Drug Price Negotiation Program.The Medicare Drug Price Negotiation Program requires the Centers for Medicare & Medicaid Services to negotiate the prices of certain prescription drugs under Medicare beginning in 2026. Among other requirements, drugs must have had market approval for at least 7 years (for drug products) or 11 years (for biologics) to qualify for negotiation. The bill modifies these provisions so as to require drug products to also have had at least 11 years of market approval in order to qualify for negotiation beginning in 2028.

Fighting Post-Traumatic Stress Disorder Act of 2025 This bill requires the Office of Community Oriented Policing Services within the Department of Justice (DOJ) to report on one or more proposed programs for providing mental health care to public safety officers and related personnel.Under the bill, a proposed program must be administered by DOJ and must make treatment and preventative care available to public safety officers and public safety telecommunicators for job-related post-traumatic stress disorder or acute stress disorder.The bill requires the report to also include draft legislative language related to each proposed program, as well as the estimated cost for administering each proposed program.
