<p><b>Pet Safety and Protection Act of 2023</b> </p> <p>This bill revises requirements concerning the sources of dogs and cats used by research facilities. Specifically, the bill revises the list of permissible sources of dogs and cats used by research facilities to include dogs and cats obtained (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Department of Agriculture. The requirements pertaining to sources apply to dogs and cats obtained through sales, donations, or offers. Monetary penalties are established for violations.</p>

<p><b>Private Student Loan Bankruptcy Fairness Act of 2023 </b></p> <p>This bill modifies the treatment of certain student loans in bankruptcy.</p> <p>Specifically, it allows private student loans to be discharged in bankruptcy regardless of whether a debtor demonstrates undue hardship. Under current law, student loans may be discharged in bankruptcy only if the loans impose an undue hardship on the debtor.</p>

<p><b>Protecting Speech from Government Interference Act</b></p> <p>This bill generally prohibits federal employees from censoring the speech of others while acting in an official capacity.</p> <p>Specifically, the bill prohibits employees of executive agencies or who are otherwise in the competitive service from (1) using their official authority to influence or advocate for a third party, including a private entity, to censor speech; (2) censoring the speech of any person who has a pending regulatory application with, or is the subject of or a participant in an active enforcement action by, the employee's office; or (3) engaging in censorship while on duty, wearing a uniform, or using official government property. Certain presidential appointees may not censor speech at any time, including outside normal duty hours. </p> <p>Employees are subject to disciplinary action, civil penalties, or both for violations.</p> <p>The bill defines <i>censor </i>or <i>censorship</i> to include ordering or advocating for the removal of lawful speech, the addition of disclaimers, or the restriction of access with respect to any platform (e.g., social media).</p>

<p><b>Improving Science in Chemical Assessments Act</b></p> <p>This bill modifies procedures related to specified chemical assessments performed by the Environmental Protection Agency (EPA). Specifically, chemical hazard identification and dose response assessments must be performed by the appropriate EPA program office (they are currently performed by the Integrated Risk Information System program).</p> <p>Additionally, the bill requires the EPA to establish a steering committee to ensure there is no duplication of effort by relevant program offices in conducting covered assessments.</p>
