  • Today I'm here to present AB 458, which is known as the Firearm Procurement Act.
  • , to develop model guidelines for departments, boards, and commissions of the state when they're procuring
  • So the initial version of this bill explicitly listed procurement guidelines.
  • Leah Griffin with the American Federation of State, County and Municipal Employees, a proud co-sponsor
  • Leah Griffin with the American Federation of State, County and Municipal Employees in support.
Summary: The committee heard several bills, with testimony largely in support and some opposition on a few measures. AB 458 would direct the Department of General Services, in consultation with the Department of Justice, to develop model procurement guidelines for state purchases of firearms, ammunition, and accessories so agencies avoid vendors that violate gun laws; law enforcement and San Francisco representatives supported it, and members discussed adding oversight and vetting. AB 1729 would update state telework policy by requiring written telework plans for return-to-office decisions and restoring public reporting on telework savings; supporters cited cost savings, productivity, climate benefits, and worker flexibility, while the author clarified it would not alter collective bargaining under the Dills Act. AB 1754 would require post-completion reporting on bond-funded programs’ goals and outcomes; supporters framed it as a transparency and accountability measure, while counties and water agencies opposed it unless amended, warning of added bureaucracy, delays, and litigation risk. AB 1841 would create a paid state holiday recognizing California Native American Day, and AB 2115 would issue a formal legislative apology to California’s first peoples and install a commemorative plaque at the Capitol; both drew strong tribal and labor support and broad committee praise, with members emphasizing education, historical acknowledgment, and healing. AB 2211 would allow craft distillers to operate a satellite room and use certain alcohol modifiers on premises, and AB 1991 would authorize wineries, breweries, and craft distilleries to conduct sensory tastings for research with guardrails; both had industry support, with AB 1991 drawing one opposition voice from Alcohol Justice. AB 1578 would require elected officials to take anti-hate speech training as part of existing sexual harassment training; it drew sharp First Amendment objections from opponents and mixed committee views, but the motion to send it to Appropriations passed on a recorded vote. The committee also heard AB 1807, which would bar state-owned property from being used for federal immigration enforcement operations; the author and supporters argued it would protect communities and prevent state complicity in federal actions.

Summary: The House met with a quorum and began with prayer, the Pledge of Allegiance, and several personal privileges recognizing National Police Week, fallen law enforcement officers, a young Olympic weightlifter, a community sports agent, a deceased coach, Alpha Phi Alpha Fraternity Day, the Louisiana Cattlemen’s Association, aviation professionals, and a birthday tribute. The chamber also received Senate messages, committee reports, and a long series of resolutions and bills, many of which were adopted or concurred in without objection. Several measures were returned to the calendar, while others were advanced with technical or clarifying amendments. A major portion of the meeting focused on resolutions honoring or commemorating people and groups, including National Police Week, Barron Baker, Paul T. Derezel II, Coach Emilio Tese, Alpha Phi Alpha, Louisiana Realtors Day, Special Olympics Louisiana, and various memorial highway designations. The House also adopted or concurred in resolutions on topics such as DOTD signage, shrimp procurement, geothermal energy, opioid settlement reporting, hospital design standards, Medicaid redetermination flexibility, chronic wasting disease management, remote online notarization, and a task force on intestate succession. Testimony on these items was generally supportive and brief, with sponsors explaining that most were technical, commemorative, or requests for study. The chamber also took up several substantive bills and Senate amendments. Among the measures concurred in were bills on peace officer citizenship requirements, post-conviction bail limits, portable benefits for independent contractors, workforce development, construction debris burning, license plate coverings, insurance and captive insurers, oil field indemnification, and rural infrastructure financing. One notable bill, HB 39 on peace officer citizenship, drew questions about National Guard members and legal permanent residents before the House concurred in the Senate amendments by a 74-22 vote. HB 134 on harmful material and interactive computer services had its Senate amendments rejected, while HB 359 on nonaffiliated candidates was temporarily returned to the calendar. The most extended debate came on the conference committee report for HB 842, which addressed Louisiana election law in response to the federal Callais decision. Members questioned how the report would affect the current congressional election cycle, absentee ballots, qualifying dates, signature requirements, and whether the closed party primary for U.S. House races had been canceled in favor of an open primary in the fall. The sponsor explained that the report cancels the current closed party primary for congressional races, voids ballots cast in that canceled election, returns qualifying fees, lowers petition-signature requirements, and sets new dates for the open primary and runoff. The House suspended the rules to consider the report the same day it was received, and the discussion highlighted concerns about election administration, district maps, and the scope of the changes before the chamber moved forward.

Summary: The Senate opened with a prayer, the Pledge of Allegiance, doctor and guest introductions, and then moved to the special order calendar. Early bills passed included measures on the Florida Trust Code (SB 806/HB 1173), school district reporting requirements and educator misconduct reporting (SB 1374), debt collection email communications (SB 232), service of process updates (SB 576/HB 157), public lodging and food service establishments (SB 606), lien waivers and releases (SB 658), Crime Stoppers public records exemptions (SB 710), health care licensure and foreign-country business interests (SB 768, amended), diabetes management in schools (SB 772/HB 597), platting procedures (SB 784), fentanyl testing in hospitals (SB 1346/HB 1195), third-party reservation platforms (SB 940), electronic landlord-tenant notices (SB 1164/HB 615), leaving the scene of a crash restitution (SB 1378/HB 479), background screening for athletic coaches (SB 1546), surrendered infants and infant safety devices (SB 1690/HB 791), and affordable housing/Live Local Act changes (SB 1730, amended). Several other bills were temporarily postponed, including measures on trespass, higher education, transportation services, the UCC, altered sexual depictions, firearms during emergencies, Brownfields, false reporting, health care billing, motor vehicles, utility services, and others. Most of the debate centered on a few controversial bills. Senators debated the fentanyl testing bill in support of faster detection and life-saving treatment, and the surrendered infants bill drew opposition over safety, anonymity, and liability concerns, though supporters argued baby boxes provide a monitored safe surrender option. The affordable housing bill received an amendment and broad support as a continuation of the Live Local Act, with changes to zoning, parking, height, and litigation procedures. The day’s most contentious measure was the agriculture/consumer services package (SB 700), where senators argued over the bill’s fluoride-related preemption; opponents criticized the policy and process, while the sponsor emphasized broader agriculture, consumer protection, and FFA-related provisions. That bill passed 27-9. Votes on the other major bills were largely bipartisan and often unanimous or near-unanimous, with several bills passing 35-37 yeas and few or no nays. The Senate also adopted a motion to immediately certify all bills passed that day to the House. The session concluded with announcements recognizing visitors, including Taiwan representatives, and remarks about a lantern-lighting observance tied to the 250th anniversary of Paul Revere’s ride, followed by adjournment until the next scheduled meeting.

House Appropriations & Finance

Bills: HB253 , HB153 , HB255 , HB287 , HB371 , SB151 , HB8 , SB177
Summary: The committee first corrected its action on Senate Bill 151, noting that the earlier motion had been made incorrectly after the committee substitute was amended. Members then moved to do not pass the Senate Finance Committee substitute and do pass the same committee substitute so it could be sent to the floor. The only change identified in the substitute was an adjustment to the sunset date. A roll call vote followed, with several members voting yes and a few voting no or being excused, and the motion to report the committee substitute out with a due pass recommendation carried. After the SB 151 vote, the chair said the committee was essentially finished and expected to meet on the floor the next day, likely around noon, with a plan to come in earlier and handle a few more bills. The discussion then shifted to House Bill 2 and the broader issue of state employee compensation. One member argued that over the past several years the state had already provided substantial pay raises and benefits, citing roughly $1.3 billion in raises, about $184 million annually for health care costs, and $116 million annually for employer pension costs, for a total of about $1.6 billion over four years. That member said the state had done enough on employee compensation and that a proposed 1% increase did not make sense given competing priorities such as child care and other needs. The committee then adjourned, and there was a brief question about when the university fund bill would be heard, but no firm timing was given.
