Representative Pfeiffer presented HB 3728, described as a work in progress that would move scrap dealer licensing from the Department of Agriculture to DEQ. He said the current program is underfunded, enforcement is weak, and the agencies and scrap dealers are still discussing licensing fees and administration costs.
