It then heard and approved several committee bills, including CS/CS/SB 1260 on building code inspections, which directs the Department of Management Services to contract with private providers for plan review and inspections; CS/SB 1668 on NICA, which updates benefits, oversight, funding, and immunity language; SB 1300 on a workforce/CDL training program for selected nonviolent inmates; CS/CS/SB 598 on funeral and cemetery services; CS/SB 1580 on illegal gaming enforcement; CS/SB 934 on Florida Keys affordable housing tax exemptions; and CS/CS/SB 1452, an agency bill updating DFS programs and licensing rules. Each of those bills was reported favorably after committee debate and, in several cases, amendments were adopted. The committee spent substantial time on CS/CS/SB 1510, the DEP package, which reorganizes environmental rulemaking and land acquisition authority, expands septic-to-sewer and nutrient-reduction requirements in sensitive areas, updates stormwater and resilience provisions, and revises related permitting and grant programs. Two amendments were adopted, including one adding solar-energy and stormwater-related provisions and another removing septic disclosure reporting language. Testimony included support from DEP and concerns from environmental advocates about septic timelines and implementation. The bill was ultimately reported favorably. The committee also considered CS/CS/SB 1566 on local government budget transparency, requiring counties and municipalities to post budgets and related materials online for extended periods in a standardized format. The League of Cities opposed the bill as an unfunded mandate, while the sponsor argued it would improve taxpayer access and accountability; the bill was reported favorably. Finally, the committee heard SB 7034, a rule ratification for minimum flows and levels for the lower Santa Fe and Ichetucknee rivers and priority springs, with testimony focused on the proposed Water First restoration strategy, conservation measures, and concerns about water quality, funding, and local opposition. Summary: The Senate Committee on State Affairs met and heard several bills related to legislative process and court jurisdiction. Senate Bill 1386, by Senator Huffman, would change compelled legislative testimony from blanket transactional immunity to testimonial immunity, allowing compelled statements or documents to be used against a witness in criminal prosecution only if not derived from the compelled testimony, while preserving protection against perjury and false statements and retaining the right to counsel. No public witnesses testified, and the bill was left pending. The committee then heard Senate Bill 1470, by Chairman Hughes, which would require DPS to share existing data on cross-state driver’s license cancellations with the Secretary of State for voter-roll maintenance. Hughes said the bill does not create new data collection and is intended to improve list maintenance. A DPS resource witness was present, there was no substantive opposition, and the bill was left pending. Senate Bill 1210, also by Hughes, would address conflicts between the Texas Supreme Court and the Court of Criminal Appeals on constitutional questions by making the Supreme Court the final arbiter in limited circumstances. Chris Hilton supported the bill, but Allen Place, Jack Rohde, and Philip Furlow opposed it, arguing it was unconstitutional, unnecessary, and could create practical problems in criminal post-conviction litigation. The bill was left pending after testimony. The committee also heard Senate Bill 311, which would conform the Government Code to the Texas Constitution by clarifying the Supreme Court’s original writ authority against lower courts and officials other than the governor. Justice Evan Young and Chris Hilton supported the bill as a clarification of existing authority, while no one testified against it; the bill was left pending. The committee then recessed to allow the chamber to rearrange for the Senate session.

The committee then took up HJR 583, a proposed constitutional amendment to codify religious liberty and expression in schools. Supporters argued it would strengthen existing protections and give voters the final say, while opponents from parent, atheist, interfaith, and church groups warned it could privilege dominant faiths, create coercion or confusion in schools, and reduce flexibility for districts. After extended debate, the resolution passed 18-1, with Rep. Harris voting no. The committee next heard CS/HB 453, which would allow students to substitute participation in Special Olympics for a PE credit and marching band for PE and arts credit under certain conditions. The sponsor and supporters said the bill recognizes the physical demands of these activities and would benefit students with disabilities and band students; school district and PTA representatives waived in support. The bill passed unanimously, 19-0. Finally, HB 127, requiring cursive writing instruction in grades 2 through 5, was presented as a literacy and heritage measure. Supporters said it would help students read historical documents and strengthen handwriting skills, while questions focused on grading, retention, and applicability to charter schools. It passed 17-0. The committee then adjourned.
