Summary:
The committee heard several public safety bills and took action on multiple measures. AB 1662 by Assemblymember Wilson, which would require notice to the DMV when a defendant receives diversion in certain driving-related cases so points can still be assessed administratively, drew support from law enforcement, district attorneys, AAA, and road safety advocates, with opposition from the Western Center on Law and Poverty. The bill passed on a due pass motion to Transportation and was held on call. AB 1741 by Assemblymember Pacheco, as amended, would allow sexual battery committed during an unlawful residential intrusion to be charged as a wobbler; prosecutors and victim advocates supported it, while public defender organizations argued existing law already covers the conduct and warned the bill was overbroad. It passed due pass as amended to Appropriations and was held on call.
AB 2760 by Assemblymember Sharp Collins would let counties with an Office of Inspector General expand that office’s oversight to probation and animal control departments. Supporters, including the author, an Ella Baker Center representative, and San Diego County Supervisor Monica Montgomery Steppe, said it would improve transparency and help counties lacking capacity. Probation officials and Fresno County opposed, citing existing oversight structures and concerns about conflicts, confidentiality, and duplication. The bill passed due pass to Local Government, with some no votes, and was held on call. AB 1753 by Assemblymember Wix, the Survivor Pathways to Safety Act, would strengthen firearm relinquishment and protection-order enforcement, expand firearm prohibitions for certain threats and violations, and broaden remote hearing and notification provisions. Support came from gun violence prevention, victim, medical, and law enforcement groups; gun rights organizations opposed on due process grounds. It passed due pass as amended to Judiciary and was held on call.
The committee also heard AB 1743 by Assemblymember Wix, which would allow local governments and certain universities to request firearm trace data from DOJ for research and policy purposes. Supporters said the data would help identify trafficking patterns and inform evidence-based policy, while opponents warned about privacy, misuse, and stigmatizing lawful dealers. The bill passed due pass to Appropriations and was held on call. AB 2164, the Care Without Fear Act, would strengthen California’s shield-law protections for reproductive health care providers against extradition and related enforcement; supporters framed it as protecting lawful care in California, while opponents raised concerns about abortion and gender-affirming care and due process. It passed due pass to Judiciary and was held open. AB 2664, the Safe Worship Zone Act, would create a narrow buffer around houses of worship to prevent harassment of people entering or exiting; faith-based and anti-hate groups supported it, while civil liberties and some community groups opposed it as an unconstitutional speech restriction. The bill passed due pass to Appropriations and was held on call. The committee then began hearing AB 2122 by Assemblymember Kalra, which would prohibit bench warrants for Vehicle Code infractions and allow noncustodial warrants for other infractions, but the transcript cuts off before testimony or action on that bill.

Summary:
The committee opened by noting it was likely its last hearing of the 2026 session, then took up several resolutions. SCR 54, on appointing a hydrogen fire safety expert and training on hydrogen-related protocols, and SCR 59, on allowing certain health care professionals to practice without a license during a state of emergency, drew no testimony. Members discussed SCR 59 as a response to past emergencies and the need for pre-approved, updated registries of professionals who could be deployed quickly in emergencies.
SCR 62 SD1, which asks the 911 Board to form a working group with the disability community to address access issues in emergency and 911 responses, received testimony from disability advocates and the 911 Board. Testifiers said the measure should ensure an integrated system with EMS infrastructure, real-time access for dispatchers and field personnel, and public education about the system; they also noted that Smart911 is no longer being used on Oahu and Maui and that a statewide, integrated approach is needed. Members agreed to work the suggested language into the resolution. SCR 179, urging Maui County to enforce fire code provisions on brush clearance, fuel breaks, roadside vegetation clearing, and emergency access, was noted as having no testimony but continuing to raise important issues.
SCR 74, calling for an audit of no-bid contracts issued under emergency proclamations from 2020 through 2025, drew strong support from a late testifier who tied the measure to emergency procurement concerns after the Lahaina wildfire and COVID-era contracting. The witness argued that procurement rules should not be waived in ways that compromise safety, and described concerns about unlicensed contractors and construction problems in a state housing project. Members asked about the scope of the audit and whether it would interfere with criminal investigations; the witness said the audit should cover a broad range of contracts, including nonprofit contracts, and should not be limited to the wildfire period. The committee also heard SCR 28 SD1 on creating a Hawaii Vietnam Veterans Medal, with support from the Department of Defense and veterans advocates, who said the resolution is intended to do the groundwork for a future appropriation and to determine eligibility and distribution procedures.
Finally, SCR 60 SD1, requesting updates on the “Breaking Cycles” rehabilitation and restorative justice study, received support from the Department of Corrections and Rehabilitation, the Correctional System Oversight Commission, and reform advocates. The department asked that reporting be annual rather than quarterly because of the complexity of the OCCC project, and supporters said the measure would promote transparency and help ensure the study’s recommendations are implemented. No votes were taken in the portion of the hearing provided.

Summary:
The Committee on Banking and Insurance met with a quorum present and took up a series of bills, beginning with SB 1286 by Senator Wright. That bill expands the law enforcement recruitment bonus program to include firefighters, creates a DFS grant review panel for fire-related grants, and establishes an institute for PTSD and first-responder behavioral health. Testimony from fire chiefs and others supported the measure, and the committee reported it favorably.
The committee then considered several insurance and financial regulation bills. CS/SB 198 by Senator Rousan, as amended, regulates virtual currency kiosks with transaction limits, notice and receipt requirements, and OFR enforcement authority; witnesses described it as a needed anti-fraud measure, especially for seniors, and it was reported favorably. CS/SB 772 by Senator Burgess, as amended, allows limited licenses for portable electronics and eyewear insurance, and CS/SB 1504 by Senator Claudio, as amended, creates a pathway for high school students to qualify for insurance customer representative licensure; both were reported favorably.
The committee also approved two cryptocurrency reserve bills by Senator Gruters: CS/SB 1038 creates the Florida Strategic Cryptocurrency Reserve framework, and CS/SB 1040 creates the related trust fund; both received technical amendments and favorable reports. CS/SB 1440 by Senator Martin, as amended, creates public records exemptions and cybersecurity reporting provisions for financial institutions and related entities, and it was reported favorably. Finally, SB 1668 by Senator Burton, which updates the NICA program’s funding and benefit structure, and CS/SB 570 by Senator Polsky, which creates a task force on payment scams, were both heard with supportive testimony and reported favorably. Senators later recorded additional affirmative votes on selected bills before the committee adjourned.

Joint Joint Committee on Public Service
Summary:
The Joint Committee on Public Service held its third hearing of the 194th General Court session, taking testimony on several individual bills and home rule petitions, mostly involving retirement and pension-related relief. The committee chair outlined hearing procedures, including three-minute limits for individuals, ten-minute limits for panels, livestreaming, and the deadline for written testimony. At the end of the hearing, the chair noted that House matters heard that day must be reported by Friday, July 11, 2025, subject to extensions, and the committee adjourned after testimony concluded.
Several witnesses supported bills seeking retirement credit or pension adjustments for public employees. These included H. 2917 for Dedham-Westwood Water District employees seeking pension buy-in credit; H. 2976 for Eileen Mullen to purchase creditable service for teaching in a criminal justice pilot program; H. 2996 for Virginia Cummings, a retired Department of Correction lieutenant seeking greater pension parity; H. 2977 for Wendy Lopieri to buy back part-time community college service; and H. 2989 for Wayne Taylor, who said he was mistakenly credited for fewer years of select board service than he expected. Testimony emphasized long public service, injuries, and what witnesses described as unfair denials or flawed interpretations of retirement law.
The committee also heard testimony on bills involving post-retirement earnings and disability-related relief. Kevin Blanchett testified in opposition to H. 2931, arguing it would improperly reduce money owed to a regional retirement system and its members, while the bill’s sponsor argued the retirement board was seeking an excessive recovery based on law firm gross earnings rather than the individual’s earnings. Jamie Magarian described severe injuries from a 2018 crash and urged favorable action on his bill, with support from the State Police Association. Michael Palmer testified in favor of S. 1841, seeking to extend prior violent-crime retirement income-cap relief to his case after being shot on duty and later finding that even part-time private-sector work exceeded his retirement earnings limit.
