The sponsor said the bill was developed with DEES to address leachate problems and improve safety oversight. DEES testified that the bill largely reflects current practice and would have no specific fiscal impact, with existing staff able to absorb any review workload. The committee moved House Bill 566 ought to pass, and the motion was approved unanimously. The committee also briefly discussed House Bill 624, a grant program for local river management advisory committees, but no vote was taken in the portion provided.
