Summary:
The House began with a quorum call, then moved into a series of special presentations recognizing guests and champions, including the Talihina state football team, the Hodgson Bulldogs state basketball champions, Sooner Start families and advocates, the Edmond Republican Women’s Club, Leadership Miami, and other visitors in the galleries. Members also adopted Senate Concurrent Resolution 17, honoring the long friendship between Oklahoma and Ireland and welcoming Irish Senator Aubrey McCarthy to the Capitol.
The chamber then considered and passed several bills on third reading. Among them were HB 4226, creating a formal recusal/disqualification process for judges with timelines; HB 4432, addressing itemized deductions and gambling-related tax treatment; HB 3304, requiring Service Oklahoma to check the methamphetamine user database before issuing a commercial driver’s license; HB 3411, requiring PFOS testing and related safeguards for biosolids land application; HB 3435, creating a single-subject rule for municipal bonds; HB 4339, updating probate publication requirements for rural Oklahoma; HB 4341 and HB 4342, both CASA-related measures; HB 1770, directing OSU Veterinary Medicine to study the elk population in the northwest zone; HB 1016, setting up trust protections for minors featured in monetized online content; and HB 413, clarifying that people with felony convictions may vote once they have fully completed incarceration, parole, supervision, and probation.

Summary:
The House convened, took the roll, offered the invocation and Pledge of Allegiance, and introduced Dr. Zachary Fowler as Doctor of the Day. The chamber also received several visitor introductions, including CPA representatives, Ms. Oklahoma 2025 Tessa Dorrell, Osage County elected officials, and retired firefighters. The floor leader noted a lengthy agenda and moved through second- and third-reading business.
Members debated and passed House Bill 437, which updates Oklahoma CPA licensure pathways to align with the 2025 Uniform Accountancy Act and create three structured routes to licensure; it passed 73-0. House Bill 1225, dealing with vital records and birth certificate sex designation language, drew extended debate over self-determination, accuracy of records, and constitutional concerns; it passed 73-18. House Bill 3076 created a new alternative teacher certification pathway and passed 76-17, with debate centered on whether alternative routes help fill shortages or weaken traditional preparation programs. House Bill 381 lowered the age to become a licensed fire extinguisher technician from 21 to 18 and passed 90-0.
During debate on the education bill, supporters argued alternative certification can improve recruitment and retention and cited out-of-state programs and retention data, while opponents said it could disincentivize traditional teacher preparation and worsen long-term retention. On the vital records bill, supporters described it as a transparency and accuracy measure, while opponents argued it would impose government judgments on identity and conflict with prior court rulings. After completing the listed business, the House recessed until 1:30 p.m.

Summary:
The Health and Human Services committee met and advanced a series of Senate bills, beginning with SB 1423, which repeals the Hospital Advisory Council because of repeated quorum and appointment problems; members discussed whether the council could instead be restructured, but the bill passed 9-1. SB 1426 changed vulnerable adult abuse reporting so only substantiated findings are reported, and SB 1502 repealed the Long-Term Care Advisory Council after it completed its original task; both passed unanimously. The committee also approved SB 1377 to provide duffel bags for children entering foster care and SB 1983 to support resource family partners and improve foster care/adoption outcomes, both by unanimous votes.
Members then passed SB 1466, which extends the sunset on the advisory committee on midwifery after adopting an amendment changing the extension date; SB 1645, which sets rules and best practices for OHCA audits of medical providers; SB 1647, which allows up to $1 million from the County Community Safety Investment Fund to support evidence-based pretrial diversion programs through the Indigent Defense System; and SB 1847, which lets certain Advantage Waiver Medicaid recipients with cognitive impairment remain in assisted living and age in place. The committee also approved SB 1565, establishing the framework for Oklahoma to receive federal Transforming Maternal Health Model grant funds, after adding a reporting amendment requiring a final report to state leaders.
Additional bills passed included SB 1562, described as an anti-poaching measure for hospice patients that holds hospices responsible for contractor conduct; SB 1329, requiring postpartum mental health screening during Medicaid-covered visits within a year after birth; SB 1383, a technical cleanup to the diabetes self-management education program; SB 1833, directing DHS to apply for a SNAP waiver to restrict certain purchases such as candy and soft drinks; and SB 1555, updating the statutory definition of intellectual disability to align with federal and Social Security standards. The final measure, SB 1344, created an insulin access and affordability program at the State Department of Health to expand low-cost insulin access and competition; it drew discussion about funding, pricing, and the nonprofit partner involved, and passed 9-2. The committee adjourned after the chair noted more double-assigned bills would be heard the following week.

Summary:
The Senate convened with 26 members present, heard a prayer from Dr. Steve Horn, and recited the pledge. The chamber then handled messages from the House, including concurrence in SCR 83 and appointment of conference committee members on several disagreements. A number of Senate resolutions were introduced or adopted, mostly creating study task forces or commending individuals and organizations, including resolutions on energy infrastructure, breast pump access, insurance coverage for auto repairs, biomarker testing, higher education funding, public-private partnership contracting, and various commendations. Several resolutions were adopted without objection, while others were returned to the calendar or concurred in by recorded vote, including SCR 29 and SCR 33 with House amendments.
The Senate also considered House and Senate bills and resolutions returned from the House, with many measures adopted or concurred in. Notable actions included concurrence in HCR 117 on homeowner insurance claims processes, adoption of HCR 5 on special red drum harvest permits, and passage of bills on TOPS Tech eligibility (HB 325), vapor product permitting (HB 623), ABLE/Tuition Trust administration (HB 749), design services contracting (HB 755), rare cancer advisory board composition (HB 761), non-emergency medical transportation reimbursement (HB 1028), public meeting notices (HB 1049), healthy food retail financing (HB 1194), genetic testing coverage for SCN2A disorders (HB 1199), grocery initiative grants (HB 1222, which failed), and a constitutional amendment on retirement debt repayment order (HB 27). The chamber also adopted HCR 95, creating a joint rule requiring a fiscal review of certain tax measures for sales and use tax uniformity.
Several measures drew extended debate. HB 181, which would allow the legislative auditor access to Medicaid and SNAP-related tax information for eligibility verification and fraud review, prompted concerns about privacy and scope but ultimately passed 26-8. HB 1220 on the State Board of Medical Examiners generated amendment discussion about board composition and transparency, including live video broadcasting of meetings, but was returned to the calendar before final action. HB 1018, creating a temporary local moratorium on certain alcohol permits in one Shreveport district, passed after discussion about broader policy solutions. The Senate then recessed for lunch at 2 p.m. after completing the subject-to-call list for the morning session.
