Transcript Highlights:
- This is Amendment 6 to an existing contract, and this is for Medicare Part D and retiree subsidy services
Summary:
The ALC-Review Subcommittee reviewed seven methods of finance, including university projects at ASU Jonesboro and Mountain Home, Black River Technical College deferred maintenance, UA Batesville’s Farm Project Gateway Center, UAMS PET cyclotron equipment, a new allied health building at UAPB funded by a federal grant, and UCA’s multi-purpose arena design work. The committee also approved an alternative delivery construction project for UAPB’s Allied Health and Sciences Building, with East Harding Construction selected and AMR Architects as designer.
Members then approved discretionary grants from the Department of Health and DHS, including support for a heart attack center designation, community health worker training, homeless services funding corrections, behavioral health transition support, and an enabling technology pilot. In the contracts section, the committee reviewed RFQs, construction-related contracts, intergovernmental contracts, and a large slate of out-of-state and in-state contracts covering topics such as seatbelt survey data collection, Medicaid and DHS systems, state hospital staffing and services, veterans’ services, education assessments, and state IT and procurement projects.
Several contracts drew extended questioning. Senators and representatives pressed DHS and the Department of Veterans Affairs about heavy reliance on contract nursing and staffing costs, and officials said they were using pay incentives and recruitment efforts to increase state employee staffing. Members also questioned AEDC’s lithium supply chain study and the Department of Education’s security contract, with concerns about projected costs and repeated amendments. The committee held three in-state contracts—Department of Education security services and two DHS staffing contracts—until Friday, then adopted the remaining contracts and received informational reports on contract amendments, executed contracts, and emergency procurements before adjourning.

Summary:
The Senate convened, approved the prior journal, and then moved through a series of budget-related and ceremonial items. The chamber accepted Rules and Finance Committee reports and took up several budget extender and budget implementation bills, including the main appropriations extender and later a transportation, economic development, and environmental conservation budget bill. Senators questioned the sponsor extensively about the status of the remaining budget bills, the use of messages of necessity, and the absence of joint budget conference committees. The extender bill passed 59-2, and later budget-related measures were advanced after reconsideration and amendment.
A major portion of the session focused on the environmental and energy provisions in the budget bill, especially changes to the Climate Leadership and Community Protection Act. Senators debated extending emissions targets, the role of cap-and-invest, utility affordability, ratepayer impacts, and the structure of a proposed blue-ribbon commission. Supporters said the changes were needed to give the state more time to implement the law and to protect affordability, while opponents argued the bill was a political delay that would not lower energy costs and relied too heavily on subsidies and future planning. The bill also drew questions about electric vehicle rebates, thermostat control programs, emergency diesel generation for Micron, and how imported electricity and out-of-state emissions would be treated.
The Senate also adopted several previously adopted resolutions honoring the 50th anniversary of the National Black Caucus of State Legislators, India Independence Day, the New York State Veterans Hall of Fame, and the 50th anniversary of Interfaith Works of Central New York. Senators spoke in support of each resolution, highlighting the contributions of Black legislators, Indian-American communities, veterans, and refugee and interfaith service organizations. The Veterans Hall of Fame ceremony was specifically noted as a chamber event, and guests were recognized from the floor and gallery.
In addition, the Senate restored recalled bills to the third reading calendar through reconsideration votes and amendments, including a highway law bill and another recalled bill, and then stood at ease for scheduled conferences and a Veterans Hall of Fame ceremony before resuming session. The transcript ended with discussion of a separate bill affecting automobile insurance serious-injury standards, with questions about what claims would remain available and whether the change would improve affordability.

Summary:
The joint House Ways and Means and Senate Finance committees met to hear identical conformity bills, HB 2153 and SB 1106, which would align Arizona tax law with the federal Internal Revenue Code as of Jan. 1, 2026, including some retroactive provisions for tax year 2025. Staff explained that the bills would exclude three federal provisions: the higher federal SALT deduction, the new senior deduction as written in H.R. 1, and the deduction for interest on new car loans. They would instead include a $6,000 retirement-income deduction for taxpayers age 60 and older, a $6,000 Roth IRA contribution deduction, a higher dependent tax credit, and a deduction for child and dependent care expenses above the federal credit. JLBC estimated the package would reduce general fund income tax revenue by about $441.3 million in FY 2026. Members also discussed that the Department of Revenue’s forms had been issued assuming full conformity, and staff and supporters argued the bills were needed quickly to avoid confusion and amended returns during filing season.
Committee members and sponsors largely framed the bills as tax relief and a way to provide certainty for taxpayers and preparers. Supporters said the package would help families, seniors, and workers, and noted that the Arizona version was negotiated to keep the overall tax relief roughly comparable to full conformity while shifting benefits away from the SALT deduction and toward child credits, retirement income, and child care. The sponsors also criticized the governor’s executive action and urged prompt passage so taxpayers would know how to file. Opponents argued the bills would reduce state revenue, worsen the budget outlook, and disproportionately benefit higher-income taxpayers and corporations. Several witnesses and members also raised concerns about the child care deduction, the retirement-income deduction, and the business expensing provisions, while supporters responded that the bill was designed to help working families and encourage saving and investment.
Public testimony was mixed. The Arizona Society of Certified Public Accountants and the Arizona Free Enterprise Club supported the bills, emphasizing early conformity, filing certainty, and reduced confusion for taxpayers and software providers. Opponents included Save Our Schools Arizona, the Arizona Center for Economic Progress, Opportunity Arizona, and several individuals, who argued the package would deepen budget problems and favor the wealthy. One witness objected to a federal school-choice-related provision she said was being tied to the bill, though committee members said the measure before them was a tax conformity bill and not a school finance bill. The hearing included extended debate over the fiscal impact, the governor’s prior requests for some of the same tax changes, and whether taxpayers would need to file amended returns if the legislature later changed course. The transcript ends during testimony from NFIB, with no final committee vote or action shown in the excerpt.

Summary:
The Assembly Budget Subcommittee on Accountability and Oversight heard ACA 20, the Safe for California Futures Act, a constitutional amendment to strengthen the state’s Budget Stabilization Account (rainy day fund). The authors, Assembly Members Gabriel and Valencia, said the measure would raise the reserve cap from 10% to 20% of General Fund revenues, change how reserve deposits are treated under the Gann limit so deposits would not count against the spending cap until withdrawn, and update eligible debt repayments to include items such as budget loans, Proposition 98 settle-up obligations, and unemployment insurance debt. They emphasized that the proposal was intended to protect schools and core public services and to help California better withstand revenue volatility and future downturns.
Committee discussion focused heavily on the technical effects of the measure, especially its interaction with Proposition 98 and the Gann limit. LAO and Department of Finance staff explained that Prop. 98 funding would not be changed directly, that the reserve deposits would be treated as exclusions from the appropriations limit, and that withdrawals would count when spent. Members asked about current reserve levels, mandatory deposits, and whether the measure would create more room for discretionary spending; supporters argued it would simply allow the state to save more in good years, while one member expressed concern that it could function as a slush fund and expand spending opportunities. Several members cited recent budget volatility, record revenues, and the need for stronger reserves, while others stressed that the measure should be understood as a future-oriented savings reform rather than a response to this year’s budget choices.
Public testimony was uniformly supportive. California Forward, Elevate California, and the California Chamber of Commerce all backed the proposal, with the Chamber noting support for the policy and highlighting the importance of addressing unemployment insurance debt for small businesses. The chair concluded by thanking the authors, staff, and witnesses, and said ACA 20 was expected to move to the Assembly floor the next day.
