Bills: HB471
Summary: The meeting primarily focused on H.R. 471, the Fix Our Forests Act, which aims to address the ongoing crisis of wildfires exacerbated by climate change and the need for updated forest management practices. Various committee members voiced concerns about past federal management failures and emphasized the necessity for collaborative approaches involving local communities and stakeholders in forest management. As discussions unfolded, there were varying perspectives on the implications of certain provisions in the bill, particularly around regulatory changes and their likely impacts on public participation and environmental reviews.

Committee: Senate Judiciary
Summary: The Senate Judiciary Committee heard three bills. SB 514, by Senator Harrell, clarified that medical quality review committees used by managing entities are treated like other medical review committees for purposes of civil liability and public records protections. The committee adopted a Harrell amendment removing the word “malpractice” from the title, heard support from the Florida Hospital Association, Florida Association of Managing Entities, and Florida Smart Justice Alliance, and then voted 11-0 to report the bill favorably. The committee then took up SB 734, by Senator Yarborough, which would repeal the current wrongful death exception that bars certain parents and adult children from recovering non-economic damages in medical negligence cases. The bill drew extensive testimony from families describing deaths they said were caused by medical negligence and from supporters including AARP and the Florida Justice Association, while opponents from the health care, insurance, and business sectors argued it would raise malpractice premiums, increase litigation, worsen physician shortages, and reduce access to care. After debate, the committee voted 9-2 to report the bill favorably. Finally, SB 538, by Senator Bradley, was presented as the state courts legislative package. It updates court operations by clarifying duty judge requirements, removing a location limit on duty hearings, repealing a cap on arbitrator compensation in court-ordered non-binding arbitration, and allowing alternative judicial authentication of oaths and acknowledgments when a court seal is unavailable. The bill received supportive waiver forms from the Florida Bar ADR section and several judges, and was reported favorably on an 11-0 vote. The committee then adjourned.

Summary: The House met with a quorum, received a guest minister for prayer, approved the journal, and heard several announcements and recognitions, including NEC Awareness Day, a European Union delegation visit, and the Glenmore Wildcats baseball team’s state championship. Members also received Senate messages, including concurrence on some House measures, the filing of Senate bills, and several Senate resolutions and bills laid over for later consideration. The chamber then took up a long series of resolutions and bills. Among the resolutions adopted were measures on a Louisiana-United Kingdom Trade Commission, support for migratory waterfowl studies, hunting education in schools, SNAP delivery-fee studies, fraud prevention for seniors, subsurface data preservation, boating safety reporting, and visual acuity screening data. Some items were temporarily returned to the calendar, including a sales-tax uniform-base rule resolution and several Senate measures. The House also adopted a resolution creating an agricultural national security task force and another supporting a letter to the U.S. Fish and Wildlife Service. On legislation, the House passed bills on missing-person alerts for people with disabilities (“Brian’s Call”), first responder status for public works employees, planning commission procedures, historic preservation district rules, judges’ supplemental compensation, the Baker Economic Development District, New Orleans downtown development district tax authority, a local crime prevention district, clerks of court records, hotel occupancy taxes in Shreveport-Bossier, firefighter cancer screenings, Shreveport police civil service rules, local ethics entity funding, hemp/alcohol age restrictions, OMV digital signatures, LED recreation, TOPS Tech eligibility for veterans, anatomical gift recordkeeping, crypto kiosk fraud protections, firefighting foam definitions, and consumer data privacy. Several bills failed, including HB 705 on legislative contempt penalties and HB 75 on gaming promotional play. One bill on vehicle insurance reinstatement fees was amended and passed, and a bill on judicial compensation fund adjustments was amended and passed after questions about CPI indexing.

Summary: The Senate convened with a quorum, heard a prayer from Dr. Michael Sprague, and recited the pledge. The body then suspended the rules to welcome House Majority Leader Steve Scalise, who highlighted federal-state cooperation and credited Louisiana lawmakers with helping advance policies such as no tax on overtime, expanded energy development, and major business investment in the state. The chamber also recognized several visiting groups and observances, including Leadership Lafayette, the new Orleans Parish sheriff, Pro-Life Day at the Capitol, Recreation and Parks Day/Month, Main Street Day, LMA Day, and Links Day, with multiple resolutions adopted or concurred in for those recognitions. On legislation, the Senate handled a mix of committee reports, House messages, and floor action. It concurred in House Concurrent Resolution 92 and 93, adopted SCR 60, SR 11, SR 93, and SCR 40, and advanced or adopted numerous bills and resolutions. Notable measures included workers’ compensation bills SB 162, SB 382, and SB 408; SB 500 on medical review panels and certificates of merit; SB 268 and SB 228 on lead service line replacement and use of public funds; SB 338 on school bullying prevention; SB 431 on towing and storage access; HB 297 on lease termination for stalking and cyberstalking victims; HB 305 on child sexual abuse material evidence handling; HB 336 on post-conviction relief timelines; HB 436 allowing veterans to serve as park police/wardens; HB 594 designating SCN2A Day; HB 957 on prisoner transfer notifications; HB 995 on videotaped statements; HB 1040 on juvenile detention board membership; HB 117 reauthorizing the Department of State; HB 120, HB 122, HB 139, HB 247, and HB 286 creating or adjusting local districts; and HB 185 clarifying independent contractor coverage in workers’ compensation.
