WIFA and ADEQ were neutral, noting the bill would clarify county authority and use existing federal revolving fund dollars; testimony also explained that current law already requires cesspools to be upgraded when discovered or when a property is remodeled. The committee passed HB 2096 unanimously, 10-0, and then adjourned.
