Summary: The Senate opened with a prayer, pledge, and recognitions of guests, including YMCA youth and government participants and the Doctor of the Day, Dr. Thomas Clem. Senators also made introductory remarks honoring the YMCA’s 175th anniversary and its community service, and the chamber noted the president’s birthday. The body then took up several bills on the special order calendar. Senate Bill 100 adopted the 2026 Florida Statutes and the 2025 regular session laws; Senate Bill 102 and Senate Bill 104 were reviser bills updating and cleaning up the Florida Statutes. Senate Bill 320, on administrative efficiency in public schools, would reduce district reporting and procedural requirements, expand teacher apprenticeship and certification options, adjust assessment and accountability rules, increase district flexibility in funding and facility planning, and shift some VPK oversight to school districts. Senate Bill 7010 would allow Roth post-tax contributions in state and local deferred compensation plans. Sponsors described each bill as improving efficiency, flexibility, or statutory clarity. All four bills passed unanimously, 36-0, after brief debate or no debate. The Senate also withdrew Senate Bill 1720 from further consideration. At the end of the session, the chamber adopted a motion to immediately certify all bills passed that day to the House and then adjourned until the next scheduled meeting.

Committee: Senate Education
Summary: The committee first acted on two gubernatorial appointments to the State Board of Education. Senator Ward-Engelking moved to send Jennifer White and Peter Kohler to the Senate floor with recommendations for confirmation, and both motions carried without opposition. The chair then noted that sponsors for the nominees had not yet been assigned and asked for a volunteer to sponsor Jennifer White on the floor. Brandon Wolfe, Idaho State Controller, then presented an overview of Transparent Idaho’s education data tools. He explained that the site now includes annual financial, payroll, enrollment, and salary data, plus quarterly transactional education spending data received through the State Board of Education from the IC system. He described how users can drill down from district-level summaries to school-level and transaction-level detail, export data, and view audited figures from fiscal years 2019 through 2024, with fiscal year 2025 to be added soon. Committee members asked whether the site could separate federal from state funding and break out other funding sources such as levies and bonds; Wolfe said those breakdowns are not currently available but would be a useful future enhancement. Senator Cook also asked about an IRS line item in the transactional detail, and Wolfe said it likely related to employee benefit taxes but would need further review. Wolfe said his office is open to further ideas through the interim transparency committee, and the meeting adjourned after the presentation and questions.

  • First, on the two-mill flexibility: right now, two-mill money is shared with charter schools.
  • Will the two-mill money be shared with charter schools for operational purposes, and has it been shared
Summary: The committee met with a quorum present and first took up SB 124, which updates Florida Virtual School statutes to remove outdated language, clarify governance and funding provisions, authorize a direct support organization, streamline reporting, and clarify district responsibilities for student assessments. Senator Berman asked about the removed enrollment prioritization and reporting changes, and the bill sponsor explained that the reporting was largely duplicative of existing audits and other reports. Florida Virtual School’s representative testified in support, saying the school is open to all students statewide with no enrollment caps or waiting lists. SB 124 was reported favorably by a unanimous roll call vote. The committee then considered confirmation appointments in tabs 3 and 4 and recommended confirmation of all appointees on a single favorable vote. After that, the committee heard SB 320 on administrative efficiency in public schools, which would reduce district mandates, expand teacher apprenticeship and multi-year contracts, create a 10-year renewable professional certificate, simplify testing and accountability rules, increase flexibility for district finances and facilities planning, and shift oversight of district-run VPK programs to school districts. Senators Gaetz and Berman questioned the impact on charter school funding, capital dollars, teacher contracts, and how the bill differed from last year’s version. The sponsor said charter schools would retain access to operational funds, the bill does not eliminate annual audits, and the main substantive change from last year was the multi-year teacher contract provision. Several organizations and district representatives waived in support of SB 320, while Florida Citizens Alliance testified in information, praising some testing and licensure changes but suggesting a cap on multi-year contracts and outside auditing safeguards. The sponsor closed by emphasizing that districts would still be subject to annual audits and that the bill is intended to give schools more flexibility and reduce bureaucracy. SB 320 was reported favorably on a roll call vote, and the committee then adjourned.

Summary: The committee began by announcing that House Bill 2094 would be held and not heard that day, then received a lengthy update from Arizona Department of Water Resources Director Tom Buschatzky on Colorado River negotiations and post-2026 operating rules. He described Arizona’s legal position, the basin’s water allocations, current shortages, conservation efforts, and the state’s view that the Upper Basin should share more of the reductions and move more water from reservoirs above Lake Powell to Lake Mead. Members asked about tourism, recreation, tribal water rights, public outreach, and the role of the state’s delegation and the federal government. Buschatzky said Arizona has already made major conservation cuts and that further reductions are likely, whether by agreement or federal action, and emphasized ongoing negotiations and public meetings. The committee then heard House Bill 2758, which would expand McMullen Valley groundwater transfer rules to allow eligible entities, including private water companies, to withdraw and transport groundwater under specified conditions, with ADWR oversight and reporting requirements. Supporters argued the bill would provide a lawful, regulated way to move water for urban growth and housing needs, while opponents from La Paz County and rural advocacy groups said it would accelerate aquifer depletion, harm private wells, and benefit a New York hedge fund at the expense of local residents. After debate over guardrails, stakeholder outreach, and the impact on rural communities, the committee adopted the Griffin amendment and passed HB 2758 as amended on a 6-4 due-pass vote. Finally, the committee took up House Bill 2098, which revises bonding authority and public hearing notification requirements for county water augmentation authorities and allows such authorities to enter into local repayment agreements with WIFA. Pinal County officials and related stakeholders testified in support, saying the changes would help the Pinal County Water Augmentation Authority finance future water and infrastructure projects, including possible augmentation efforts tied to Bartlett Dam, and would clean up statutory language to match the authority’s needs. The transcript ends during testimony on HB 2098, before any committee vote on that bill is shown.

Summary: The Disaster Prevention and Resiliency Task Force opened its sixth meeting by approving the minutes and then taking up a presentation from University of Pikeville representatives and local leaders on an Eastern Kentucky Disaster Relief Center at Bear Mountain in Pike County. Speakers included Greg May, Rep. Ashley Tacket Laferty, Lori Worth, and Laura Damron. They described repeated flooding and other disasters in eastern Kentucky, the lack of a single prepared relief location, and the need for a centralized, elevated site that could serve as a flood and broader natural-disaster hub. The presenters said the Bear Mountain property, about 530 acres and well above flood levels, could support a multi-use facility combining disaster response functions with university and community uses. Proposed features included a command and communications center, distribution space, emergency shelter, medical and clinic support, food service, restroom facilities, RV hookups, and an indoor track/distribution building. They emphasized that the project would help avoid disrupting existing venues such as the Pikeville Expo Center and Jenny Wiley State Resort Park, while also supporting tourism and economic recovery. Committee members asked about community and emergency-management support, annual operating costs, and resilience standards such as tornado-related building codes. In response, the presenters said local stakeholders, including Appalachian Wireless, Pikeville Medical Center, Community Trust Bank, the city of Pikeville, and emergency management officials, had expressed support. They said the university planned to absorb some operating costs through multiple uses of the facility, community camps, and budgeted maintenance, and that construction documents were nearly complete with plans to begin building within months. After the presentation, the chair thanked the presenters and moved the committee into its recommendations discussion, noting the broader fiscal and humanitarian importance of disaster preparedness and resiliency and indicating that future legislation would likely follow from the task force’s work.

Summary: The hearing focused on House Bill 302, which would allow the state treasurer to invest public funds in precious metals and digital assets. The sponsor was not present, so Representative Urs introduced the bill briefly and said he did not know much about it. No one from the Treasury Department testified, and members repeatedly noted the treasurer’s absence. Susan Elme testified against the bill, arguing that these investments are highly volatile and contrary to the treasury’s duty to remain stable and liquid. She said the bill should be killed. In questioning, she estimated the 5% cap in the bill would amount to roughly $10 million, depending on available funds, and said such investing would be more appropriate for an individual day trader than for the state treasury. Members also discussed prior legislative experience with Bitcoin-related proposals and raised concerns about whether the treasury had the staff expertise to manage commodity or digital asset investing. The committee did not take a final vote; instead, it agreed to hold a work session and seek additional information from the treasurer, with a plan to revisit the bill on April 1.
