The committee then heard Senate Bill 500, which would set deadlines for providing foster care adoption records, including health, social, educational, and genetic history reports, to speed adoptions. The bill’s author and witnesses from Addie’s Hope Social Services supported it, saying delays in redacted files can take months, slow permanency for children, and increase costs to the state. Members asked about redactions and sibling/family information, and witnesses explained the bill would mainly speed the preliminary file used to decide whether to proceed with placement. SB 500 was left pending. Members also heard Senate Bill 1266, which would require regular reevaluation of the Medicaid provider support team and add written notice of provider disenrollment at least 30 days in advance. There were no witnesses, no questions, and the bill was left pending. Senate Bill 1522, concerning continuing care retirement communities, was then laid out and supported by LeadingAge Texas and counsel, who said it updates outdated definitions, clarifies licensing and disclosure rules, and strengthens consumer protections for seniors. It was also left pending. After a brief recess, the committee heard Senate Bill 1137, which would prohibit group home consultants from referring people to unlicensed or unpermitted group homes except in limited circumstances, require disclosure of complaints, and create a Class B misdemeanor for violations. Members discussed whether consultants are regulated and noted concerns about unlicensed referral practices. The bill was left pending, and the committee adjourned after completing its agenda.

Sponsors and agency witnesses said the bill is intended to preserve virtual options while adding approval, reporting, and compliance requirements, including definitions for distance learning programs, annual reporting, renewal every three to five years, and a pause on new programs while existing ones are grandfathered for a period. They also said the bill addresses budget concerns by limiting enrollment growth units and excluding distance-learning students from certain funding calculations, including rural population units, to prevent unexpected losses in the state equalization guarantee. Public testimony was sharply divided. Supporters included district superintendents and education officials who said the bill is needed to protect school funding, improve accountability, and gather basic data that the state currently lacks. Opponents included parents, students, teachers, charter-school representatives, and business and advocacy voices who argued virtual education has been lifesaving for medically fragile, bullied, rural, neurodivergent, and working students, and that the bill’s caps, geographic limits, and approval authority would reduce school choice and could eliminate some programs. Several witnesses stressed that virtual charter schools such as Pecos Cyber Academy and New Mexico Connections would not be affected, while others said the bill still reaches too broadly. Committee members raised extensive questions about the 10% enrollment cap, the adjacent-district requirement, the denial-and-appeal process, the treatment of charter schools versus district programs, and the effect on rural or small districts. Witnesses explained that the bill is meant to be temporary, with an interim study in 2026 to develop longer-term policy, but some members said they remained concerned about overreach and unintended consequences. The Education and Labor Cabinet began its presentation with 12 priority projects, including a state labor exchange system to connect job seekers and employers, renovation of the McDow Vocational Rehabilitation Center, and a new adult education and family literacy management information system. The cabinet said the labor exchange would help match workers with employers at no cost, while the McDow renovation was needed because the 30-year-old facility has safety and code concerns.
