Summary: The Business and Insurance Committee met with a quorum and laid over Item 8. Members first took up House Bill 4248, which was amended to prohibit anyone under 21 from buying, selling, delivering, furnishing, or possessing beverages containing hemp. Pro Tem Paxton explained the bill as a response to THC-infused hemp drinks being sold in convenience stores, and the committee passed the bill 9-0. The committee then approved a nomination for Stephen Brickle of Moore to the Alarm, Locksmith, and Fire Sprinkler Industry Committee for a four-year term ending June 30, 2030, also by a 9-0 vote. Members next passed House Bill 4429, the Proxy Advisor Transparency Act, which requires proxy advisors to disclose when recommendations are not based on a written financial analysis and allows enforcement through the Attorney General and civil actions; it passed 9-0 after questions about ESG-related considerations. Several other bills were considered and advanced, including House Bill 2588 on HOA board eligibility for resident owners, House Bill 3472 on tire pyrolysis facilities, House Bill 4317 on CPA exam eligibility, House Bill 3462 on plumbing licensing, House Bill 2035 on funeral transportation agreements, House Bill 3501 on multiple alcohol manufacturing licenses on one premises, House Bill 3127 and House Bill 3143 on medical marijuana regulation, House Bill 3144 on limiting grower licenses, House Bill 3260 on funeral director continuing education approval, House Bill 4321 on labor rules for existing structures, and House Bills 3011, 3522, and 3530 on home brewer licensing, ABLE Commission reporting, and purchase-record timing. Most measures passed on unanimous or near-unanimous votes, with a few receiving one no vote. The meeting adjourned after all listed items were heard.

Summary: The Senate Aeronautics and Transportation Committee met and heard several transportation- and licensing-related bills. Senate Bill 1772, by Senator Peterson, would require headlights from sunset to sunrise and whenever windshield wipers are in use; after brief discussion about automatic headlights and enforcement, it advanced 8-4. Senate Bill 1958, by Senator Standridge, designated the I-35/Flood Avenue interchange as the Patrolman Mark Harris Memorial Interchange; after a question about the wording on the sign, it advanced unanimously 12-0. The committee then considered Senate Bill 2010, which would require non-citizen applicants to provide proof of lawful presence, mark limited-term Real IDs, and require an annual report. Members raised concerns about definitions, proof requirements, and whether the language matched the stated intent; the author agreed to strike the title and work on the language, and the bill advanced 11-1. Senate Bill 1595, described as a consumer protection/accountability measure for CDL training schools and grant administration, drew questions about steering students, agency recommendations, and whether lists of schools would still be allowed; it also advanced 11-1. Senate Bill 1687 would allow commercial driver training entities to proctor the written exam, and it passed 12-0. Senate Bill 1684, which requires companies doing highway remediation to carry liability insurance, was amended to set the minimum coverage at $3 million and to specify liability insurance; after discussion about subcontractors and safety, it passed 12-0. Senate Bill 1996, a memorial highway and bridge naming bill, was laid over after a question about whether the honoree was law enforcement, first responder, or military. The committee also announced that SB 1950 and SB 2052 would be laid over, and that it would meet again the following week to finish remaining bills.

Massullo, which update Department of Highway Safety and Motor Vehicles procedures, raise the crash-reporting threshold, expand email use, and create a related public-records exemption. The committee also favorably reported SB 892 by Sen. Martin on enhanced sentencing for repeat offenders, SB 124 by Sen. Rodriguez updating Florida Virtual School statutes, and SB 584 by Sen. Yarbrough strengthening oversight of commercial driving schools and tax collector authority. SB 656 by Sen. Bradley, codifying the Internet Crimes Against Children Task Force and related grant program, and SB 816 by Sen. Bradley, formally establishing the University of Florida Diabetes Institute, also passed unanimously or near-unanimously. The most extensive debate centered on SB 216 by Sen. McLean, which would tighten unemployment assistance eligibility by adding job-search requirements, more frequent verification, and fraud-reporting measures. Supporters argued the bill would reduce fraud and improve program integrity, while opponents from labor groups and several senators warned it would burden claimants, especially rural residents, seniors, and workers facing layoffs, and could sharply reduce access to benefits. Despite those objections, the committee reported the bill favorably on a divided vote. The committee also considered CS/SB 382 by Sen. Truenow on electric bicycles, requiring riders to yield to pedestrians, sound an audible signal before passing, and limit speed near pedestrians, while creating a task force to study broader regulation of e-bikes and related devices. A mother whose son was killed on an electric scooter urged the committee to restore scooters to the bill, and several members expressed support for further work on that issue. The committee reported the bill favorably. At the end of the meeting, members recorded additional affirmative votes on selected tabs, and the committee adjourned.
