Summary:
The committee met with a quorum and considered several bills, reporting each favorably after hearing sponsor presentations, public testimony, and member questions. SB 578 would allow wine to be sold in recyclable containers, aligning wine with beer container rules; it received support from Americans for Prosperity and passed without debate. SB 606 clarified when guests in public lodging or food service establishments may be removed for nonpayment, updated notice and checkout provisions, and removed a mandatory arrest requirement, with support from hotel and restaurant industry groups; it also passed favorably.
Members then heard SB 202, which addresses a municipal water utility surcharge issue affecting Miami Gardens and North Miami Beach by requiring the utility to charge residents where the plant sits the same rate it charges its own residents. The sponsor and supporters described it as a fairness issue, while North Miami Beach argued it would shift costs and threaten utility finances; the bill was reported favorably. SB 570 modernized and clarified the scope of work for swimming pool and spa contractors, and SB 928, as amended, regulated non-approved disposable nicotine devices by restricting advertising and display, increasing inspections and penalties, and adding a school-buffer provision; both were reported favorably.
The committee also approved SB 346, which repeals state preemption over local regulation of hoisting equipment and cranes, prompted by concerns after Hurricane Milton and a crane collapse in St. Petersburg. Supporters said local governments need authority to address storm-related crane safety, while industry representatives warned against patchwork regulation and said local oversight already exists in some areas. Finally, the committee took up SB 652, creating Veterinary Professional Associates to perform certain tasks, including limited surgeries under veterinarian supervision; animal welfare groups supported it as a way to expand access, while some veterinarians opposed the surgery provisions. The bill was reported favorably after amendment. The committee then began SB 354, a major overhaul of Public Service Commission oversight, including expanding the commission, adding financial expertise, tightening rate-setting and storm-hardening review, and increasing transparency for nonprofit water and wastewater utilities; the substitute amendment was adopted and public testimony was heard from consumer advocates and utility-related groups, but the transcript ends before final action on the bill.

Summary:
The House convened, opened with prayer and the Pledge of Allegiance, approved the journal, and heard introductions of guests. Members then adopted several procedural motions, including extending the second regular session, suspending the seven-bill limit for Representative Livingston on budget-related measures, and requesting the Senate return SB 1786 on artificial intelligence content verification for reconsideration. The House also moved into Committee of the Whole to consider calendar items.
In Committee of the Whole, the House recommended do pass on SB 1057, SB 1171, SB 1424, and SB 1515, while retaining SB 1178 on the calendar. SB 1171, dealing with fingerprinting and fraud prevention in health and human services, was amended and received supportive comments about accountability and Medicaid fraud. SB 1424, concerning firearm safety instruction in schools, drew extensive debate: a proposed Gutierrez amendment modeled on “Christian’s Law” to require secure firearm storage measures was defeated by division vote 23-31, and the bill itself was defended as age-appropriate firearm safety education while opponents argued it was an unfunded mandate, a parents’ rights issue, and an improper burden on schools. SB 1515, creating a public safety parity fund for DPS and corrections bonuses from rainy-day fund interest, was amended and recommended do pass.
The House then considered an additional Committee of the Whole for SB 1552, adopted a floor amendment, and recommended the bill do pass as amended. In third reading, SB 1021 failed 22-35, while SB 1215, SB 1345, SB 1456, and SB 1493 all passed, with SB 1345 drawing a floor explanation about an added regulatory requirement for health care facilities. The House also received first readings of several appropriations bills and announced a special Joint Appropriations Committee hearing on the budget the next morning before adjourning until Tuesday, April 28, 2026.

Summary:
The House first established a quorum, then took up a package of House Committee Substitutes for House Bills 1838, 1692, 1695, 1983, 2036, 2662, and 2743. The bills were described as eliminating mandatory vehicle safety inspections in Missouri, with supporters arguing the inspections are outdated, costly, inconvenient, and not clearly linked to fewer crashes or fatalities. They cited studies and examples from other states, and several members emphasized the burden on rural drivers and mechanics. Opponents argued inspections help catch tire, brake, and other equipment problems, and warned that removing them could increase risks to children, highway workers, and other motorists.
Members debated specific provisions in the merged bill, including exemptions and requirements for street rods, custom vehicles, agricultural vehicles, interstate commerce vehicles, and vehicles involved in accidents or salvage situations. An amendment was offered to correct a drafting error involving commercial vehicles and was adopted. The sponsor repeatedly clarified that the bill would not make inspections illegal, only remove the state mandate, while opponents questioned the studies cited and raised concerns about fatality impacts and unsafe vehicles. The House then adopted the committee substitute as amended and perfected and printed the bill package.
After the bill action, members made announcements, including a birthday recognition and committee meeting notices. The House was then adjourned until February 11, 2026.

Summary:
The Committee on Governmental Oversight and Accountability met with a quorum present and first postponed SB 1650. The committee then heard and favorably reported SB 308, which implements the Florida Museum of Black History task force recommendations by designating St. Johns County as the museum site and creating a board to work with a supporting nonprofit. It also favorably reported SB 7020, which reenacts a public records exemption for certain Department of Agriculture and Consumer Services aquaculture and shellfish production records.
Members then considered SB 692 on cybersecurity standards and liability. The bill creates a presumption against liability for private businesses that follow updated cybersecurity frameworks and reporting requirements, and a similar protection for local governments that comply with state standards. An amendment was adopted to prevent local governments from imposing separate cybersecurity standards on vendors and to clarify vendor definitions and effective dates. The Florida Justice Association opposed the bill, raising concerns about local government immunity, the practical effect of the presumption for private entities, and retroactivity, while business and industry groups supported it. After debate, the committee reported the bill favorably as amended.
The committee also favorably reported SB 572, which updates ethics law to include legally recognized foster parents and foster children in the definition of relative; SB 1442, which revises the long-range program plan to require more specific performance metrics and agency-specific measures; SB 1106, which replaces references to the West Bank with Judea and Samaria in state agency and educational materials; SB 474, which revises military leave and related benefits for public employees and officials, with three amendments adopted; and SB 350, which revises public records protections for crime victims and law enforcement officers who are victims, including a 72-hour confidentiality period for officers in certain cases. Finally, the committee approved SPB 7032 as a committee bill to shift more fleet management responsibility from DMS to state agencies while preserving reporting to DMS. The meeting ended after members recorded additional votes and the committee adjourned.

Summary:
The Fiscal Committee met on January 23, 2026, approved the December 19, 2025 minutes, and adopted the remaining items on the consent calendar after noting several withdrawals. The committee then took up Department of Safety item FIS 26007, which involved Homeland Security/FEMA grant funding for equipment and UAS-related activities. Senators asked whether any of the funding would support federal civil immigration enforcement or shared operations with federal agencies, and about privacy protections for drone data. The department said the grant is governed by federal parameters, that the state uses the remaining 20 percent after federally directed uses, and that privacy law in this area is evolving. The item was adopted on an 8-2 vote.
The committee next considered Department of Environmental Services item 26003, which had been withdrawn by the Senate. A senator said concerns about using the funds for a different project had been resolved after speaking with the commissioner, and the item was adopted without further debate. The committee then moved to Department of Health and Human Services item 260005, a request for about $700,000 in remaining ARPA-related funds for the Hampstead children’s facility project. Commissioners explained that the project had been funded in stages because the original appropriation was based on estimates and bid assumptions, and that the remaining money would cover alternates and finish the project without using general funds. Senators raised concerns about repeated requests for additional money, the adequacy of security, site-selection costs, and why the project had not been fully funded at the outset. The department said the project had been intentionally structured to proceed in phases and that required security would be provided.

Summary:
The committee took up eight bills and memorials and reported each favorably. It first passed HM 4063, a memorial urging Congress to lay the groundwork for a federal sovereign wealth fund. Sponsor Rep. Anderson described it as a long-term economic security measure, while several members questioned how such a fund would be structured, governed, and balanced against paying down debt. Ranking member Hunschofsky and Rep. Spencer raised concerns about transparency, market disruption, and the lack of specific parameters. The memorial passed on a recorded vote.
The committee then approved CS/HB 139, allowing pawnbrokers to use digital transaction forms, with SMG testifying in support as a modernization and pro-business change. It also adopted an amendment and passed HB 1157, which tightens reemployment assistance requirements by adding work-search, interview, identity, immigration, and availability checks; the amendment added protection for missed interviews due to emergencies and removed an email reporting requirement. The Florida AFL-CIO and Florida Center for Fiscal and Economic Policy opposed the bill, arguing Florida’s unemployment system is already overly restrictive and that the proposal would further limit access to benefits, while supporters said it would ensure claimants are actively seeking work and verify eligibility.
Members also passed CS/HB 497 to create nonprofit agricultural organization medical benefit plans for farmers and ranchers, with support from Americans for Prosperity, the Florida Hospital Association, and the Farm Bureau; CS/HB 729 to authorize veterinary professional associates to perform limited duties under veterinarian supervision, with testimony from veterinarians and advocates citing access and workforce shortages; and HB 311, a right-to-repair bill for motorized wheelchairs, which drew strong support from disability advocates who described long repair delays, high costs, and the impact on independence and health. Rep. Tramont praised the wheelchair repair bill during debate, and the committee voted it favorably.
Finally, the committee passed CS/HB 1549, an Office of Financial Regulation agency bill intended to help regulate financial institutions more efficiently, and CS/HB 715, which allows licensed roofing contractors to perform roof-to-wall connections during reroof or repair projects and extends the emergency cancellation window to 180 days after a declared emergency. HB 715 was amended to require a contract notice advising property owners to verify insurance coverage before signing when the work is tied to an insurance claim. Roofing industry groups and home inspection representatives supported the measure as a way to reduce costs and improve wind mitigation. At the end of the meeting, the chair announced the agenda was complete and the committee rose.

Summary:
The Senate convened with a quorum, heard an invocation, received a House message announcing passage of H.B. 500, and a gubernatorial nomination for the Upper Neches River Municipal Water Authority Board. The chamber adopted several resolutions, including SR 409 recognizing Blue Ribbon Lobby Day, SR 402 honoring the discovery of the woolly devil plant at Big Bend National Park, and recognitions for Operation Christmas RGV and Wilson County Day. The Senate also heard an announcement that the Committee on Senate Nominations action report had been placed on members’ desks.
The body then took up and passed several bills. SB 2365 was passed to prohibit personal wireless communication devices by public school students during instructional time, with exceptions for health, special education, and safety needs. SB 1869 was passed to reaffirm the DSHS commissioner’s authority over controlled-substance schedule changes without rulemaking or judicial review. SB 1124 was passed to revise criminal discovery procedures in response to the Heath decision, with supporters saying it preserves exculpatory evidence protections while limiting suppression of inculpatory evidence when the defense already knew of it. SB 1758 was passed to create a Grayson County pilot study and temporary permitting hold concerning a cement kiln/quarry near a semiconductor wafer facility, and SB 2078 was passed to regulate composting in certain counties, after a clarifying amendment.
The Senate also passed SB 33, barring governmental entities from transactions that support abortion assistance or out-of-state abortion procurement; SB 34, expanding wildfire preparedness measures, studies, equipment databases, and rural fire department funding; SB 1208, increasing the penalty for interference with public duties from a Class B misdemeanor to a state jail felony; SB 1030, removing the maintenance, repair, and overhaul tax for general aviation; SB 505, creating processes to address election irregularities; SB 2411, updating the Business Organizations Code and changing filing-method requirements; and SB 1333, addressing unauthorized entry, occupancy, sale, rental, lease, or conveyance of real property. Most measures advanced on voice vote or recorded roll call after motions to suspend the regular order and the constitutional three-day rule, with several members raising questions or objections, especially on the criminal justice, abortion, and public duties bills.
