House Oklahoma Education Commission
Summary:
The commission met with a quorum and introduced Brett Farley, who was discussed as a possible partner to help strengthen the nonprofit side of the commission’s work. Members also welcomed a new participant, Naomi Janes of Owasso Public Schools, who described her role in instructional technology and AI integration. The group spent much of the meeting on planning for the upcoming AI symposium, including venue logistics, room and meal costs, audio-visual expenses, fundraising progress, keynote and vendor participation, and ideas for breakout sessions and after-hours demonstrations. Members discussed keeping attendee contact information private unless permission is obtained, and they also considered future regional meetings and year-round follow-up to sustain momentum beyond the symposium.
A major portion of the meeting focused on legislation and grant strategy. Michael provided an update on House Bill 1782, saying floor amendments had been filed and that the bill now includes authority for agencies to pursue gifts and donations, an expanded advisory council, broader research purposes, and a fund structure that can support multi-year projects without fiscal-year pressure. He also reviewed Senate Bill 1734, which would require parental disclosure, allow opt-outs, and require reporting on data minimization and privacy compliance for AI tools used in schools. Members discussed how the commission could help schools, families, and the public understand AI policy and how the new law might shape future recommendations.
The group also reviewed several grant efforts. Anna reported on the NSF TechABLE/AI HubZone proposal, a three-year, $1 million-per-year opportunity with a June 15 letter-of-intent deadline and July 15 full proposal deadline, and noted plans to include staff positions to support the project. She also updated the group on a rural health care transformation proposal of roughly $700,000 and asked for follow-up on its status. In addition, Anna outlined a broader K-20 pipeline concept centered on a shared learner record and microcredential system that would connect K-12, CareerTech, higher education, libraries, and workforce systems, with tools such as Career Coach and Skill of Eye to link credentials to jobs. Members generally supported the idea, noting benefits for transcript portability, special populations, teacher certification, and workforce alignment. The commission agreed to meet again on June 14 at 1:00 p.m., and the meeting adjourned after a brief announcement of an informal AI book club for the summer.

Summary:
The Joint Finance-Preparation Committee heard budget presentations for the Endowment Fund Investment Board, the Department of Lands, and the Department of Environmental Quality. Janet Jessup, Legislative Services analyst, reviewed each agency’s structure, funding sources, vacancies, and requested enhancements. For EFIB, she noted the board’s low operating costs and a small request for a laptop replacement. Chris Anton said the board kept costs very low and had no major budget increases beyond personnel costs.
The Department of Lands discussion focused heavily on wildfire funding, staffing, and dedicated funds. Director Dustin Miller said 2025 was a record year for endowment income, but fire season was increasingly expensive and staffing pressures could affect the Eastern Idaho Forest Protective District and other fire programs. Members asked about the fire suppression deficiency fund, which Jessup explained is used only for active fires and can go negative, with any deficit later reconciled through supplemental action. Miller also described House Bill 511, which would raise the structure surcharge cap for fire preparedness funding, and House Bill 226-related fund shifts moving 1.25 FTP and $160,000 from the abandoned mine lands fund to the navigable waterways program.
For DEQ, Jessup and Director Jess Byrne discussed the agency’s staffing shortages, backlog in permits, water quality monitoring, and funding structure. Byrne said targeted pay increases had reduced turnover and vacancies, but the agency still had fewer core staff than 25 years ago and faced permit backlogs and reduced monitoring, including for harmful algal blooms. He also explained that the Drinking Water Loan Fund is a revolving federal-state match loan program whose balance has grown because projects are reimbursed over time, not because demand is absent. Byrne said DEQ is considering fee increases, especially in air quality and drinking water, to reduce reliance on general funds. The committee took no formal votes or other actions and adjourned, announcing future budget hearings for the Department of Administration and the Permanent Building Fund.

Summary:
The committee held an outcome review hearing on AB 519, focused on streamlining California’s affordable housing finance system. State housing officials described the work group process and the resulting report, which calls for a consolidated application and coordinated review process across HCD, CalHFA, TCAC, and CDLAC, while preserving a separate direct path for projects that do not need state subsidy. They said the goal is to reduce duplication, align timelines, and get projects to construction faster, with implementation now being carried forward through the new Housing Development Finance Committee (HDFC) and related reorganization changes.
Officials from HCD, CalHFA, and HDFC said the new committee launched July 1 and is developing regulations, a unified application workbook, and review procedures, with public comment and hearings planned before final adoption. They emphasized a two-track system: one for projects needing state subsidy and one for tax credits/bonds only. Members also discussed the transition period in 2027, the need to clear existing pipeline projects first, and the possibility of construction financing tools. Committee members raised concerns about transparency, stakeholder feedback, and whether additional statutory changes would be needed; staff said current authority appears sufficient.
Affordable housing developers and advocates generally supported the reforms but said the work must go beyond a single application. They urged fully funding projects, simplifying post-award functions, modernizing asset management, preserving a direct path for locally funded and rehab projects, and improving geographic equity, especially for rural and farmworker housing. Several witnesses stressed that the system also needs stable funding, including general fund support and the proposed housing bond, and that the state should continue engaging stakeholders as the new process rolls out. Public comment echoed those themes and included a veteran describing the difficulty of navigating housing and VA-related systems, reinforcing the hearing’s focus on simplifying access to housing resources.
