Summary: The Senate Health and Human Services Committee first considered the nomination of Christy D. Fisher to the Board of Examiners for Speech-Language Pathology and Audiology. Senator Stanridge presented her as a lay member with legal and paralegal experience, and Fisher spoke about her family’s experience with speech therapy and autism-related speech needs. After brief questions, the committee advanced the nomination on an 8-2 vote. The committee then heard several bills, including measures creating an Early Childhood Task Force (HB 1979), clarifying that Oklahoma has always prohibited sex-to-gender-identity amendments on birth certificates (HB 1225), and establishing a process for correcting death certificates after one year (HB 3931). Members also advanced a bill restricting edible medical marijuana products from being attractive to children (HB 4454), updating the mentoring program for children of incarcerated parents (HB 3849), and allowing juvenile safety plans to take effect if not acted on within 24 hours (HB 1746). Other bills addressed local food sales thresholds (HB 3720), allowing case managers and peer support specialists to work for cities and counties (HB 4275), DHS background-check and email-notice updates for child care centers (HB 4300), and a clarification that raising a child consistent with biological sex is not child abuse and that adoption cannot be denied solely over refusal to support a gender transition (HB 3586). The committee also advanced bills on Medicaid reimbursement for dementia cognitive assessments and care planning (HB 2268), juvenile detention medication funding (HB 3755), family resource centers including faith-based and workforce organizations (HB 4117), epilepsy insurance coverage protections (HB 4294), extending the managed care rate floor to July 1, 2028 with a carve-out for multi-state contracts (HB 3650), and child care reforms raising subsidy co-pays and directing DHS to set more flexible master-teacher ratios for certain facilities (HB 4298). Several bills were amended or worked from committee substitutes, and most passed on unanimous or near-unanimous votes, with HB 1225, HB 3586, and HB 4294 drawing some opposition. The committee adjourned after noting it would likely meet again later for additional executive nominations.

Summary: The Senate convened with a quorum, received a prayer and pledge, adopted the journal, and heard messages from the House reporting final passage of several Senate bills and concurrence in SCR 86 and 87. The chamber also observed personal privileges honoring the lives of Edith K. Kirkpatrick and Susan Ann Traylor Bidick, with family members present and a moment of silence held for Bidick. The House later refused concurrence on Senate amendments to HB 42 and HB 159. The Senate then took up a series of resolutions, most of which were adopted without objection. These included studies on energy infrastructure and modernization (SR 174, amended to add an alternative energy industry representative and a consumer advocate), breast pump Medicaid reimbursement (SR 175), digital student IDs (SR 176), lethality assessment protocols in domestic violence cases (SR 177), problem gambling prevention (SR 178), community water system grading (SR 179), condolences for Sharon Courtney (SR 180), and expansion of the Louisiana Tumor Registry (SR 181). The chamber also adopted SCR 85 honoring the Sam Houston High School Broncos baseball team after a recorded vote of 36 yeas and 8 nays. On bills returned from the House, HB 1222 on grocery initiative grants failed on final passage by a vote of 18 yeas and 19 nays. SB 312 had House amendments rejected, SB 348 and SB 485 had House amendments concurred in, and SB 121 on congressional redistricting was the subject of extensive debate over racial gerrymandering, district configuration, and expected litigation before the Senate concurred in the House amendments by 28 yeas and 10 nays. The Senate also concurred in several House concurrent resolutions, including studies or reports on flooded corn and migratory waterfowl, deer hunting with dogs in Kisatchie National Forest, support for a Senator Kennedy letter to the Fish and Wildlife Service, boating safety reporting, and subsurface data review. Finally, HB 944 creating a Women’s Health Consortium within the Department of Health was amended to address funding concerns and convert it into a more task-force-like structure, then passed 37-0 with nine coauthors. The Senate then recessed until 1:30 p.m. to continue work, including conference committee reports.

Summary: The Senate convened, established a quorum, and opened with prayer. The chamber then recognized several guests and groups, including the Doctor of the Day Dr. Abby Woods, Nurse of the Day Kara de la Pena, and multiple student and community delegations. These included Dominic Matthias of Moore High School for his cross-country accomplishments, Calumet boys baseball and basketball teams for state championships, the Oklahoma Federation of Republican Women, Morris High School’s academic team, the Junior Chamber of Catoosa, Rogers County Leadership Program participants, and Legacy Christian Schools students. The Senate adopted Senate Resolution 40, designating the second week in April as Lung Cancer Action Week in Oklahoma. The resolution was presented in support of the American Lung Association’s efforts to raise awareness, encourage screening, and promote early detection, especially given the low screening rate among high-risk Oklahomans. The resolution passed without opposition, and unanimous consent was granted to make all senators co-authors unless they declined. The chamber also hosted Cherokee Nation Legislative Day. Principal Chief Chuck Hoskin Jr. and other Cherokee leaders spoke about the tribe’s history, sovereignty, and major investments in education, housing, health care, workforce development, and economic growth in Oklahoma. Hoskin emphasized the Cherokee Nation’s partnership with the state and urged support for Medicaid expansion, arguing it helps fund health care services and jobs. Later, Senator Weaver offered a personal privilege statement mourning the death of Trooper Vernon Brake in the line of duty, followed by a moment of silence. The only other action was an announcement inviting members to a Sportsman’s Caucus reception. With the clerk’s desk clear, the Senate adopted a motion to adjourn until Thursday, April 9, 2026, at 9:30 a.m.

Some House bills were passed after amendments, while others were passed over or rejected for later conference, including bills on virtual school participation, historic preservation, civil service, suicide prevention, local government training, and economic development districts. The Senate also rejected House amendments on SB 78 and SB 208, and rejected amendments on SB 387, sending those matters toward further negotiation.
