Summary: The House convened with prayer, the pledge, and several recognitions, including Veteran of the Week Major General (ret.) Tony L. Wright, Doctor of the Day Dr. Jeanette Kelly, Capitol Day students, Girl Scouts, and family members of legislators. Members also adopted House Resolution 1038 honoring the Oklahoma Youth Expo and its agricultural education and scholarship impact, including recognition of top ag mechanics exhibitors. The chamber then considered and passed several bills, including HB 3263 designating the morel mushroom as the state mushroom; HB 315 setting qualifications and a term limit for the Department of Corrections director; HB 2123 revising authorization for an Arkansas River bridge project near Bigsby; HB 3587 allowing court-ordered outpatient mental health treatment; HB 3028 allowing career techs in public schools to pass along credit card surcharges; HB 2035 clarifying transportation protection agreements related to funeral services; HB 3369 allowing food trucks to use two fire extinguishers and training in lieu of an automatic suppression system; and a series of census-related bills creating a census count committee, reestablishing a state data center function, and updating Commerce technology for census address work. The House also passed HB 3624 to standardize county boundary mapping, HB 3175 creating an Oklahoma Advanced Nuclear Energy Office, HB 3173 allowing repurposing of orphaned and abandoned wells for geothermal or energy storage uses, and HB 4476 creating a revolving-fund rebate program to help smaller communities compete for music events and tourism. Two measures failed on final passage: HB 3178, which would have created a standard depreciation table for county assessors to value farm equipment, and HB 1979, which would have created an Early Childhood Task Force. In both cases, members later served notice of intent to reconsider the failed votes. The House also reconsidered and passed previously failed motions on HB 3127 and HB 2997. Most bills that reached final passage were approved by recorded vote, with HB 3178 failing 43-45 and HB 1979 failing 46-43. The House adjourned until the next scheduled meeting.

Bills: SB1928 , SB259
Committee: Senate Energy
Summary: The committee took up two water-related bills, both on committee substitutes with titles stricken. Senate Bill 259, carried over from the prior year, was described as a shortened version of earlier language that removed some provisions seen as burdensome and eliminated funding for the Water Resources Board. The author said the bill aims to recognize that water extends beyond property lines, add measuring requirements for permitted users, and preserve water for future generations while exempting domestic uses and pasture/livestock taps. After no questions or debate, the committee passed SB 259 by a vote of 7-1. The committee then heard Senate Bill 1928, which creates a voluntary five-year flex allocation program beginning January 1, 2027. The author said the program is intended to help existing permit holders measure and use water more efficiently without requiring new permitting or mandatory metering, and noted the proposal mirrors House language. He also explained that the original 200% annual cap had been reduced to 150% in the committee substitute. The bill passed 10-0. At the close, the chair noted both bills were heard to help develop broader water policy for Oklahoma and encouraged continued cooperation among interested parties. The committee then adjourned.

Bills: HB1743 , HB2122 , HB1756 , HB1837 , HB1729 , HB2559
Committee: House Housing
Summary: The House Housing Committee heard testimony on several housing-related bills. HB 1743 would expand the owner-builder exemption by repealing a leasing restriction and requiring notice when a leased residential structure was built by an unlicensed contractor. Subcontractors Association of Hawaii and the Contractors Licensing Board opposed the bill, warning it could encourage unlicensed contracting and weaken consumer protections, while Hawaii Realtors, Housing Hawaii’s Future, Grassroot Institute of Hawaii, BIA Hawaii, and others supported it as a way to increase housing flexibility. After questions about whether licensed electrical and plumbing work would still be required, the committee voted to pass HB 1743 with amendments and a defective date. The committee also heard and advanced HB 2122 HD1 on teacher housing, which would create a teacher housing assistance program using vouchers from the teachers housing revolving fund. Testimony included support from the Chamber of Commerce of Hawaii, Housing Hawaii’s Future, the Democratic Party of Hawaii Education Caucus, and individuals, with the Office of Collective Bargaining in opposition and the Department of Education offering comments. The bill was voted out as is. The committee then considered HB 1756 and HB 1837, both updating the individual housing account program to reflect current housing prices; supporters including Housing Hawaii’s Future and the Office of Hawaiian Affairs said the limits were outdated and needed inflation adjustments, and HB 1756 was passed with amendments while HB 1837 was deferred as nearly identical. HB 1729 would disallow the state home mortgage interest deduction for second homes. Hawaii Realtors opposed it, while Housing Hawaii’s Future supported it as a way to prioritize first-time homebuyers and reduce competition from second-home buyers. The chair noted a possible revenue savings estimate and the committee passed the bill with amendments, with several reservations. Finally, HB 2559 would prohibit real estate brokers from marketing residential property to limited exclusive groups of buyers, which the Office of Consumer Protection said needed an enforcement clarification and the Realtors said could affect some legitimate private-listing situations. The chair proposed replacing the outright ban with a disclosure requirement for private listings, and the committee passed HB 2559 with amendments. The hearing then adjourned after the chair thanked members, staff, and the public.

Bills: S1080 , S1112 , S1324 , S1338 , S1582 , S1672
Summary: The Committee on Commerce and Tourism considered several bills. SB 1338 by Senator Burton would strengthen enforcement of written endowment agreements for charitable gifts and require legislative approval for new filing or reporting requirements on charities. The sponsor and Philanthropy Roundtable testified in support, emphasizing donor intent and protections for nonprofits; the bill was reported favorably. SB 1324, which was expected to address principal offices of LLCs, was temporarily postponed. The committee also passed CS/SB 1080 by Senator DeSigley, which directs FDOT to adopt rules allowing direct payments to first-tier subcontractors in specified circumstances. A transportation industry representative supported the measure, saying the situations are rare but need a statutory remedy. CS/SB 1582 by Senator Yarbrough, as amended, requires secondhand dealers, secondary metal recyclers, and pawnbrokers to submit transaction data to FDLE for statewide sharing through systems such as LInX; the amendment and bill were both reported favorably, with one witness from the Florida Recycler’s Association opposing the amendment. Senator McLean’s SB 1672, creating a home buyer workforce tax credit for employer contributions to help employees with first-time Florida home purchases, was reported favorably with support from the Florida Chamber of Commerce. SB 1112 by Senator Garcia, relating to the Florida Labor Pool Act, drew extensive testimony from workers, reentry advocates, and supporters who argued it would prohibit placement fees when workers are hired permanently, require annual registration of labor pools, improve accountability, and support stable employment and reentry; the bill was reported favorably. The committee then adjourned after recording votes and other closing business.
