This Act bans short term rentals for historic properties except for home shares. (Flesch Readability Score: 69.9). Prohibits the use of assessed historic property as a vacation occupancy unless the property is the owner's primary residence.

The Act creates a process for victims of some crimes to request permanent restraining orders. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 73.2). Directs the court, at a victim's request, to enter an order at sentencing permanently restraining the defendant from contacting the victim when the defendant is convicted of specified crimes. Creates a process by which a victim of a crime in which judgment was previously entered can request an order permanently restraining the defendant from contacting the victim. Takes effect on the 91st day following adjournment sine die.

The Act would grant a tax break for the owner-occupied homes of people who are at least 65 years old, have resided in the home for at least 10 years and have a household income of not more than $150,000 a year. The Act would increase the tax break by five percentage points each year. (Flesch Readability Score: 62.0). Creates a property tax exemption for the owner-occupied principal dwelling of seniors who are at least 65 years of age, have resided in the dwelling for at least 10 years and have a household income not greater than $150,000 per year. Provides an exemption of the assessed value of the homestead in annually increasing increments of five percentage points. Takes effect on the 91st day following adjournment sine die.

Requires the Department of Environmental Quality to study the Climate Protection Program. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.

The Act would create new laws for transportation network companies. The Act would take effect on July 1 of this year. (Flesch Readability Score: 79.3). Requires transportation network companies to pay minimum compensation rates to drivers. [Directs transportation network companies to establish written policies concerning account deactivations and provides requirements for such policies. [Directs the Bureau of Labor and Industries to contract with a nonprofit organization to operate a driver resource center.] Establishes minimum paid sick time requirements for transportation network companies. Requires transportation network companies to provide dispatched trip information and receipt information to drivers and passengers. Imposes recordkeeping requirements for transportation network companies [and requires the companies to compile data to submit reports to the bureau. Directs the bureau to report to the Legislative Assembly on the information received from the transportation network companies]. [Establishes the Task Force on the Ensuring Meaningful Access to Benefits for Transportation Network Company Drivers.] Requires transportation network companies to comply with notice requirements to apprise drivers of certain information regarding the rights and protections afforded to drivers. Provides the Bureau of Labor and Industries with enforcement authority over the provisions of the Act. Provides remedies for drivers alleging unlawful practices. Declares an emergency, effective July 1, 2025.

The Act directs the Department of State Police to study firearm hold agreements. (Flesch Readability Score: 63.4). Requires the Department of State Police to study whether firearm hold agreements reduce firearm risks. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

Raises the amount to be collected to help with electric bills for low-income customers. Tells the PUC to look every two years at the amount to be collected. (Flesch Readability Score: 62.7). Increases from $20 million to $40 million the minimum amount to be collected from the customers of electric companies for low-income electric bill payment and crisis assistance. Directs the Public Utility Commission to reassess every two years the community level of need for low-income electric bill payment and crisis assistance. Allows the commission to adjust the amount to be collected based on its findings and changes to electricity rates. Requires the commission to report to the Legislative Assembly if the commission increases the amount to be collected by more than 2.5 percent. Increases from $500 to $1,000 per month per customer site the maximum amount that a customer may be required to pay for low-income electric bill payment and crisis assistance.

The Act would reduce the number of hours that a notice must be posted before homeless people may be removed from an established camping site. The Act would say when property left behind shall be disposed of or collected. The Act would apply only to small cities. (Flesch Readability Score: 68.5). Applies to cities that have a population of 50,000 or less. Reduces the number of hours that notice must be posted before removing homeless individuals from an established camping site. Provides circumstances in which property left at an established camping site after the notice period shall be disposed of or collected. Declares an emergency, effective on passage.

The Act gives money to DELC to provide to relief nurseries. (Flesch Readability Score: 72.6). Appropriates moneys from the General Fund to the Department of Early Learning and Care for the purpose of funding Relief Nursery programs. Declares an emergency, effective July 1, 2025.

The Act would let a surviving spouse claim the unused amount of the first spouse's estate tax exclusion. (Flesch Readability Score: 66.3). Allows an exclusion from the Oregon taxable estate of a surviving spouse for the unused portion of exclusion that applied to the prior deceased spouse of the decedent. Applies to estates of decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Makes a power company liable for any federal income taxes that a party owes or pays on amounts that the party gets in the civil action. Tells the PUC to study issues related to big wildfires. Allows a plaintiff or class member to seek a supplemental judgment to recover from the electric company for the federal income tax liability. Requires an electric company to apply for a wildfire safety certification. Directs the Public Utility Commission to issue a certification if the applicant is implementing a wildfire protection plan and meets certain requirements. Provides that a certification establishes that the applicant has implemented wildfire policies and practices consistent with wildfire safety standards. Provides that a certification does not establish immunity against claims for damages resulting from a wildfire. Directs the commission to commission a study to examine issues related to catastrophic wildfire risk and recovery and develop scenarios for a balanced solution. Directs the commission to provide an interim report on the study's findings and recommendations to the committees of the Legislative Assembly related to energy and environment during the 2026 regular session and provide recommendations for a stakeholder process to follow the final study report. Declares an emergency, effective on passage.
