Changes the laws on when people who are mentally ill can be made to get treatment. Changes the laws on what happens to a person charged with a crime who is not fit to go to trial. Includes certain attempted criminal conduct in the types of criminal conduct for which a person may be committed as an extremely dangerous person with mental illness. Directs the Judicial Department to collect and analyze data regarding tribal and state interactions relating to certain involuntary treatment of tribal members. Establishes the Task Force on the Intersection of Tribal and State Forensic Behavioral Health. Establishes maximum periods of commitment and community restoration services for criminal defendants determined to lack fitness to proceed. Establishes procedures for requesting extensions to the maximum periods up to a specified total time period. Sunsets the maximum periods on January 1, 2028. Modifies the process for court determinations on fitness to proceed. Specifies what the court may consider when making the determination and procedures for the hearing on the determination. Directs the court to determine, upon finding a defendant to lack fitness to proceed, whether the defendant may only be discharged to certain secure facilities. Modifies the process by which a committed defendant, determined to no longer require a hospital level of care, is discharged to other placements. Establishes procedures for objecting to proposed placements and court procedures when no placements are identified. Requires local governments to allow, within an urban growth boundary, siting of residential treatment facilities, residential treatment homes or crisis stabilization centers within additional land use zones. Appropriates moneys from the General Fund to the Oregon Health Authority for the Behavioral Health Division for payments made to community mental health programs for civil commitments. Appropriates moneys from the General Fund to the Oregon Public Defense Commission for providing public defense to financially eligible persons in civil commitment proceedings. Declares an emergency, effective on passage.

This Act makes Business Oregon create a required course for land use planners. (Flesch Readability Score: 69.9). Requires the Oregon Business Development Department to establish an education course for land use planners for local governments, special districts and state agencies. Requires completion of the course at least once every two years.

Limits the amount by which a public utility may increase a rate or schedule of rates in a year. (Flesch Readability Score: 67.3). Limits the maximum percentage by which a public utility may increase a rate or schedule of rates in a calendar year to the average percentage change of the Consumer Price Index.

This Act bans software rent and occupancy control and applies rent caps to younger rentals. (Flesch Readability Score: 61.8). Prohibits residential landlords from using certain software to set rents or occupancy rates. Establishes statutory damages available to affected tenants or applicants. Reduces, from 15 to seven years, duration that new dwelling units are exempt from caps on residential rent increases.

The Act tells ODE to put together an advisory group to help make school attendance better. (Flesch Readability Score: 63.6). Directs the Department of Education to convene an advisory committee regarding attendance improvement. Declares an emergency, effective on passage.

Directs the secretary to submit findings to the interim committees of the Legislative Assembly related to elections not later than September 15, 2026. Sunsets on January 2, 2027.

The Act creates an agency budget. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to the Department of Justice for biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits biennial expenditures by the department from federal funds. Declares an emergency, effective July 1, 2025.

The Act tells the Attorney General to help someone whose wine grapes were hurt by wildfire smoke. (Flesch Readability Score: 70.1). Directs the Attorney General to assist a person in recovering damages from the federal government when smoke from a wildfire on federal lands causes damages to the person's wine grape growing.

The Act would require a study of the clean tech sector in Oregon. A report will be submitted by September 15 of next year. (Flesch Readability Score: 71.2). Requires the Oregon Business Development Department to study the clean technology sector in Oregon. Directs the department to submit a report of the study to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2026. Sunsets January 2, 2027.

Makes changes to the formula used for deciding how much state money each school district receives. (Flesch Readability Score: 63.6). Removes the cap on the amounts distributed from the State School Fund to school districts for students who are eligible for special education as children with disabilities. Allows for an additional weight for students who are homeless for purposes of calculating distributions of State School Fund moneys to school districts. Declares an emergency, effective July 1, 2025.

The Act allows the State Fire Marshal to recover costs from persons who start fires. The Act allows certain actions related to cost recovery. (Flesch Readability Score: 64.2). Authorizes the State Fire Marshal to seek cost recovery for the actual cost of fire abatement. Authorizes the Attorney General to take certain actions to investigate liability for the actual cost of fire abatement, upon request by the State Fire Marshal. Authorizes deputy state fire marshals to take certain actions to preserve evidence and investigate liability for the actual cost of fire abatement.
